Net Metering, is this how he'll do it?

On July 29, 2005, George W. Bush signed the Energy Policy Act which was an attempt to combat growing energy problems. The Act provides tax incentives and loan guarantees for avoiding greenhouse gases.

"In the U.S.A., as part of the Energy Policy Act of 2005, under Sec. 1251, all public electric utilities are now required to make available upon request net metering to their customers.

(11) NET METERING.—Each electric utility shall make available upon request net metering service to any electric consumer that the electric utility serves. For purposes of this paragraph, the term ‘net metering service’ means service to an electric consumer under which electric energy generated by that electric consumer from an eligible on-site generating facility and delivered to the local distribution facilities may be used to offset electric energy provided by the electric utility to the electric consumer during the applicable billing period."

Right now, we are still under control of FMPA for four more years. As Bill Coakley has said (who did have a campaign platform), "It is certainly to LW’s advantage to offer incentives and pursue net metering right now as it would save us money in the long run by shaving our peaks with solar and that way we don’t have to pay FMPA for anything at the end of 5 years ie the CROD or contract rate of delivery in which they get to charge us their highest rates for the next 25 or 30 years on a calculated amount of power.

So rather than wait 5 years and try financing the huge capital outlay or partnership with another company for our power… now is the time for net metering and we have the money for it if we don’t waste it on a 26 kv upgrade that we can't afford anyway according to utility department figures."

Is this how Rene will attempt to reduce electric bills...net metering? We can only guess.
