Lake Worth Beach interim city manager resigns amid ongoing search for permanent leader

Jamie Brown will return to his role as public works director while Troy Perry takes over as interim city manager

"Tonight will be my final night as the interim city manager. I think it’s the right time," Brown said. "We’ve still got a lot of work to do and I am hopeful the next person up here is ready to work."

Some city leaders have voiced over the last few months that they'd like to see Brown be offered the full-time position. However, after months of discussion and differing opinions among commissioners, Brown said he was not going to apply.

"When it was brought up last week that there could be internal candidates, now that the position has been posted and I am not going to be applying obviously, I've been pretty vocal about that, if there are other possibilities, I obviously don't want to stand in the way of that," Brown said.

Lake Worth Beach has not had a permanent city manager since December 2023, a span of more than two years.

The permanent position will pay between $285,000 to $345,000 a year, making it one of the highest-paid city manager jobs in Palm Beach County.

City Commission would like to promote Jamie Brown to permanent City Manager

LWB commissioners back interim city manager for permanent job, even if he won’t interview for it

It seems that four commissioners want Jamie Brown (my absolute favorite employee) as permanent city manager without an interview as he has held the Interim City Manager position for two years.

But commissioner Anthony Segrich said he was troubled by Brown’s refusal to interview for the full-time post, which has other duties beyond what’s expected from an interim manager.

Other commissioners, however, said it makes no sense to spend money on a search firm when they already have a qualified candidate with whom they are happy. Some criticized Segrich for insisting that Brown apply.

“It’s a bit of an insult, actually,’’ Resch said. And I agree with our Mayor.

Jamie Brown answers Commissioner McVoy

Morning Commissioner. LWB is both a Palm Beach County Complete Streets and Vision Zero community.

Kim and I were actually playing phone tag this week, but we’ll touch base. In terms of a safety action plan, when discussing projects for the Safe Streets & Roads for All grant earlier this year (SS4A), Jerry was able to confirm with USDOT that our recently completed Phase 1 – Part 1 of the mobility plan (currently working on Phase 1 – Part 2) also serves this same purpose so we were able to submit for an actual project.

As a reminder, the following is a quick project summary of our SS4A grant submittal for safety improvements to North A, North B, North C, North D, South A, South B, South C, and South D Streets:

 This SS4A Implementation project will deploy safety countermeasures along these corridors using a phased approach. Proposed improvements include:

o Raised pedestrian crosswalks and curb extensions
o Speed humps and mini roundabouts
o ADA-accessible sidewalks and ramps
o High-visibility crosswalk markings and signalized intersections
o Protected bike lanes and low-stress bicycle network segments
o Enhanced bus stop safety and first/last-mile connections
 Each element is backed by crash reduction factor research and best practice case studies cited in the Mobility Plan’s Appendix B. Collectively, they shift our city from reactive enforcement toward proactive, equitable design.

Lake Worth Beach resident shoots at Garbage Men

Lake Worth Beach man accused of opening fire on sanitation employees in Lake Worth Beach

A Lake Worth Beach man is in jail after investigators say he fired shots at a group of sanitation employees.

It happened Tuesday afternoon on South Lakeside Drive in Lake Worth Beach where investigators with the Palm Beach County Sheriff's Office responded to a shooting.

Court records show the victims, all employees with the City of Lake Worth Beach Sanitation Department, reported a man on a bike started shooting at them.

According to court records, the suspect was Oleg Arshinov of Lake Worth Beach. Court records show the employees told investigators that Arshinov originally approached them and told the workers they needed to move their trucks. The workers explained they would move when they were done collecting trash bins but Arshinov began threatening them.

Investigators said, "[the victim] said Arshinov got in his face and [the victim] hit him after telling him several times to get out of his face."

Jamie Brown, Interim City Manager and Director of the Public Works Department, sent WPBF the following statement:
"Yesterday, there was an incident involving City of Lake Worth Beach Public Works employees and a man with a weapon on a bicycle.

Our dedicated solid waste collectors work hard at their jobs, and we are saddened they were threatened while trying to do their jobs.

Fortunately, no one was hurt, and we thank the Palm Beach County Sheriff’s office for their quick action to apprehend the man."

COMPENSATION

A. Base Salary. CITY agrees to pay EMPLOYEE for services rendered as the Interim City Manager at the base annual salary of $212,180.02. The Base Salary shall be paid in installments at the same time as other employees of the CITY are paid. Base Salary payments are not due for any periods of unpaid leave, including disciplinary suspensions, in accordance with applicable wage and hour laws.

B. Benefits.
  • 1. Vacation Leave: EMPLOYEE shall continue to accrue and use Vacation Leave in accordance with CITY policies applicable to all other non-bargaining employees, as amended from time to time. EMPLOYEE’s existing accrued and unused vacation leave balance shall remain available for use during the Term. However, during the Term EMPLOYEE shall not use vacation leave for more than five (5) consecutive business days. This provision shall not limit the total number of vacation days that may be used during the Term.
  • 2. Sick Leave: EMPLOYEE shall continue to accrue and use Sick Leave in accordance with CITY policies applicable to all other non-bargaining employees, as amended from time to time. EMPLOYEE’s existing accrued and unused Sick Leave balance shall remain available for use during the Term.
  • 3. Insurance: EMPLOYEE, his spouse and dependents, if any, shall be entitled to and enjoy inclusion in the CITY’s Dental Insurance Program, Health Insurance Program, Vision Care Program, and other insurance benefits that may be offered in the same manner and under the same provisions and benefits as other CITY employees, as the same exists or may be amended from time to time by the CITY.
  • 4. Retirement/Pension: EMPLOYEE is presently a member of CITY’s Pension Plan and shall remain in the Plan during the Term.
  • 5. Vehicle Allowance: EMPLOYEE will receive a car allowance of $500.00 a month.
  • 6. Executive/Director Administrative Leave: EMPLOYEE shall continue to receive and be eligible to use Administrative Leave in accordance with the CITY’s Executive/Director Administrative Leave policy, as amended from time to time. EMPLOYEE’s existing unused Administrative Leave balance shall remain available for use during the Term in accordance with the policy.
  • 7. Cellular Telephone: EMPLOYEE shall continue to retain the use of the previously issued CITY cellular telephone and related service. EMPLOYEE shall be solely responsible for tax consequences, if any, as required by the Internal Revenue Service.
  • 8. Additional Benefits: To the extent any Benefit is not specifically listed herein to which EMPLOYEE is presently eligible, EMPLOYEE shall remain eligible for such Benefit(s). Any further and additional benefits which are provided to other CITY employees now or in the future shall be provided to the EMPLOYEE.
