Although the left liberal news media is not reporting much on the Benghazi affair, and Democrats just want it all to go away, Senator Darrell Issa, Edward Royce and Jason Chaffetz co-wrote a letter Tuesday to Secretary of State Hillary Clinton that asks for the State Department to provide emails, cables and memorandums sent or received by her and several others that pertain to security in Benghazi, a complete list of every individual interviewed by a special review board and video footage of the attack by Feb. 11.

Orlando Utility Commission selected as energy provider

Orlando Utility Commission was chosen as our new energy provider.

The Orlando Utilities Commission (OUC: "The Reliable One") was chartered in 1923. It's about as old as Lake Worth Utilities. The difference in this facility and ours is that Orlando has the population to generate the resources allowing it to be one of the best electric facilities in the State. It takes money to run an electric utility plant, something of which our small city is in short supply.

OUC is the second largest locally owned electric utility in Florida and the 16th largest in the nation. The company is governed by a five-member commission (including the Mayor of Orlando), and is responsible for all operating policies.

OUC owns and operates the Curtis H. Stanton Energy Center and portions of other power plants in Florida. Notable ownership includes the Indian River Plant north of Cocoa, a former OUC plant now owned by RRI Energy; as well as a 6.08% stake in the St. Lucie Nuclear Power Plant near Fort Pierce. OUC also owns eight water plants.

Lake Worth's Select Committee, consisting of 7 members (city commissioners, Finance Director and Chair of the Utility Board), all voted for Orlando Utility Commission as this company was the lowest bidder across the board based on the city's requirements in the RFP.

As price and terms plus reliability were our top considerations, this was a good, sound vote by our city and void of politics except when former candidate for District 4, Lisa Maxwell, Chair of the Electric Utility Board,  condemned a former commission for not getting a bid on the sale of our utility in the RFP and not requiring that all bidders have their costs made public.  At the time it was originally discussed, Sue Hersey said that it should be a separate RFP to sell our Utility. Last night attorney Schef said that if bids were public then we would have had totally different results. Under Florida law, bidders have the right to protect trade secrets and price is a part of that.

Other than the City Clerk's office, I had not been to City Hall in several weeks and therefore had not noticed the new one-way mirrored door into the executive offices.

The thought of security to the executive offices started in 2009 shortly after Susan Stanton was hired. Scott Maxwell visited her when he was active in the anti-illegal immigration issue and before he became commissioner for District 1. Following an incident that day where she thought she needed a panic button, the former city manager was bombarded by people just dropping by, walking into her office and expecting an instant meeting. When they were turned down, some got hostile. Some were hostile under normal circumstances when they visited City Hall and privacy was impossible.

Because of hate e-mails (hate e-mails are sometimes nothing more than communications from people who disagree with you), she then had a security lock installed. There was a lot of brouhaha. She was chastised severely for trying to make her offices secure and safe, not only for herself but staff as well,  and accused by the commission of making it "unfriendly" and "unwelcoming." Maxwell made a big to do about it all and the then commission made her unlock the door and keep the doors opened throughout the day. After that, the newly elected commission fired Stanton--this action would bring stability they said and make City Hall a more "friendly" place.

We see one-way mirrors in criminal interrogation rooms where there is one-way mirrored glass. On the bad guys' side, the criminal sees his own reflection. On the good guys' side, the large amount of light coming from the criminals' side is what they see. This is done purposely to make it "unfriendly," intimidating and sneaky.

Now that City Manager Michael Bornstein is Maxwell's NBF, one-way mirrors are the norm that go right along with all the other transparency issues coming out of City Hall.

Habitat for Humanity homes to be built in Lake Worth

Volunteers are in town to help with Habitat for Humanity and building 10 homes in Lake Worth before February 11. With less than two weeks remaining, the CRA and its partners in the Neighborhood Stabilization Program will work hard to meet the Feb. 11 deadline or be subject to losing the remainder of the Grant. Several months ago, Mike McManaman with the CRA said, “I don’t expect us to lose one dollar.”

"Owners of the Habitat homes in Lake Worth buy them with zero-interest loans and are paying about $475 a month for the new homes, including taxes and insurance — less than they would pay to rent a home or apartment in most cases."

Obama's Amnesty - Giving away the farm

U.S. Rep. Lamar Smith, Republican from Texas said, “No one should be surprised that individuals who have supported amnesty in the past still support amnesty. When you legalize those who are in the country illegally, it costs taxpayers millions of dollars, costs American workers thousands of jobs and encourages more illegal immigration. By granting amnesty, the Senate proposal actually compounds the problem by encouraging more illegal immigration.”

Now that Obama has convinced prominent and powerful Republican Senators on his bi-partisan immigration committee that 11 million illegals are here and we can't do a damn thing about them but to throw in the towel and give them a chance at citizenship, the border still needs to be secured and E-Verify needs to be in place. But According to Exelis Systems Corporation, the company that built and jointly maintains TARS with the U.S. Air Force, the government has ordered a complete shutdown of Aerostat flight operations that help secure our borders.

Not only will this closure mean hundreds of people will be out of jobs, but it also means our borders will not be safe, especially along the remote U.S. Mexico Border like in Texas. These defense radars detect low flying aircraft infiltrating our borders. Without these defense radars, low flying aircraft will go undetected. It will be open season for any drug/gun/slave smugglers, terrorists flying in with nukes, low altitude missiles, or even a full scale low elevation invasion/attack against America.

It has been reported at The Washington Post that today, Obama will announce his own plan for immigration reform--more liberal they say. He wants to outshine the Bi-Partisan Committee. Part of the Senate plan would let illegal immigrants obtain legal residency quickly but it would not allow them to seek full citizenship until border security had been improved and a new system was in place for employers to verify the employment status of workers. Obama, not to be outdone, says "no" to that. How did America ever get to this place?

So much for compromise. So much for any policy that protects our country, our workers and our taxpayers who have been supporting this abominable travesty as America falls more and more into a welfare state and more and more people don't even speak English.

Obama and the State of Illinois


So far, I can't get past page three of the PB Post.  The latest is that Illinois has now given ILLEGAL IMMIGRANTS permission to drive, allowing them to have driver's licenses, a privilege in most states across the country. They say it is a safety measure, another burrowing its head in the sand policy measure.

The ONLY public safety measure is and always has been is to tighten our borders and get tougher with criminals--not give them the privilege of driving a car.  Illinois, the home of jailed  Rod Blagojevich who is the fourth Illinois governor jailed in four decades is almost as "progressive" and bankrupt as California and a state that passed its own Dream Act in 2010. What can you expect from a liberal state that preened community organizer Barack Obama for higher office.

For years, the state has spent beyond its means and ignored its unpaid bills and obligations. Its mantra:  We don't have the money; we won't worry about it; we just won't pay what we owe. In  FY2011, Illinois faced a projected budget deficit of $14-15 Billion and total debt of around $160 Billion. Most of the debt - $130 Billion, is related to public sector retirement programs.

When President Barack Obama retires, he will receive an estimated lifetime total payout $383,535 from the Illinois state pension he earned in eight years as a state lawmaker, according to the Illinois Policy Institute, a conservative-leaning policy organization.

Thanks to the Neighborhood President's Council getting into the act, as well as the "visionary" city commissioners who just must grow our downtown for bogus reasons, the City of Lake Worth will be "educating" the voters.

The City Manager Michael Bornstein, who takes direction from the majority commission, said city staffers are working on a presentation that will show what buildings would look like in the Lake and Lucerne corridor under existing regulations.

“We’re not doing a comparison,” Bornstein said. “We have to be careful not to in any way take one side or the other.”

The Ag Reserve west of Boynton Beach is a perfect place to grow winter vegetables. The county should have made the reserve 100-percent agriculture, but developers wanted to put some houses in the area. From the start, this has resulted in conflicts.

Even though the Ag Reserve was never intended to have services, homeowners were promised services. The county compromised, promising a 60–40 split between agriculture and housing. But this depended upon the clustering of housing. Builders agreed to these terms to protect the integrity of the Ag Reserve. Now KRG/Atlantic Delray Beach wishes to break the agreement, because it can make more money through urban sprawl than clustering.

Every time the county makes an agreement with the builders, the builders come back and ask to break the agreement. If we continue, developers will drive agriculture out of the county at a time when climate change is damaging farming around the world. We may someday be dependent upon these farms for food. We need farms more than more homes.

ICE agents have standing says the Judge

Federal District Court Judge Reed O'Conner has ruled that 10 ICE agents and officers have standing to challenge in Federal court the so-called Morton Memo on prosecutorial discretion and the DREAM directive on deferred action.

The agents filed their complaint in October, charging that unconstitutional and illegal directives from DHS Secretary Janet Napolitano and ICE Director John Morton order the agents to violate federal laws or face adverse employment actions. This is a major first step for the ICE agents in their case against the administration!

Lake Worth Casino - Our Gem

It's official...the Centennial Committee has closed future ticket sales to the Centennial Ball for the purpose of a fundraiser. It is being  held on February 16th beginning at 7pm. The Centennial Committee is trying to raise money for a new clock to be erected across from the Casino to replace the one that was there for decades.

Those attending, approximately 300 people, will be wearing various period pieces depicting the last 100 years. Valet parking will be available and the City will not be charging for parking. Simply place a sign on your dash indicating your attendance at the Ball. Parking is on the south side of the Casino or below by A1A.

And for a little trivia:
Our casino was originally built for $100,000 and the builder promised to provide a tunnel from the casino to the beach as well as a 300 foot fishing pier.  If you use the U.S. inflation calculator, the building today would cost $1,366,630.95. It cost 5 times that.

Tropical Hardwood Hammock and Snook Islands

The Phase II construction job is underway on the Intracoastal Waterway in Lake Worth.

The as-built planting scheme was a volunteer project held last March 3rd (2012). We have some remarkable residents in our city, two of whom are Gael Silverblatt & Dave Niemi, (former members of the Lake Worth Planning & Zoning Board who got politically removed by the "visionaries." Gael was also Tree Board Chair for about 7 years...). They got a whole Maritime Hardwood Hammock Restoration Project for the city...for free. The Palm Beach County Chapter of the Florida Native Plant Society gave them the only money that was used for the project: $220 for fertilizer.

Gael, David and many volunteers planted the foilage.

Tropical hardwood hammocks are one of many natural communities found in Florida, but one of the few that are characterized by tropical plants. The word “hammock” was first used by early inhabitants to mean a cool and shady place. Later, settlers of Florida used the word “hummock” to indicate areas that were slightly higher in elevation from the rest of the land. Today, the term hammock is used in Florida to describe forest habitats that are typically higher in elevation than surrounding areas and that are characterized by hardwood forests of broad-leaved evergreens. Tropical hardwood hammocks occur in south Florida and along the Florida coastlines where danger from frost is rare and tropical trees and shrubs common to the Caribbean islands (West Indian origin) are able to survive. The Palm Beach County Commission met nearly all day on the Century village controversial proposed development, Reflection Bay. Shelley Vana had jury duty and did not meet the morning part of the testimony. The zoning meetings are considered “quasi-judicial” and Commissioners are required to base their decisions on testimony and evidence presented. Therefore she had to follow procedure and was not allowed to join the meeting upon her return.

With only six commissioners to decide, the vote was split 50/50. Jess Santamaria was the hero of the day and presented the best argument to deny the developer and it revolved around two reasons:  1) The perpetuity clause has to do with the heart and soul of the argument.  He even bought a new Webster's dictionary to read up on the meaning.  "I have to protect my constituents," he said. 2) Most of the buyers who bought into Century village relied on the golf course. He felt the solution was to turn over the course to someone else as the present owner businessman, failed. He said to the developer, "Take your lumps."  This property was always meant to be a golf course.

The Motion was to deny and the following votes were recorded:

The Dow just made another post-financial crisis rally high. To provide some further perspective to the current Dow rally, all major market rallies of the last 112 years are plotted on today's chart. Each dot represents a major stock market rally as measured by the Dow with the majority of rallies referred to by a label which states the year in which the rally began.

For today's chart, a rally is being defined as an advance that follows a 30% decline (i.e. a major bear market). As today's chart illustrates, the Dow has begun a major rally 13 times over the past 112 years which equates to an average of one rally every 8.6 years. It is also interesting to note that the duration and magnitude of each rally correlated fairly well with the linear regression line (gray upward sloping line).

As it stands right now, the current Dow rally that began in March 2009 (blue dot labeled you are here) would be classified as well below average in both duration and magnitude. However, when compared to the most recent post-major bear market rally (i.e. the rally that began in 2002), the current rally has already surpassed it in magnitude and required less time to do so.

There are watchdogs for Honesty, Integrity and Character, sad but true. And heavens knows, we need them especially in Palm Beach County. Commissioners meet over drinks at some local restaurant or go off to a League of Cities Conference together, never mentioning anything that might come before them in Lake Worth. Planning & Zoning board members are taken out to dinner, one on one, by owners wanting a residential building variance on new construction. The public is to believe that the owner's request that was coming before the Board was never talked about or discussed.

The lack of ethics got so out of control around here that we now have three agencies, not just one, protecting the people in Palm Beach County:  State Attorney, Dave Aronberg's office with approximately 300 employees; Inspector General, Sheryl Steckler's office with 40 employees budgeted but only 24 in effect, and the Palm Beach Commission on Ethics made up of five volunteers spending around $300,000.

With Honesty, Integrity and Character as its motto, Tuesday night Mark Bannon from the Commission on Ethics spoke at the ROLOH meeting.  What an interesting presentation.

In 2012, the commission processed 85 advisory opinions, 16 sworn complaints,and 33 inquiries based on anonymous or attributed unsworn "tips." The office hotline received 560 calls and visits to the COE website exceeded 394,000 for the year.

Between year 2000 to 2010, there were 781 public corruption charges in the State of Florida with some going to prison:  Palm Beach County with four Commissioners, West Palm Beach with two. To set your mind at ease, Lake Worth Commissioners and staff have taken the ethics training.

The Commission on Ethics want to make March 7, 2013 Ethics Awareness Day. Several public events and outreach programs will be presented during the month of March.


Screw Deed restrictions say owners of golf course

What brings people to Florida?  No state income tax, warm weather year round, our great beaches, recreation and golf courses.

Now that the real estate market is turning for the better, developers and those holding onto land who have been sitting in the wings are now showing their ugly faces.  West Palm Beach's Century village does not have to feel alone about its deed restricted golf course and its owners desires to sell off to developers.

The 18-hole "Casselberry" course at the Casselberry Golf Club facility in Casselberry, Florida features 5,472 yards of golf from the longest tees for a par of 69 . The course rating is 65.6 and it has a slope rating of 111.  Designed by Paul McClure, the Casselberry golf course opened in 1946.

"The owners of the Casselberry Golf Club have sued the city, claiming that a decades-old deed restriction preventing them from building on the property is unlawful." Well of course it is.  When it comes to making money, people will find or invent any loophole to their advantage.

We heard that the commission will send U.S Army veteran, Mark Bannon, Chief of Investigations, who spent nearly 25 years serving as a deputy sheriff, supervisor and Commander with the Palm Beach County Sheriff’s Office where he worked in patrol, investigative and community support assignments before retiring from policing in 2005.  This has yet to be confirmed. Everyone is invited to
attend the meeting.

Golfcourse property is part of Century Village

Century Village® is a gated community that provides round the clock manned security.  Seniors feel safe there with its convenient buses that  provide transportation to local shopping centers and restaurants as well as medical facilities.  In addition, there is an on-site medical building and pharmacy conveniently located inside our beautiful community with affordable prices available for its one and two bedroom apartments.

Century Village was built back in the early 70's with seniors in mind. At that time they built an 18 hole golfcourse and people bought with the idea that it would remain. Never did they ever consider that the use could be changed. It was guaranteed...there was a resriction on the land that the site required its owner to use the land as a golfcourse, "in perpetuity."

Now the only people who don't know what that means are landowners, developers, investors and some politicians. The land has not been used in some time and the owners broke that restriction years ago when they allowed the course to go to weed due to finances they say. They now want to have it developed into a huge complex of homes, condos, shops and offices. This project was postponed in January by the PB County Commission but it is coming up once again this Thursday.
  
Century Village residents (fiesty seniors who all still believe in fair play) are angry and they should be.

When Obama was inaugurated in January 2009, the number of SNAP recipients was 31,939,110. By October 2012, the latest month reported, they had jumped to 47,525,329.

And on another note--

According to Gallup-- President Barack Obama averaged 49.1% job approval during his first term in office, among the lowest for post-World War II presidents. Only Jimmy Carter and Gerald Ford had lower job approval averages. Obama's first-term average is most similar to Bill Clinton's. Lyndon Johnson, John Kennedy, and Dwight Eisenhower were the most popular first-term presidents.

He can't keep blaming it all on Bush or the 1%.

The National Budget

As we all get ready for the three day inauguration event starting this morning that will give homage to President Obama at an estimated cost of $170 million that includes big corporate donations, Congress has to act on the budget this week.
  • “The principle is simple: no budget, no pay,” said Speaker John Boehner. “Before there is any long-term debt limit increase, a budget should be passed that cuts spending.”
  • The last time Senate Democrats passed a budget was April 29, 2009 – nearly four years ago – “a shameful run that needs to end,” says Speaker Boehner.
  • The Wall Street Journal said, while “the House works its will, the Senate does crossword puzzles.”
  • “We should cut Washington's budget, not your family’s budget,” says Rep. Lankford. House Republicans have already passed two budgets that cut spending and address our debt. Rep. Lankford says the House will pass another one to “pay our bills and keep the government running” – one that “walks our nation out of debt, deficit and decline.”
  • President Obama has missed the legal deadline for submitting a budget more than any previous president, and suggested this year’s budget will be late too. “Ordinary folks … meet deadlines,” says the president. He just can’t seem to meet his
  • President Obama’s jobs council hasn’t officially met in more than a year. The House, on the other hand, passed 40 jobs bills that were blocked by Senate Democrats
  • Fitch Ratings made it clear that our national debt is undermining our economy and spending needs to be cut. Driven by out-of-control spending, more than $5 trillion has been added to the national debt since Senate Democrats last passed a budget.

"Word on the national security street is that General James Mattis is being given the bum’s rush out of his job as commander of Central Command, and is being told to vacate his office several months earlier than planned,” reports veteran national security correspondent Thomas E. Ricks.

What's happening here? As terrorism spreads like a cancer all over the Mid-East and Africa, it seems that Obama wants to pursue a diplomatic resolution to the Iranian nuclear program this year and General Mattis told him the facts. Afghanistan, Iran, Iraq, Pakistan, Syria and the Sudan have the largest number of terrorists as Obama winds down our presence in some of those countries where Americans gave their lives. This month, Obama announced a new military strategy that will cut the Pentagon budget by hundreds of billions of dollars over the next decade.

Today's swearing-in ceremony is a matter of  Constitutional law which says presidents automatically begin their new terms January 20th at noon. Because inaugural ceremonies have never been held on Sundays, look for the pomp and circumstance tomorrow where 800,000 people are expected to descend on Washington, DC.

Barack Obama’s blueprint for the United States spells trouble for American autonomy, self-governance, and defense, all key elements of national sovereignty. His undisguised indifference to repeated diminutions of that sovereignty is entirely consistent with the views of his European admirers, who, at their level, would like to see their nation-states dissolve into the European Union. In the end, however, the United States is exceptional and will not melt into any larger or global union; it will simply become less able to protect itself and its constitutional decision-making system. That is clearly where our first post-American president’s policies will take us.

The Vice Mayor wants to start a city-wide funding project (citizens to pay for the tree) to replace the 80 year old tree that was cut down to a pulp by staff that did not heed the words "do not cut down that tree."  Let's just get another large tree in that space as soon as possible.

In today's Letter to the Editor :  Paraphrasing his letter, the writer said that the felled tree is not a big deal in the scheme of things...he wondered if we were going to wait until a branch fell on someone's head killing him before we took action on the tree.  Well, a branch can fall from any tree even a palm tree. You have a grounds crew to watch for that sort of thing especially in public parks and trees growing near sidewalks.

The bigger story here is not that the tree was cut down but that staff went around a direct order not to cut it down. Insubordination of staff and their constant belief that they run this city is the problem.  Susan Stanton tried to stop that mindset when she was city manager and she let them know who was the boss. Things were turning around in that regard.  Micro-managing staff is not good but letting them know who's boss is. It really begs the question, what will staff do next?

Downtown Lake Worth Cafes blocking sidewalks

The cafe atmosphere created by people eating and drinking at outside tables along Lake and Lucerne avenues is part of the charm of the city’s downtown.

But the Florida Department of Transportation says some of the diners and drinkers are too close to the curb, jeopardizing the city’s lease of state right of way and forcing pedestrians to wind through a maze of tables and chairs in violation of the Americans with Disabilities Act.

Danny Glover - a Lethal Weapon

Everyone knows that Hollywood is left of left but here's Danny Glover speaking at Texas A&M who has always advocated for left and socialistic causes with an off the wall remark. Actors have a great influence on our society and especially on the youth who go to the movies more than any other age group. It's a shame that he clearly is still hung up on slavery. Actor Danny Glover says it was slave-owners who were fearful of being attacked, or being targeted by Indian uprisings, who originated the idea of the Second Amendment. Indentured servants first arrived in America in the decade following the settlement of Jamestown in 1607.

For heavens sake--get over it Danny.

The Second Amendment was adopted with the other parts of the Bill of Rights in December 1791, 15 years after the fight for independence (Revolutionary War) began and 75 years earlier than the Civil War. We have come a long way but Danny Glover still lives in a time warp and playing the blame game.

State workers will have to contribute to their retirement funds

All those who choose the profession of teaching know that the pay is not great going in. But what they do get are--a job with summers off, lots of holidays, a pension for life, paid medical and when raises are given, a raise that is not based on any type of performance standards. And unlike private industry, they rarely get fired unless it is for something really egregious.

Governor Rick Scott had a victory yesterday when the majority of Florida Supreme Court justices ruled that teachers must contribute 3% of their pay to their retirement fund--just like those working in the "real" world have to pay. This ruling was not based on fairness but as it turns out it is fairness. What is fair about every citizen picking up the total tab for a teacher's retirement when they don't get that option themselves at their place of employment?

There are 169,719 teachers in the State teaching 2.6 million students. Florida ranks near the middle of the country as far as salary.  33.5% o Florida's Education Budget is spent on salaries.

Florida's retirement system has now shifted from a noncontributory to a contributory pension plan for the 623,000 workers in the system, including teachers, firefighters, police and other state and local government employees. The annual savings to the state is estimated at $861 million a year. This is a great decision for the health and growth of Florida .
