President-elect Donald Trump on Friday said he "ordered the Inauguration Address, in addition to prayers and other speeches, to be delivered in the United States Capitol Rotunda" due to very cold weather expected Monday.
"The weather forecast for Washington, D.C., with the windchill factor, could take temperatures into severe record lows. There is an Arctic blast sweeping the Country. I don’t want to see people hurt, or injured, in any way," Trump posted on Truth Social. "It is dangerous conditions for the tens of thousands of Law Enforcement, First Responders, Police K9s and even horses, and hundreds of thousands of supporters that will be outside for many hours on the 20th (In any event, if you decide to come, dress warmly!).

It was 28°F when Barack Obama was sworn in at noon on January 20, 2009 before a crowd of nearly two million people.
At least the guy doesn't have to worry about crowd size now, right?

Trump gets huge crowds wherever he is. Only 220,000 tickets will be distributed for entering the Capitol Grounds, but members of the public are welcome to watch from parts of the National Mall. I don't think he worries about it at all...just a thing Democrats like to bring up as a negative to trash him on something petty. Trump has way more important things to worry about and Making America Great again from a failed president who drove our counry down the toilet.
