Alex Larson files suit against Palm Beach County

Alex Larson is my hero. She should be everyone's hero in Palm Beach County. If you haven't heard her at Palm Beach County Commission meetings, you have missed our treasure who holds elected officials feet to the fire. Needless to say, most of the County Board of Commissioners hate her guts. That is a badge of honor.
Yesterday she was in court as a plaintiff in a suit against Palm Beach County on public meetings laws. The County allows three minutes for the public to speak on the entire Consent Agenda, some of which are big ticket items. The county complains that if someone from the public got to speak on all items for three minutes each, they would be in session for another 2.5 hours. They are elected to represent the people.
The plaintiff's argument is that the Consent Agenda restrictions constitute a deliberate dilution of the public's constitutional right to a redress of grievances.
The County's policy is the same as Lake Worth's but here in our city, we only get 2 minutes, not three. Also, our commission's mayor would not allow Commissioner McVoy to pull the general obligation bond that was placed on the Consent Agenda for discussion, the biggest ticket item in Lake Worth now going to the polls.
The judge told Alex Larson and her co-petitioner, Fane Lozman, that their suit can proceed. Alex says she is going to win the suit and when she does, this will change Lake Worth's policy as well. It's really too bad that we have to sue for rights and spend our money but thank God for the First Amendment.

Shelley Vana calls us "idiots" at today's Dog Park Groundbreaking

One Lake Worth commissioner, Christopher McVoy, (he wore one of our t-shirts) and one County commissioner, Shelley Vana, attended the ground-breaking ceremony this morning at the Mounds Circle. A small tent was set up with chairs for the public. Ms. Vana spoke as well as Diane Sauve, Director of the Palm Beach County Animal Care and Control. Many people were from the Parks and Recreation Department.
About a dozen members from our John Prince Park Preservation Facebook page and friends were there with t-shirts and signs. We were there in support of the dog park but also there to silently protest any corporation bulldozing any square inch of our park. The PBSO was not going to allow us in but eventually relented.
Shelly Vana, the people's representative, called us all "idiots." Shelley Vana told me that it was inappropriate that we were there. Then the conversation went from dogs to beach. She accused me of never thanking her for the beach. When I asked her what she was talking about she said that it was she that got the bond money for our beach. I then made a statement that it took us six years to get the money. (I mean think about this folks, we were paying on the recreation bond for years on our county taxes with NO results...it was our designated money). She then pointed her finger at me and told me, "That was your fault."

Peters Development has a big presence in Lake Worth

The Taco Lady is out and a new restaurant is in that will have a Mayan theme serving Guatemalan and Mexican food.
"Peters Development owns more than 25 properties in and around downtown Lake Worth, including the old South Shores Tavern and Patio Bar on Lucerne Avenue. That restaurant, billed as Lake Worth’s favorite playground, closed last year after it was sold.
Peters, 22 years of age, said her company has a pending deal with a Delray Beach group which operates a restaurant on Atlantic Avenue to lease the old South Shores Tavern site. She declined to discuss specifics or name the group since the deal isn’t finalized, which should happen in a week."
She won't name the group wanting to lease South Shores. Could it be Hudson Holdings? You just never know.

The Lake Worth Herald's latest sarcasm--ill mannered and certainly not subtle.
There is a lot of work presented in the Budget...a lot of crunching numbers to get the best bang for your buck. Every department contributes and spends untold amounts of time to try and make their departments as efficient as possible within constraints, estimating the revenue and expenses over a specified future period of time. That's the tricky part. The department head who estimates it correctly really has a handle on it.
If people don't care about being "Walking Wallets," a term Peter Timm always used, then that is their own fault when crap happens. And even if you did have a question it doesn't mean you would get a satisfactory answer or an answer at all.
During workshops on the budget, residents aren't allowed to ask a question. The second budget meeting was short and sweet because no one really understood a damn thing presented and supposedly it was an update from a consensus at workshop number one.
But this news editor, from where he sits and who is a buddy of the Trio and city manager, delights in putting down the people--keeping the people ignorant is A-OK--all two of us. He mocks Commissioner McVoy for making a statement or asking a question. Amazing.

If I were a new immigrant to America, I would throw up my hands in despair after watching the political conventions. Politics is all a bunch of crap and the average guy says he is so proud to be an American after watching the hoopla, the personal attacks, the lies and all the bull. Who do you trust? At this point it would be a non-politician not a known liar.
On Monday night, Michelle Obama mentioned "birth certificates" while endorsing Hillary Clinton. Last night Obama did the same. This issue must be a definite craw in their sides and that is why I am bringing it up.
Did you know that it was Hillary who first questioned where Obama was born? She began "the whole birther controversy by questioning Obama’s eligibility during the hotly contested 2008 Democratic race against Obama. It’s not just Obama’s birth certificate that’s in doubt, but he also mysteriously has a Connecticut-based Social Security Number, when neither of his parents ever lived in the Constitution State."
Read the whole ugly mess and those at the Democratic convention who make it all uglier. Obama's approval rating is up 5 points since January to 52%. Obama politicizes tragedies and has divided the nation. All they can do is take Trump down, someone who speaks the truth over Hillary who compromised our security. Obama is and always has been a convincing speaker--so is Michelle--and we minions go wild. And in the words of Joe Biden, "Give me a break."

New Assistant clerk and Lake Worth's Budget

I met Melissa at the budget meeting of July 26. She will be assisting our city clerk, Pamela Lopez.
The Budget was interesting in the effect that it was a follow-up on the first budget meeting where city staff presented their wish list that consisted of expenditures of $842,585 more than the proposed budget. The total operating budget is now $32,804,532.
Reserves dropped at the end of 2015 by $921,194 to $4,043,984. it was stated that a safe and comfortable reserve would be around $4.5 million.
Capital equipment purchases amount to $414,000. And with the new chipper costing $39,000, commissioner Amoroso said that residents are always looking for mulch and perhaps it can be dumped up by the ballfield.
We will be getting two additional sheriff deputies for $246,800. Cpt. Baer did say that two were needed at our beach.
It was mentioned that all of the items they discussed were approved at the last budget meeting by consensus. I thought expenses had to be actually voted on at public meeting and up for discussion.

Last evening when I turned on the television, I heard Trayvon Martin's mother speaking. The DNC invited a lot of black mothers whose sons had been shot by our nation's police and in this case, a neighborhood watch volunteer. We will never know exactly what happened that night but one thing we do know, Zimmerman was being pummeled while Trayvon was on top of him and Zimmerman shot him to death.
The tattooed Trayvon was a 17 year old kid with problems and was suspended from school several times while he lived in Miami Gardens. Wikipedia says: At the time of the shooting, he was serving a ten-day suspension for having a marijuana pipe and an empty bag containing marijuana residue. He had been suspended twice before, for tardiness and truancy and marking up a door with graffiti. The suspension for graffiti was in October 2011, when Martin was observed by a school police officer on a security camera "hiding and being suspicious" in a restricted area of the school. According to the officer, he later observed Martin marking up a door with "W.T.F." When his backpack was searched the next day by a Miami-Dade School Police officer, looking for the graffiti marker, the officer found a dozen pieces of women's jewelry, a watch and a screwdriver that was described by the school police officer as a burglary tool. The jewelry found in his backpack included silver wedding bands and earrings with diamonds. When Martin was asked by the officer if the jewelry belonged to his family or a girlfriend, he said a friend had given it to him.
A jury found Zimmerman not guilty of second-degree murder in 2013.
What the Democrats choose to forget is that All Lives Matter and so do the lives of police officers. They never mentioned that last night. They pandered to the black vote and implied that they were the only Party caring about minorities.
Police need to be respected and we criticize them and hold them accountable when they over-react and a life is lost. What we don't agree with is that blacks are targeted by the men in blue. The police target those committing the crimes and they know the statistics better than anyone.

In 2015 the budget for road repairs had been cut in half (to just over $500k) and reports demonstrate that only about $200,000 was actually used for road repairs last year. Additionally, the budget for 2016-2017 only budgets $583,000 for road repairs. I can make this complicated but it doesn't need to be. Since 2010 Lake Worth's revenues are substantially higher. The city has indicated that road repairs/repaving is a critical need. Thus the budget in recent years has been cut and the budget for next year is 42% lower than it was in 2010 and the city says it needs an additional $40 million in debt that will cost property owners $3000 per $150,000 of taxable value.
I call shenanigans. Could it be that the city is deliberately attempting to make residents "feel the pain" of inadequate road repairs in order to get their $40 million infusion of cash that they can control? I can't prove it so I have to leave it as an open ended question but the underlying facts are more than suspicious.
Whether it's Lake Worth or Palm Beach County, we don't have a revenue problem. We have a leadership problem.
Vote no on the 1% Proposed sales tax for Palm Beach County and against the $40 million bond issue in Lake Worth. It's time we take our local government's back. Remember, they work for us... Not the other way around.

Iran and the "bad" deal
Iran says it hasn't broken the treaty as the missiles are not designed to carry nuclear warheads. What has Donald Trump said? "It's not a well negotiated deal. First, I want you to know that I've unsuccessfully tried to comment about the handling of this bond to elected representatives of the city. They repress opposition and open discussion around every turn, and secondly, any effort any of us make leads to being called obstructionists to fixing the roads. Lake Worth fought hard to pass a $63 million debt offering in a plan called "Lake Worth 20/20". The $60+ million in debt would be paid back by a special tax assessment over 30 years that would have cost property owners thousands above and beyond their typical property tax bills during that time. After the city spent tens of thousands of tax payer dollars to promote their plan ($50k+), it failed by just over 20 votes when put before voters. Fast forward to this year...
With largely the same batch of politicians running the city, they've come back with a $40 million debt plan, that's similar to what they proposed two years ago. Light on specifics, other than it'll fix the roads around Lake Worth, they've voted to put it on November's ballot without meaningful open public discussion of the matter. The city paid $8,000 to conduct an unaccredited poll of Lake Worth registered voters. They surveyed only 200 registered voters along non-demographically correct lines and showed that residents favored the bond by 12%. So already the irresponsible use of tax payer money for the perpetuation of this project is underway. The most egregious aspect of all of this to me however is the dishonesty.
Recently city manager Michael Bornstein, stated to the Palm Beach Post, that the city has no other options for fixing the roads. That's demonstrably false. Here are just a smattering of options the city could pursue prior to seeking to put residents in debt for thirty years (leaving even the average property owner to pay thousands of additional dollars during that time):

Lake Worth employee graduates from Apprentice Lineman Program

Mr. Canzares recognized on Tuesday night by the mayor, has been with the city for 16 years starting out as a meter reader. He just graduated from the apprentice program and now holds the prestigious position of a lineman for Lake Worth Utilities.
Lake Worth started this program in January 2012 and it is registered with the Florida Department of Education. Apprentices are required to stay with Lake Worth for at least two years after they complete their training and receive their certificates.

Virginia Supreme Court stops Felon voting scheme
I am really tired of liberals screaming obscenities at Rick Scott. It is always one issue but they blow that up and make it out as if he is the worst person who ever came down the pike. What he's doing is trying to make Florida great. He does need, however, to stop over-development (most of that is from local governments) and ensure that our environment remains pristine perfect.
Now we have good news and it's about time but it happened in Virginia. It seems that governors make executive orders too, not just Obama. This one was allowing hundreds of thousands of convicted felons the right to vote in this upcoming presidential election. It was said that most felons vote Democratic...no surprise.
The governor, Terry McAuliffe, and a friend of the Clintons, was sneaky about it as it could have been decided during the regular session but he waited until two days later to issue his order. Now he has to rescind all these voter registrations by August 25 per their Supreme Court that said it was unconstitutional.

One of our 13 raw water wells (#01) was sampled on July 21, 2016 and had a water sample test positive for fecal coliform (E. coli) bacteria on July 22, 2016. Raw water well (#01) was taken out of rotation on July 22, 2016 and is not being utilized. Public notification of the positive raw water well sample test is required by the Health Department. These bacteria can make you sick, and are a particular concern for people with weakened immune systems.
Bacterial contamination can occur when increased run-off enters the drinking water source (for example, following heavy rains). It can also happen due to a break in the distribution system (pipes) or a failure in the water treatment process.
What Should I Do? What does this mean?
• The E. coli bacteria were found in a raw water sample from one well only. This well was taken out of rotation on July 22, 2016. All other samples taken at the wells and at the water treatment plant connection with the distribution system point of entry were absent of these bacteria.
• Fecal coliform and E. coli are bacteria whose presence indicates that the water may be contaminated with human or animal wastes. Microbes in these wastes can cause diarrhea, cramps, nausea, headaches, or other symptoms. They may pose a special health risk for infants, young children, and other people with severely compromised immune systems.
• The symptoms above are not caused only by organisms in drinking water. If you experience any of these symptoms and they persist, you may want to seek medical advice. People at increased risk should seek advice about drinking water from their health care providers.
What is being done?
Recheck samples are being collected at the well sample point and water treatment plant (point of entry) sample point to duly validate no contamination of the drinking water supply. WJNO on Lake Worth's General Obligation Bond

Listen to Amoroso and McVoy speak to the bond
If you have been listening to WJNO this week, they have mentioned this bond many times.
According to them, commissioner Andy Amoroso was the one to spearhead and push for a new bond referendum and placing it on the November ballot (actually it was city manager Bornstein who suggested November) for road repairs. Commissioner Christopher McVoy was the lone dissenter because of the lack of transparency.
It was this present commission of Maxwell, Triolo and Amoroso that cut the road maintenance repair budget from over $1 million to a budget of $500,000. Of that $500,000 ONLY $200,000 went to road repairs. Right now, Andy and the city has no idea where the $40 million will be spent and even mentions money being spent on sidewalks. Amoroso said the district he represents is fairly affluent. I thought our commissioners represented all of the residents in Lake Worth.
Commissioner McVoy recognizes that we have a serious road problem and that we need to do something. When we're committed to an approach to completely rebuilding the road, it's an enormous opportunity to get public input. The bond is vague with no discussion on it. What are you getting for your money? The cost to a property owner is unknown and the finances and all details need to be transparent.

Lake Worth Coddles Muslims with a Resolution

Years ago, Vice Mayor Scott Maxwell said to me, "Learn how to pick your fight." I understand what he was saying and usually I continue to stand up for principles regardless of the odds. And that is sort of like knocking your head against brick walls at times. Tuesday night, however, was one of those times that I knew that whatever I said would be considered as "racist" or the islamophobia label would be hurled. Also, it would be impolite to those at the meeting who came with pure intentions. There was no reason to add fuel to a fire that was not lit in a room full of PC liberal progressives.
Under New Business, Commissioner McVoy presented a Resolution 35-2016 to support Muslim communities in and around the city. That is strange wording--"communities." The Resolution affirms Freedom of Religion. Freedom of Religion includes the free practice of all religions, without fear of persecution, discrimination or threats to personal safety. Isn't Sharia a religion?
Muslims are protected under the Constitution of the United States. And here, as a body, this Commission, other than Commissioner McVoy, eliminated Free Speech and Freedom of Religion when they stopped invocations and inspirational messages from any religion and chose to direct what we hear and from whom because they were so scared of an atheist. Tuesday night, instead of a prayer, we got silence.
Several Muslims spoke. One talked about his achievements in America. That's why this country is so great. It gives everyone the chance to be successful with an even playing field. One gentleman who spoke was FAU professor Bassem Alhalabi who is a founding director of the Islamic Center of Boca Raton. He mentioned that he lives in Boca and rarely visits Lake Worth but he was happy to know about our city. Alhalabi, prior to getting his job at FAU, was an assistant to Palestinian Islamic Jihad leader Sami al-Arian, while they were together at the University of South Florida (USF) in Tampa. As a Christian, I think my rights should be protected and recognized as well. There is anti-Christian sentiment that encompasses discrimination & intolerance. In the world, there is restriction on speech; there are hate crimes and violence. There have been arson attacks on churches as well as vandalism. Basically there has been a war on Christianity right here in this city and on the dais from all those elected officials who don't believe or use the excuse of separation of church and state for ending guest preachers/speakers from any religion unless chosen by the commission.
Strive hard against the unbelievers and the hypocrites

We have heard that Islam is a peaceful religion but even if it’s only a tiny minority of "1%" of Muslims worldwide committing Jihad, that translates to 15 million terrorist believers -Source: Religion of Peace - which is hardly an insignificant number. Some of them are right here. And we know that domestic Muslim terrorists get indoctrinated at their local mosques. We need to be concerned about the Muslim who literally reads and interprets the Quran and be alert to our Muslim neighbor who self-radicalizes like Omar Mateen, Syed Rizwan Farook and Tashfeen Malik.
On Tuesday night I still didn't hear any Muslim speak out against ISIS. One did say ISIS did not represent him. Until the peaceful Muslims all over the world condemn their fellow Muslims for jihadist terrorism and pass a fatwa against global terrorist organizations, including the Taliban, al Qaeda and the militant group that Obama calls ISIL and join with the rest of the world to defeat them, then we must be cognizant of any possibility.
Let them have the same protections we all have under the law. No special politically correct resolution should have been approved. This is not about hate, vitriol and anger as one well intentioned liberal resident said. People have anxieties and rightfully so.

Lake Worth Commission three year terms discussed

The vice mayor didn't like my comment about three year terms Tuesday night. I said that if two years were good enough for Congress than two years were good enough for them.

CALLING FOR A REFERENDUM OF THE QUALIFIED ELECTORS OF THE
CITY OF LAKE WORTH TO BE HELD ON NOVEMBER 8, 2016, AS TO
WHETHER THE CITY OF LAKE WORTH CHARTER SHALL BE AMENDED IN
THE FOLLOWING RESPECT: AMEND SECTION 2 OF ARTICLE III TO APPLY
RETROACTIVELY TO THE MARCH 2016 GENERAL ELECTION AND APPLY
TO ALL ELECTIONS THEREAFTER, SO THAT THE COMMISSIONERS AND
THE MAYOR SHALL BE ELECTED TO THREE YEAR TERMS; PROVIDING
REQUISITE BALLOT LANGUAGE FOR SUBMISSION TO THE VOTERS;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING THAT CONFLICTING
ORDINANCES ARE REPEALED; PROVIDING AN EFFECTIVE DATE.
The three year terms referendum, placed on the agenda by the city manager who collaborated with the city attorney, (why are they being involved in policy?) was tabled and will come back to the next commission meeting. After much discussion on the dais, the Vice Mayor asked, "So in other words, we're not doing it?...Jesus."
The commission all seemed to be accepting of the 3 year terms (no one wants to campaign more than they have to) but they were not accepting to the term being retro-active for the Mayor, Vice Mayor and District 3 Commissioners as the people voted them in for 2 year terms.
I still am opposed to anyone being in office any more than two years. Two is long enough for a commissioner to screw it all up. Three years could be disastrous. So far, it has been.

"Scott Maxwell said, "I want to take a swipe at Congress...that was a lousy excuse for having two year terms. How has that worked out for us? There's nothing going on in Congress right now. Nothing."True, nothing is going on in Congress right now but that does not mean congressmen are not working. Congress adjourned until September 6. The House will then be in session until Sept 30, and adjourn until Nov. 14, after the elections. The House was expected to be in session for 111 days. However, the House of Representatives has averaged 139 "legislative days" a year since 2001, according to records kept by the Library of Congress. That's about one day of work every three days, or fewer than three days a week. When they are back in their Districts, they are meeting with constituents, traveling their district, campaigning, drafting bills, etc..
