Why the General Obligation Bond Failed in Lake Worth

The blog below by Katie Mcgiveron, Chair of the C.A.U.T Pac that helped defeat the General Obligation bond in 2014, is in response to the Wes Blackman opinion as stated on his blog: Unfortunately for the public, what's missing in the article [PBPost] is the reason why we're in this predicament in the first place. And that's all thanks to a bond vote that failed in 2014. The reporter briefly mentions the failed bond vote but not the reason it failed by just 25 votes. He goes on to say it was the PAC and hypocrites and offers that as the reason why we have potholes.

Why was the 20/20 bond of 2014 such a bad idea for Lake Worth? Let me count the ways. Setting the Record Straight

This was an initial $63.5 million dollar cash grab that by the end of thirty years would have cost taxpayers in Lake Worth over $131 million dollars. Even the best made road has a life span of about fifteen years--So thirty years of debt to pay off roads that might, on a good day, last half of that time.

This bond was pushed as a “Don’t you want your potholes fixed?” necessity. When, in fact, only 30% of the existing roads in Lake Worth would have been resurfaced. Maybe. There were absolutely NO guarantees on how ANY of this bond money would REALLY have been spent.(FEMA,anyone)?

$9,600,000 was earmarked for the Park of Commerce, privately owned land that the city does not even own. Citizens asked for a 'smaller roads only bond' but they were ignored.

$2,075,000 would have gone to pay for a project manager. And, shockingly, each Commissioner would have been given $800,000 to hand out at their own discretion on “neighborhood enhancements”. Hmmmm, really?

$18,510,000 would have been taken from the city reserves, and another 2 million would have been grabbed from the Electric Utility Bond.

These figures came from the CITY’S OWN LITERATURE. Somebody in charge was very unhappy that the public was being told of the REAL cost of this bond. (As opposed to the ridiculous cup of coffee and a burger comparison that Commissioner Maxwell was pushing). For telling the truth, the finance director at the time was fired.

The bond was a thirty year UNCAPPED tax lien on every residence and business in the city. The Commission had already voted to increase both the water and sewer rates. The UNCAPPED bond lien would have been added on top of these increased rates. Lake Worth could have become the highest taxed city, by far, in all of Palm Beach County. As fed up residents and businesses moved out of Lake Worth, the 20/20 bond noose would have gotten tighter and tighter around the necks of the remaining residents and businesses.

With this kind of a pay day at stake, it was no surprise that the City Commission would go to almost any lengths to get the 20/20 bond passed. There were supposed to be two city wide workshops on this issue. The city only held one. From July 1st 2014 until August 19th 2014, OVER A MONTH right before the election, there were NO CITY COMMISSION MEETINGS. This was so that the residents had no chance to speak publicly on the issue and the press had no chance to publish those comments.

A one sided propaganda fest was held at the Lake Worth Playhouse. Citizens against the bond were not invited or allowed to speak. The election was to be held August 26th during the summer to ensure a low voter turnout. The city stole $50,000 of tax payer money to pay for campaign propaganda pushing this cash grab. The Lake Worth Yes Pac was formed to help the city in their efforts. It raised $20,000. My Citizens Against Unfair Taxation PAC was formed to get the real truth about this bond fiasco out to the residents of Lake Worth. We had a total of about $6,000 to fight with. Not much when you’re fighting $70,000 worth of misinformation. And by the way, on the behalf of the people of Lake Worth, give us our $50,000 back!

Even the Palm Beach Post knew what a disaster this would have been for Lake Worth. From an article on 8/12/14- “Under the plan, property tax rates could rise by 35%, making Lake Worth’s rate by far the county’s highest. The resulting jolt to the city’s economy will likely drive up rents for businesses and renters, which could lead to some businesses closing or looking elsewhere to open up.”

Also from the Post 8/12/14-“The $63 million loan would be more than twice the city’s annual operating budget, and repaying it would require huge property tax increases on its residents.”

The city stuck their hands down our pants and stole $50,000 from us to convince us that they were broke and needed $63,000,000 [MILLION], because they were broke. There was no plan “B” in place to fix our roads in case the bond did fail. Why not? Because this was about fixing things, MANY things in Lake Worth, but our roads were not one of them.

Truth does matter. Those pushing this would have made plenty of money off the taxpayers of this city. Let's get an honest bond promoted by honest commissioners.

Thanks Lynn and Katie. It was a miracle that you all won the vote when Greg Rice and people like him were for it. Wasn't he on the opposing pac? My question is why do people push for stuff when they don't have all the facts? Supposedly they are smart people. Are we that corrupt in Lake Worth? Tell me no.

the post and everyone always neglects to say the we wanted our roads fixed but we wanted a smaller bond. who could possibly trust this group commissioners or any for that matter has shown they are capable of handling this much money or this size project. start small with one project prove you can complete it on time and on budget..then come back for more money

I live in College park. A young woman who said she works in West Palm came to my door and told me that if we didn't vote for this our streets would flood.I told her that I had already turned in my absentee ballot and that I didn't think this was a good idea.When I asked her why she was in my neighborhood she left and said "I'm being paid to talk to idiots like you".

Hey Katie, and Lynn, GREAT writing on this issue sure to come up again with this majority. And following the money, note that now we have (again) a new director of finance who's resume certainly looks weak to me. That should work out great if you're looking for a new recipe to cook the books. Blaming our bad roads on those who would not give this commission (majority) a blank check as well as each commissioner almost a million dollars to use at their "discretion" is a bit like blaming Eliot Ness for Al Capone's behavior and crime sprees. As always remember to "follow the money." Follow those eager to give away our beach and public parks. Follow those collecting unbelievably large amounts of money in campaign contributions for local elections. Follow those who will be collecting that million dollar finder's fee from the Braves.
And most important of all follow your conscience in November and decide who is accountable and trustworthy before you vote to give them more money and you more debt. Mary Watson

Here in "Corruption County" we see County Commissioners now pushing the latest cash grab, the 1% sales tax increase to give themselves a slush fund at our expense to pay for unwanted development and the concurrency developers claim they can't afford.

The beat goes on.

Re the $131,000,000.00 cash grab:

The $800,000 that was to be given to each Commissioner to spend at their own discretion was an ideal recipe for corruption. Can you imagine how many bribes would have been offered as an enticement for the award of a contract?

Two of the sitting Commissioners have checkered financial histories and would likely have been ripe for a kickback.

It's a seedy group that controls the Lake Worth agenda. Thank God this bond was defeated.

I attended several of those propaganda meetings that we had to pay $50 grand for. It was great acting. In two different meetings, two of the trio broke down in TEARS really over this line: "I saw LITTLE CHILDREN playing IN THE DIRT!" Right on cue. Just like it all had been memorized and rehearsed. Tears on cue. Now if that doesn't want to make you go head over heels in debt for 30 years, why maybe you just don't have the right emotions to be suckered into any scheme they have rehearsed.

How very fortunate we are to have the magnificent trio of truth amongst us. Where would we be without Lynn Anderson, Mary Watson, and Katie McGiveron? These three women know all and tell all that is true. Of course Katie wants to have her kingdom leave the city and become part of unincorporated PBC. Then she and her silent partner Dennis Dorsey can create the City of McGandson.

You can tell a lot about what goes on in the minds of the cash grab pushers by the comment at 4:39.They don't like the truth .It upsets them. And they really loath the people that made the effort to get the truth out there like Lynn,Mary and I (Katie ) did.And the revelation that the facts they really get mad about us telling everyone actually came from their beloved Puppet Masters: the city of Lake Worth. How can they hate something that they love?They become ,much like Wes's pool noodle, a twisted mess. They reveal their own secret wish to have a kingdom in Lake Worth .And their own secret,desperate desire that I, Katie Mcgiveron , did not live in their kingdom of Lake Worth.Dennis Dorsey makes them so jealous! He was a Mayor, and he has actually done good and meaningful things. And because the bond pushers want money more than anything else, they can't stand the thought of a person that they can't threaten who HAS MONEY !!! And most of all ,they just can't stand people who know them for who they really are. Nothing much at all.

During the bond issue a West Palm Beach city commissioner told a guy who does business with West Palm to take his vote against bond sign out of his yard if he wanted any more contracts with West Palm

Good overview. I would also point out that there were many in the business community that were against the Bond and spoke out often. I recall John Rinaldi doing a lot of education on this issue.

The most important point of this post was the bond tax would have been uncapped. No one could tell you, as a home owner, how much it would cost you. I have several emails from the City on this issue as they had set up an email account to answer questions. An uncapped tax that I couldn't budget for? As much as I wanted the roads fixed, no way could I vote for something that was such an unknown for my family's budget.
