Well, he might have been "confused" around the president but one thing we know he was NOT confused about was orchestrating leaks to The New York Times, one of the top serial liberal fake news publications in the world.
“It is overwhelmingly clear that there have been and continue to be those in government who are actively attempting to undermine this administration with selective and illegal leaks of classified information and privileged communications,” President Trump's lawyer said. “Mr. Comey has now admitted that he is one of these leakers.”

A partisan Democrat as evidenced in his story pardoning Clinton now admits to providing a leak to the N.Y. Slimes.
He is too cowardly to do it himself but wanted to carry water for the Dumbocrats by provoking the appointment of a special counsel to investigate our duly elected president.
His connections to the Clintons are many and his actions belie the objectivity his former position required.

Politics aside, I think Mr. Comey exhibits some very bizarre personality traits. From what I've seen so far, I don't think megalomania is too strong a description for his behavior.
