Finance Advisory Board Outcome

The Financial Advisory Board does not believe in a free lunch, at least not for Joe Taxpayer.

First of all, the meeting started out with Jessica Plotkin adding something to the agenda--she wanted elections of officers retro-active to April 7 when the FAB first met in 2010. There is no agenda online of this first meeting but the minutes were recorded. This discussion took nearly one-half hour.

If you make elections retro-active, Ron Exline was Chair during that period. Do we all pretend that one month never existed? It is a messy situation. Ms. Plotkin resigned her position before elections took place this year because it was of her opinion that she had served one year, a year is all that she is supposed to serve, and therefore she did not want to serve any longer in that capacity. At her insistence, as well as the determination of a calendar year being whatever the Board desired it to be, elections took place 34 days after the Board's original inception and election.

Because every FAB position terminates on July 31st in staggered years, (three spots coming up this July 31) having elections before their first meeting in August creates a shortage of eligible candidates to be elected as officers. The Ordinance says, The Board shall elect its officers for a term of one calendar year, not to exceed the member's appointed term. So, if you have elections in May, and a member's term comes up two and one-half months later, he can not serve as an officer. Hopefully they will get this worked out where it makes sense to everyone, not just some of the members.

The next item on the Agenda was also instigated by Plotkin--discussion of the revenue ideas that were generated from the piece of paper that floated around the chamber from hysterical people supporting the PBSO at any cost, some ready to give up their first born. The Commission did not want to deal with it as the City was in negotiations with the Sheriff and wanted all the info given to the FAB to do with it what it wished. So, the Chair read every single suggestion...all 42 of them. Discussion took nearly 2 hours. Some of what came out of it was:
  • *Add 2 more billboards on I-95. I don't know the genius who thought up that one but it is even more disconcerting that some on this Board would even think this a good idea. Read about the Billboard Mafia.
  • Raise taxes
  • Raise fees...double the parking at the beach...double the decal permits (I can't comment on this--must be residents who never go to the beach)
  • Close the library (probably a guy who only reads comic books suggested that one)
  • Sell half of our golfcourse. Apparently many on the FAB loved that idea because they say the golfcourse is not making any money. In the minds of some, everything in this city must make money. I am really glad that these FAB members are not paid employees. If you market something right, it will make money. People come to Florida to play golf and we own our very own on the water. Right now we are re-doing the greens to make it more attractive to golfers. All you people who gripe that the place doesn't make money--go play golf and go eat in the restaurant. Let's get a marketing plan before these greens are redone.
  • Have a fire service assessment put on our non-advalorem with every property owner paying the same fee/"tax" of approximately $250 a year. Poor and wealthy pay the same. Afterall, they say, we all get the service. Seems hardly fair to me. Now Allen West believes in a flat tax but even the poor would be off the hook on that. I mean, there are many people in poverty living in our city. This is a government service; it's not like going out and buying a television.
  • Take the downtown out of the CRA. (I love that idea...the downtown has been the cash cow for the CRA to spend money in all sorts of wasteful and corrupt ways. There is no comparing this to owning our own Utility)
  • Allowing heights (More density would put a strain on our infrastructure and resources, many of which are old and would need replacement costing the taxpayers multi-millions)
  • Sell our utility company (That would be by vote of the citizens--we can't just go around saying sell our utility when we take over $10 million from it just to operate our city. We need the revenue because of out of whack pension benefits. We have two mayoral candidates now who are spouting that (Ramiccio and Maxwell) without thinking it through or giving us a plan)
*What was revealed from the meeting was the billboard money that the City finally collected. A little history--The original contract was for six signs for $2,310,000 for 20 years minus 1 day with payments to the city from Interstate Sign. Interstate assigned its rights to 3 of the signs and we received only $1,240,000 on the original contract from CBS Outdoor signs. Both these companies pulled their scam by suing us. A settlement agreement was reached on 7-3-07. The deal was a one-time fee of $150,000 per sign on the west side of I-95 and $200,000 per sign on the east side. Then, the Lease was assigned to CBS Outdoor, Inc. We received a total of $1,545,000 according to my calculations, a shortfall of $745,000. I was told that Ed Fry last night used a figure of $1.8 received on the billboards. This figure might include payments that the city is receiving but we never get any line item and we are never told anything about this money.

The money, instead of being deposited into the general fund, was put somewhere in the C.I.P...the "wishlist"--and no one can tell us where it is. So, whether it was $1.5 or $1.8 million, it is still a heck of a lot of cash to sell our soul to the devil. And the FAB thinks it worth discussing because it is revenue. Here, here. We know where it went but we have no idea what the city is doing with this money...money that was received from major blight to our city for 20 years and from companies that stormed the City insisting that billboards go up ignoring our Sign Code. The money could be long gone for all we know. It is too bad that we had such a weak commission at that time. This never would have happened with our present commission. Make that your assignment, FAB--find the money. While you're at it, find the $3.5 mil that was originally in our beach fund. Someone absconded with that on a switcheroo too.

One thing that was not brought up was the cause of our angst--Union retirement benefits. It was totally avoided and never mentioned. We must go to a Defined Contribution Plan, something member Bill Thrasher brought up last year. Perhaps when we get our own fire department, another thing not mentioned, retirement plans will be changed to where they make sense, not only for these depressive times but going well into the future. A government job should not be a give-away of public money and out of whack with the private sector, the very reason why cities are going bankrupt. Another thing that was clearly not discussed and the reason for the list to begin with--the high cost of the Sheriff. The root of problems always need to be weeded out and not ignored.

And to the Board: As you worry about how to get more revenue, I hope that everyone had a good time last night on that free dinner and dance on the taxpayers held at the golfcourse, the very same golfcourse that you dissed on Wednesday night for not making enough money and that you contemplated selling off. You should not reward yourself when the city is in a financial urgency.

This is why the City loses credibility. Raising taxes and throwing costs onto Joe Taxpayer is not okay when you can so easily believe that rewarding yourself is acceptable, no matter how small the gratuity may seem to you or how deserving you feel you are. You either take a stand on BS expenses or it's business as usual.

I agree that the sale of the utility is a huge mistake. Everyone keeps hoping that the audit? Some Audit? Any audit will uncover a treasure trove of lost, wasted and mis-managed $$ that can be used to again make it a reason to move or do business here.

Ramiccio wanted to sell the roads in the cemetery to raise money when he was in office. Lauderdale Lakes wants to sell city buildings and lease them back.... what's the end result here?

The increase of resident parking fee has merit. With the law of supply and demand, the BCE gave away our beach to the County except for the little lot by A1A at the North end. 55 spaces, 1500 resident stickers... do the math.

Many cities are dealing with the adverse effects of our ill advised bump of the homestead exemption which probably means that you don't pay ANY taxes to the city, county or school district. This was voted in because we thought and still think our elected representatives aren't spending our tax dollars wisely and we want only the "rich" to pay.

With so many properties not paying A N Y T H I N G into the pot, there HAS to be a way to assess a per property fee for services we all use. This, of course, goes against what the voters wanted when we doubled the homestead exemption.

Now, which commission exactly gave away our beach to the County for 30 years? When you use the acronym BCE, are you referring to THIS commission. Please define. It was not this commission that voted on the beach redevelopment.

Personally I would have preferred fixing up the beach and the casino with monies we already had ($3.5 mil) and leaving the County out of it.

Raising the parking fees for the very people who pay the taxes to maintain the beach and keep the lifeguards, and the roads and the rest of the infrastructure, is just plain greedy and wrong of the city to contemplate.

As far as not paying any taxes to the city or county, this happens due to the homestead exemptions and of course, the huge drop in property values. Some seniors who are on a poverty level (according to the government) can get a special exemption of $25,000. Some consequently do not pay city and county taxes either. Should they if they are poor? Some are struggling just to feed themselves and not be any more of a burden on anyone.

Since Cara is your idea of a smart "socialist" even as she calls herself an anarchist, the BCE would be one of her terms, maybe both since you are so enamored with her.

I remember the county commission making fun of how it took Lake Worth over 5 years to "take" the money and faced with losing the grant, we had to scramble. It still is a giveaway. Just as much as if we had given.... oh excuse me.... leased it to Greater Bay.

Raising the parking fees are happening for the metered payers too. At least they are the out of towners. We ARE allowed to offer resident stickers for the entire beach parking lot. We just have to offer them to ALL county residents with no preference for Lake Worth residents.

Since with your hero, Cara's plan, we are relegated to the lower lot, maybe we should consider opening up a resident sticker program for all residents of the county similar to what we have now, only at a much higher rate. Lord knows the rents aren't going to come close to paying for the rebuild.

We are constantly trying to find ways to raise revenue!!! That means taxes or fees or charges that will affect someone. If it's a business, they will have to raise rates to cover it or move. If it's resident fees, you will cry poverty and fixed income seniors.

Guess what, we are all in the same boat. Trying to do more with less. Supporting a group of people and an ideology that makes our town a dump and "more affordable" so that "poor people" can live here is a surefire plan that'll make Lauderdale Lakes look like our nex "model city".... like Delray Beach is now.

I have never said that Cara was "my hero." Another bad attempt to twist what I believe to your view or to belittle what I really believe.

I have never supported anyone who wants our city to be a "dump." NO ONE IN THE CITY WANTS TO TO BE A DUMP, unless, of course, they ARE JUST PLAIN CRAZY.

Everything is affordable in this city. When you speak of affordable, you are talking about the cost of housing. It has nothing to do with the high cost of taxes and services. Poor people should be considered. Do you expect the poor to pay the same fee as someone with an income of $200,000 a year? That is wrong no matter how you slice the cake or whether or not you are a Socialist, an anarchist or a conservative as am I.

My gosh, you are an enigma within a paradox encircled by oxymoron.

You are a conservative member of the Democratic Club, a supporter of an anarchist, who's a "pretty smart cookie", that brought the illegal hiring hall to town (that possibly encouraged a concentration to live here), the same group that condones... no, is pushing an ordinance to allow chickens will help the upward mobility look of our city.

I consider myself a conservative. Not a religious nutcase, which actually makes me a Libertarian.

How can you say that "NO ONE IN THE CITY WANTS TO TO BE A DUMP"? Yes... they are just plain crazy. But you still think they are well intentioned and harmless. Wrong.

I'd love to see you get behind someone, just once, that advocates for improvement of the city through re-development, luring businesses that employ people, legal residents.

The reason the dark side wins elections are they are passionate about their ideology. Much like radical islam.

We, the enlightened ones, struggle with jobs and work and trying to make enough money to support their worthless asses.

This puts us at a distinct disadvantage at winning elections as we do not have the time to go door to door with lies on how their candidate "saved" the PBSO, saved the beach, all the while they protested with "cop-watch" mentality and saved the casino by demolishing it.

I can't understand why you aren't appalled by this. If I'm negative, it's because I just caught a glimpse of my property value. Thanks to your heroes.

Your biggest problem, and I do mean BIG, is that you can not read and comprehend anything I say. So be it.

Try moving somewhere else and see how your property values went down. You blame this on one person. Now just how ridiculous is that?

I have never said nor have I implied that Socialists are harmless. Quite the contrary.

So, take your fancy words and start knocking on doors. Get your false message out instead of coming over here and harrasing me. You do that better than most.

The truth of the matter is, you don't know the truth and you want to re-write it.

I think she and her ideology (not one person, anarchism not socialism) is what has helped (not caused by itself) Lake Worth to experience the largest drop in property values in the WHOLE COUNTY!!! Our politics have always been a circus side show so I can't blame that on her or her ilk.

I cannot comprehend what you say, true that. That is why I copied and pasted your words. Sort of like "quoting" you. No I'm not referring to the typo.

If I were to have moved to anywhere else, like you suggested, I would have lost less than I DID by living here. All things being equal.

I may not be the biggest tangle in the dreadlock, so you might have to explain it so that a stupid greedy capitalist can understand it, where in Palm Beach County did property values drop more? And if you can't name one.... then why do YOU think that happened. You have repeated it over and over how ALL property values went down. I know this. Why did Lake Worth's go down more than ANY other city?

I also know it is several factors. But you have to admit the anarchist alliance has to be one of the factors. You can't exclude it.

property values dropped hard here because of the old houses on the 25 foot lots. Where else in this county do they have a majority of the city on tiny lots? People want to buy some land with their house. LW is limited that way.

Oh c'mon now people. I'll see your 25 foot lots and raise you one ocean beach and waterfront municipal golf course. You could have at least said that we gained more percentage-wise than many cities because we were depressed before, so therefore we dropped more. That would have at least made sense.

We could have a cottage industry of cottages if we had the right people running the city.

And influence the voters, she did. I remember her supporters showing up at my door, dressed somewhat differently than I normally see them. They told me how Cara's opponent was going to sell the beach and golf course, build highrise condos on our beach and were responsible for the the Lucerne being built, single-handedly.

Their door to door game is something to see.

Should we point out factually that the candidates that the anarchist alliance support either came out against keeping the PBSO, or made a milk-toast comment of how she supported all the work the Sheriff has done, somehow implying that she supported keeping them in Lake Worth, which she didn't, we'd be called racist, negative, help me out here Lynn...

Of all the cities our branding committee came out as wanting to emulate, we will look closer to Key West than any other if the anarchist alliance gets its way.

Don't get me wrong.... I like Key West for the freak show quality it has become. Just wouldn't want to live there. Too many chickens roaming the street.
