Many are indeed slaves. How many are from broken homes, fatherless raised my grandma or aunti which were terrible mothers to begin with, the cycle continues.
If they are slaves, then they are slaves to drugs. I don't see any ball and chain to keep them working the streets. There are places women can go to be protected and rehabilitated.
