Don't know what this is but it might be the red assassin bug...this is the first time I have ever seen this type of insect.
They are a beneficial insect,eating many pests. They can give a painful bite if mishandled. Most people get accidentally bit while gardening. The bite is painful but not life threatening . The bite stays localized and does not do tissue damage.
Lynn, they're commonly called a milkweed assassin bug. They are a beneficial feeding on certain economic damaging pest. While not a threat to humans, if not handled properly, bite can cause a burning sensation with swelling that may last for several days.

It's name is Lepa fishbottom
