Office of Management and Budget

There were a lot of departments on this mornings' agenda and one was the Office of Management and Budget. This is a newly created department consisting of a Manager, Grants Writer, Assistant to the City Manager, Management Analyst and a Buyer. The OMB is involved in a myriad of things but some include:
  • Preparation of annual operating budget
  • Preparation of annual update to the Five-Year
  • Capital Improvement Plan
  • Monthly financial reporting
  • Special projects and cross-departmental research
  • Assists with media relations and marketing support
  • Provides support to City Manager and department heads
  • Budget planning, administration, analysis & reporting
  • Grants writing & administration
  • Procurement
Steven Carr, Finance Director, says that this office is vital to the city. It incorporates management tools and analyzes every aspect that the Finance Department does not have the time to do.

We just learned at today's workshop that the Manager, Keith Kleiman, has quit after 53 days. Listening between the lines, and only an impression, it seems that his position should have been that of Director, rather than Manager, whereby his pay grade would have been commensurate with the work load and responsibilities involved. The City is now looking for a new Manager.
