Auburn and Harvard Drives in Lake Worth

As the City Manager stated to me, "The street was torn up by the City because of poor management and planning. The project (to replace the water and sewer utilities) should have been bid as a single project but was not. That is why it sat in an unacceptable state of disrepair for eight months. It's totally embarrassing and unacceptable."

Not one worker was there at 10:40 am when this photo was taken so one only can guess when these streets will be completed. This was just another project of Public Works--Joe Kroll. Apparently Joe is trying to fix his bidding process with purchasing and get this "act together."

Both Auburn and Harvard Drives had extensive repairs to the main lines as well as connections to the properties. The Asphalt is ready to be installed and the City has decided upon full depth reclamation of the existing material with an asphalt surface. This was voted upon over and above the sidewalks, by the Commission, and comes in right under $196,000.

As you can note, there was curb damage during this process and this is to be expected. So we are not talking about repair of curbs here when we vote to spend $350,000 for sidewalks.

As you recall, sidewalk repairs for both of these streets came before the Commission. As I did not drive down either one of these streets due to their condition, I can not attest to whether there was sidewalk damage or anything wrong with them. I am considering the connections of the sewer lines to the houses and therefore assume that some sidewalks were torn up. I did not observe any, however, at the beginning of either street or as I looked down the street. At this amount of money, it seems to be full sidewalk replacement, not just repairs.

The taxpayers will be paying $350,000 over the original amount of these street repairs for sidewalks with the bid going to West Construction, the low bidder for our concrete work, and another $196,000 for asphalt. "Let's hope that West Construction does a better job for the City than it did on a past project for the Kiwanis," a citizen said.

I thought that the City was going to concentrate on sidewalks in the western communities. Wasn't that the original thought? Also, I thought that they were going to concentrate on saving money and stopping waste. Spending money on sidewalks, whether it is budgeted or not, is not a good choice when we are financially struggling out here, flailing, and trying to climb out of the hole.

When a Commission votes to spend this amount of money, it should not be at midnight when there is little discussion and when all of the public called it a night hours before the vote. I would have liked to have heard a more detailed explanation of the use of taxpayer dollars, at this time, and not be given the reason as "it will increase property values."
