No one seems to remember exactly what he said other than he didn't want to get into the debate--he would probably vote "yes" on the Resolution--passed the gavel to the Vice Mayor, asked to be called back for the vote and left the dais.
We believe that the Mayor said that he was frustrated by the distraction (meaning the Resolution before the Commission) to the City's important business and decided not to be a party to it.
This certainly makes sense to me other than his vote.
