Democrats in Oregon continue to defend a state program that distributes federal coronavirus relief funds only to black people despite two separate lawsuits that have challenged the program as unconstitutional.The Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress with overwhelming, bipartisan support and signed into law by President Trump on March 27th, 2020.
