Our youth are hooked on drugs and Sober Homes are taking over our neighborhoods. Along with that comes crime. It's just another scam on the federal government--a lucrative industry. All sorts of charges have been hurled at owners of Sober Homes--Medicaid and insurance fraud from outrageous billing being top complaints.
"No one knows how many sober homes there actually are as many don't register with FARR. 15 are registered in Lake Worth but city officials say the actual number could be as high as 75"...Lake Worth does not closely track Sober Home operators and "do little to persuade sober homes to sign up" by using the 'reasonably accommodations' tool, a federally required review. Who was it that said it was more like 75 sober houses in Lake Worth, Bornstein? I bet it's more like double that. They are all over and on every street. True, it is a scam and it's bringing down all of our neighborhoods. This commission has thrown up its hands.

It's destroying our downtown, they're constantly wandering around like so many ghosts. Not pleasant to go to the businesses we once liked. Palm Beach wouldn't put up with this. Marijuana is addictive and the smoke in the lungs toxic, furthermore it destroys ambition making for lethargy. It clouds thinking and becomes the most important thing in an addicts life.

We keep hearing that the American with Disability Act is the reason we cannot regulate the sober homes. That is Bullshit to the maximum. Listed in the ADA definitions: Section 12110 & 21114
Under this chapter, the term "disability" shall not include
(1) transvestism, transsexualism, pedophilia, exhibitionism, voyeurism, gender identity disorders not resulting from physical impairments, or other sexual behavior disorders;
(2) compulsive gambling, kleptomania, or pyromania; or
(3) psychoactive substance use disorders resulting from current illegal use of drugs.
The only problem is that when they kick the users out they are now on our streets. Close the damned homes and send these people back to their home states to deal with them. Our sober homes in Lake Worth are just a place for the drug addicts to have a roof over their head while they are still dealing and doing drugs.
How much money is the city of Lake Worth getting out of these homes. Tax dollars, etc. There is no reason that they cannot force these homes to register and become licensed if they want to open up in Lake Worth. But as usual we must first focus on a baseball stadium rather than focusing on crime which is the biggest deterrent of bringing businesses here.
Don't they have to get a business license from the city to open up??
Why can't we regulate or have some standards from this perspective?
After all we don't allow artists to even show their art from their
homes. Why can we not allow a business to rent out to everyone including
importing disabled from other states, and then dumping them on our
streets. Regulate the dumping. Make them pay for returning their "renters"
to where they originated from. We cannot afford to be the dumping
ground for the rest of the country for another insurance scam. We are
losing long time residents to accommodate scam artists.
Despite our CM's claim that there is nothing we can do, that is total bull. The ADA does not except these homes from every other pre-existing regulation and ordinance that are on our books. Things like rental licenses, business licenses, inspections, parking, noise, occupancy limitations, short term rental, etc. can all be enforced if done so in a neutral manner and if the laws are pre-existing. What cannot be done, is what Delray did, and that is to create a new law focused on sober homes and then enforce it as to sober homes. We can, however, utilize the ordinances already on the books.
It seems strange to me that the CM does not know this as its been well documented as other cities have litigated the issue. It is almost like the City has been told not to enforce these ordinances or to not make it a priority. I wonder why. Could it be because our elected officials have taken big donations from folks who lease or rent to these sober home operators, like HH. It is hard to know who else is operating or leasing to sober homes since the City is doing nothing to track, but I'm going to bet that others who donated to the big election funds of the trios are also making money of this sober home scam.
EXACTLY. City officials should be sure codes are being adhered to just as rentals. Why doesn't the City make them register for a license ?

Yeah, a lot of the houses look familiar but it's hard to place where they are. Googling LakeWorth halfway houses is very disheartening.
