Chief Investigator and Executive Director Palm Beach County Ethics

Comment Up
Anthony Bennett and Mark Bannon

Anthony Bennett is the liaison to Lake Worth. You have an ethics question, he's the go to guy.

What we think about ethics (what is good and bad behavior or morally right or wrong such as ignoring the vote of the people) is unfortunately not quite what this department's standard is.

It is not an ethics violation when Vice Mayor Scott Maxwell makes faces at citizens when they are speaking at the lectern or when Mayor Pam Triolo is caustic and abrasive with a fellow elected official. Rudeness is not an ethics violation. Nor is it necessarily a code of ethics violation when an official violates a county or municipal policy. They say that policy violations should be referred to the appropriate county or municipal officials. The Ethics Department is involved in conflict of interest and financial disclosure laws.

In other words, pay to play. You cannot misuse your position for a special benefit.  Are obscene campaign contributions or even accepting a dinner from those wanting special favors considered a "special" benefit? If not, should they be?

Ethics violations are really hard to prove at least to the standard that this commission adheres to.

Yeah, nothing to prove when all communication is done on their private e-mail servers, not their city hall e-mails. Maxwell has four different phones and probably one or two throw aways.Pam ,Andy and Scott meet regularly in the "inner sanctum" of city hall behind locked doors. They meet in their offices (Pam and Scott in the same bldg.,Andy works in his business) All they need to do is conference call during the week. Bornstein is the conduit.
The way they are all coordinated before each meeting would be comical if it weren't so devastating to Lake Worth.Watch the video for the smile ,wink ,nod from the Mayor to maxwell and Amoroso.
