Did some research and found in the Journal of Public Procurement for the State of Florida that the use of an ITN (invitation to negotiate) illustrated at the U.S. Federal, State, County and municipal level is an effective way to acquire ideas that allows flexibility and creatively in the output. (Idea generation)

Because it would give any competitor choosing to submit their ideas an undue advantage to see/hear what other ideas, financial projections, etc that the process is reviewing, an ITN committee is selected to convene. This ITN committee only meets and did only meet in a recorded environment in closed meeting only open to the committee members and the specific ITN bid submiters by appointment to present their ideas independent of each other.

The committee is selected according to the needs of the topic at hand. In the case of the Casino, the committee included one city commissioner (elected to represent the commission as liaison by the commission-Amoroso beat out Maxwell and McVoy in the vote), a staff person from the city accounting department, William Waters, Juan Ruiz, and the city atty.

Members of an ITN are not to discuss proceedings until AFTER all submission are considered and a decision by the commission is rendered and recommendations forwarded to the commission at large. At that point, the recorded meetings of the ITN are published and entered into the publics right to know what went on during he process.

This is no more 'secret meetings' than a realtors duty to not share with buyers what price a seller is willing to take for their home. That would give buyers an undue advantage and violate the agency standing and fiduciary responsibility of the realtor.

The Fedeal Office of Managemt and Budget utilizes this method as challenges of acquiring complex goods/services to meet agency goals is best because of its flexibility and ability to negotiate with the committees convention while providing a competitively neutral environment to insure all solicitations are on equal footing while not revealing trade secrets or confidential data.

As all the meetings were subsequently placed in the public domain for all to access, the legal conclusion is there were no 'secret meetings' as have been alledged, over and over and over again.

Perhaps the city manager and commission could have elected a member of the public, who would have to sworn to secrecy during the convention of the committee, so that cotizens could be comforted that a member of the public represented the public. Perhaps if an ITN is to be considered again, a member of the public could sit on that committee.

Of course, that member of the public would have to keep their mouth shut just like all other committee members until the process ended with recommendations to the commission.

Nice try. Just listen to the audio for proof of a cover up and why this venue was chosen. Willian Waters: " If this gets out, Szerdi's history." AND THEN IT IS DECIDED NOT TO DISBAND UNTIL AFTER THE ELECTION. They knew this would never fly with the public; read the statement and listen to the audios. Especially the part where there is generalized hilarity about the necessity for some public benefit. They fall all over each other laughing that well, maybe they might sell a few $2500 memberships to a few Lake Worth citizens. Yep, that surely will take care of providing a public benefit to taking a public beach for a developer with commission connections-- he he he. These are really damning and disgusting audios. Parts sound more like old videos of 3 Stooges movies. In spite of the flowery explanation above the audios sound like proof of conspiracy to defraud the public of their right to their own public beach newly completed with a $6 million price tag. The long above explanation is a very good reason to vote out the gang of 3. They will be right back at the same thing if reelected. Count on it.

Where are these audios posted on the city website? Tried to find them for neighbors to hear for themselves the nature of the convention center proposal. Amoroso saying, in his squeeky voice, we need a convention center at the beach so we can rent the second floor!
