Power providers narrowed down to three for Lake Worth

The Lake Worth Selection Committee, consisting of all five commissioners, Chair of the EUAB Lisa Maxwell and Steve Carr, Finance Director, met last night to narrow down the energy supplier bidders to a short list.
There was much political rhetoric from Lisa Maxwell on selling our utility. A few of their friends of like mind were in the chamber. She asked why it wasn't in the RFP originally. The mayor jumped on the bandwagon being accusatory of a former commission for its failure to have a sale included in the original RFP. The mayor said that we were comparing apples to oranges--using that fruity line again. Sue Hersey, the energy expert said, no, "You are comparing apples to apples.
The only thing Lake Worth was considering was to find a new energy provider, not the sale of the electric utility. This must be accomplished and finalized by the end of 2013. "Selling the utility is a separate and different undertaking," Ms. Hersey said. There is a small and vocal lobby within the city to sell our Utility. As Commission McVoy has said, reducing a very complex issue to the usual campaign rallying cry is not in the best interest of the city.
In spite of all the political talk about an option to sell our utility and the bogus complaint of it not being included in the RFP, the Commission narrowed down its choice (based on cost) to the following:
Wartsila and Burns & McDonnell as top choice
Florida Power and Light came in second
Orlando Utilities Commission was in third place,
A motion was made to begin negotiations with the top three.

Southern Waste Systems (Sun Recycling) is back in the news today.
The Palm Beach County Commission agreed to ease its rules on who can compete for its garbage business. It used to be that you had to have experience hauling residential garbage with at least 30,000 curb side customers. Palm Beach Commissioners instructed staff to re-write the restrictions so that Sun Recycling can bid.
Lake Worth has had its experience with Sun. They dumped all sorts of crap on our landfill and left the 66 acres unusable. If you recall, Sun dumped over 6,000 truckloads of construction material on our landfill, some of which is 3.6 or 3.8 inches thick, hauling in material from south Florida construction sites, giving that commission (one of the WCE) a song and dance abiout using it for a disaster staging site. Our reclamation of the land was again, dead. This was in a lawsuit but I don't see it any longer on the list. Perhaps it was settled or dropped and we weren't informed. This is what I hate about our lawsuits--the public never knows what's happening.
They also gave campaign contributions here in Lake Worth. You remember the Retha Lowe incident that got her in all sorts of trouble with Tallahassee. Retha lived in our landfill district. Because they wanted to do more business in Lake Worth, Sun companies contributed the same amount in the general election as they did in the primary to Tom Ramiccio...$2,500. A few years back, Sun companies gave $2,500 to Lisa Maxwell, now Chair of the Electric Utility Advisory Board as well as $1,400 to Shanon Materio's BacPac that was supporting certain candidates. Materio, as you know, is now commissioner in West Palm Beach.
Our commission voted not to renew any contract with Sun Recycling (the BCE) and we would use our own rolloff containers. Palm Beach County made a decision on May 18, 2010 to extend Sun's permit.
Burt Aaronson is finally term limited but Southern Waste Systems is moving right along.

In response to Wednesday’s editorial “Stafford over McVoy,” the needed “critical eye” for Lake Worth is the city commissioner who will ensure that the lights will still be on in Lake Worth when our current power contract expires.
To do that, the commission must select a wholesale provider, finalize a contract, initiate transmission agreements and finalize transmission contracts. This is the imperative that faces the commission at this time and one that demands critical, fact-based reasoning, so as to avoid the bad decisions and lopsided contracts of the past.
Putting the question of selling the utility on the ballot is possible, but our charter requires that the terms and conditions of a sale be presented to voters. We could never meet the deadline for a March referendum, the option proposed by what The Post called the “well-informed” Jim Stafford, my challenger.
Our Stanton coal plant and St. Lucie nuclear plant contracts have tax-free bonds that we are prohibited from selling to Florida Power & Light Co. The city of Vero Beach is faced with a $20 million to $50 million penalty to sell its Stanton contract, and possibly a greater penalty to sell its St. Lucie contract, but the sale price ($179 million) won’t necessarily cover that. The city’s own consultants estimate that Vero Beach will net only a fraction of that sale price in the end.
My immediate focus, and that of the city, is on the task before us now — choosing the best purchase contract to continue our rate reductions. My opponent has shown that he does not understand the intricacies of an issue that has financial repercussions that will send shock waves through the city for years to come. He is trying to reduce a very complex issue to the usual campaign rallying cry.
Shifting the focus from choosing the best power provider will find us all sitting in the dark 15 months from now. Buyer, and voter, beware.

In 2002 the city voted down the 19 million dollar beach
bond referendum with 61% of voters saying “No!” So why does the Kool-aid (always attacking when anyone disagrees with him) cabal
think that it will be any different now? What do they really want at the beach?
(What they wanted at the beach was to finally, after decades of neglect, fix it up) Why do they sue to block any redevelopment? (No one sued in order to block any redevelopment. Stafford totally twisted the point or didn't understand the point)
Well, it all goes back to the infamous “plan B.” After the failure of the 2002 bond they came up with another plan supported by Larry and Dee McNamara, Lynn Anderson, and Jim McCauley. (I was not even living here nor was I active or interested in politics then but I was against Plan B once I learned about it because of the location of the building for one thing--however, it was better than the alternative by $7 million)
Below is a quote from an April 14, 2002 article where Jim McCauley explains “plan B.”
“The Citizens Committee, led by Jim McCauley and architectural designer Doug McIntee, explained how their $12.3 million project for the 19-acre municipal beach property was different from the city plan rejected by voters on March 12. The two plans look a lot alike, McCauley said, but the Citizens' Committee plan is smaller. It cuts most of the retail space included by the city but leaves a two-story parking garage, a nighttime restaurant, convention space and improvements to the pool.”
Fast forward to the present, the current majority on the city commission rejected a public private partnership between Greater Bay and the city that would have been yet another similar project at “NO COST TO THE RESIDENTS!” (Thank God we kicked Greater Bay off of our beach for non-performance and kept it in public control. That commission did the right thing)
Why?
Because, it was not EXACTLY what they wanted! The Kool-aid Cabal does not compromise. (The "compromise was another plan to present to the residents that would not leave them with a $19 million dollar debt) The current plan could cost as much as 10 million for the building alone. The total project could easily exceed 20 million dollars and other Cabal effort’s (RO mess)) (The RO is anything but a mess and has saved us millions) have strained our relationship with county (untrue) and could jeopardize a 5 million dollar grant to improve the property. (The building cost $6 million, the price we have always agreed to and the beach redevelopment was from the $5 million Recreational bond from PB County along with the cost of infrastructure that we had in our capital budget..spreading baseless fear is just another smear tactic because he wanted a passive park on our 19 acres even though we had a commercial building there for nearly 90 years)
Cara and her crew have come up with yet another pretty picture by a Michael Singer of Delray. Fear not they oppose the Singer Design group concept as well. (Totally false statement) Remember, compromise is not in this group’s vocabulary. (Again, compromise was to present a different plan) Visit Lynn Anderson’s Blog….(True, I was definitely opposed to the Singer design initiated by Cara Jennings and Rene Varela, Jungle Jims for little Jimmy and taking away 163 upper level parking spaces—still am)
I would personally love to see a passive park at the property but this group’s PAC’s have received financial contributions from beach tenants. (I would seriously doubt that $500 contributions from a couple of merchants turned the tide) This equals no passive park at the beach! They are not friends of the environment any way and have opposed projects like the Snook Islands Natural Area (learn more) but then claim that they want to “Save Our Waterfront.”

The Net result of this group action’s is a beach that resembles a dumpster, a “Hot Dog Park-ing Lot”, (again, another personal attack against a couple who helped save this property from a developer and kept it in public control) No lifeguards two days a week, and a promise of higher taxes to pay for their newest “plan B.”

It's all about the Economy and Jobs
There are 75,000 Palm Beach County residents who have faced foreclosure over the last four years. Very few people can say that they are doing better today. The economy has stalled and we see no improvement.
Robert Waples, president of his homeowner's association and a man who goes out of his way to help anyone in need, at times has been needy himself ever since he lost his job some time ago. He is working again but making much less. We hear these stories all of the time. We all know someone for whom the economy has affected negatively. I would wager to say that everyone in my condo community alone has been affected because of banks that got us into this crisis to begin with and banks that Obama bailed out with Stimulus. Interest on our savings that we depended upon to help pay our day to day bills is now non-existent and has been during the course of Obama's presidency.

I did not, however, vote for Obama in 2008. Sadly, all of my fears have come true. I will be voting for Mitt Romney on November 6.
We really do need change. And as Bill Clinton once said, "It is the economy, stupid."

Robert Waples, president of his homeowner's association and a man who goes out of his way to help anyone in need, at times has been needy himself ever since he lost his job some time ago. He is working again but making much less. We hear these stories all of the time. We all know someone for whom the economy has affected negatively. I would wager to say that everyone in my condo community alone has been affected because of banks that got us into this crisis to begin with and banks that Obama bailed out with Stimulus. Interest on our savings that we depended upon to help pay our day to day bills is now non-existent and has been during the course of Obama's presidency.

The location is not known for reliability of infrastructures and agreements. Due to significant pitfalls, this option will be highly price sensitive. Is there a concern with the 15% peak load plus 15% reserve margin minus our entitlements? Whether or not it is reasonable or the possibility of an issue because they can adjust the demand charge? The time frame is favorable. The transmission responsibility was thoroughly explained. In favor of the balanced authority that was included. It can help reduce rates based on how well we market and generate revenue.
Constellation Energy Commodities Group
Does the City have the capacity to provide the load and update annually? If so, can it be done effectively without affecting the energy rates? Not in favor of the contract term. Whether the City will invest in the Tom Smith power plant upgrades, determines favorable contract terms.

Pugliese Padded his Pockets?
A few years ago I wrote a few blogs on Mr. Pugliese, a resident of Gulfstream, as it was highly suggested that it was he who wanted to get hold of Lake Worth's 19 acre beach property. There are millions of photos on the Internet and tons of my photos floating around in cyber space. If someone grabs one, in many cases there is no way of knowing if the shot is mine or if it is copyrighted or the circumstances unless it has a disclaimer. Normally it is not a problem. Last year I got a call from a woman writing a technical report on the ECR. She wanted to use some of my photos. As her report was not for personal use but for a commercial business report that might have been a benefit to her, I said, "Sure, just give me a credit" as she would with any source. I am, after all, just an amateur but we still like a little credit from time to time.
Lake Worth Voice is on Facebook and says it is "a medium for all members of the City of Lake Worth to express their opinions to the elected leaders and to distribute information to the community that we live in and love."
Therefore, I thought you might find this exchange interesting between activist Mary Lindsey and pro photographer Jim Stafford, as he is running for elected office, Lake Worth Commissioner District 2 regarding a photo of Herman Robinson taken at the July 4th raft races.

Entitlement and the 47%

There have been a couple of cowardly anonymous (always anonymous) commentators who have come after me regarding the above and stating that I am among the 47% of entitlement people included in Mitt Romney's statement and further stating that I am among the deadbeat dragging down the country. They do everything they can and say anything they want to make a point in favor of Obama and against Romney. They get down right personal and nasty with their snide remarks just like Obama did in the last debate. The don't like Senior citizens nor do they like themselves. They believe that "entitlements" are for everyone else but those who paid into the system. This is the latest one received yesterday:
The large majority of Medicare and Social Security recipients have paid payroll taxes, in many cases for decades. In my personal case, I paid into the system for 40 years. Seniors are not moochers. Most all of us owe nothing: no mortgage, no car payment, a credit card we pay in full monthly. We were resourceful allowing us to retire. We are responsible citizens and we vote. In the vast majority of cases, we don't go out and ask for food stamps or housing subsidizes...we find a part-time job. We pay what we are billed for in services and taxes; we live within our means and in houses we can afford. We are not bankrupting or scamming the system.
Although the government may include Social Security and Medicare as entitlements, I do not, nor do SS recipients, place themselves into this category. Seniors have paid into that system in order to draw money out of it when they retire...an annuity. There is no doubt that both of these programs must be overhauled so that they are sustainable well into the future. Mitt Romney's intention was unclear when he uttered his statement on the 47% but what he meant were those people getting something from the government for nothing and people who would rather have their hands out than work. Because of liberal socialistic government policy, we will continue to have people on welfare roles and taking advantage of America's generous and unsustainable programs.
Some (there are many, many more) of the federal assistance programs that Romney referred to are:
Romney and Ryan believe in Ben Franklin's 1776 statement: "I think the best way of doing good to the poor, is not making them easy in poverty, but leading or driving them out of it." Unlike the Democrats and President Obama, that's the Republican goal.

- 15.8% lived in a household receiving food stamps

City Manager, Michael Bornstein, attended the ECR Board meeting in West Palm Beach and was recognized as the official representative of the City of Lake Worth.
According to Mr. Bornstein, the following actions were taken:

- The City of West Palm representative made a motion to reconsider the Pelletizer which he seconded.
- Another motion was made to table the vote until the December Board meeting.
- The Board directed the attorney to send a letter to the SWA to address various issues and to provide a firm proposal which will hopefully be reviewed by the ECR Board at the November 14th meeting and will be available to the commission prior to its meeting.
- Hazen and Sawyer, the consultant on the project, was authorized to work with lake Worth on presentations and meetings required to assist the commission in determining its position for the December East Central Regional Board meeting where the reconsideration vote will occur.

Jamie, I called last week. The person that answered the phone gave me your message receiver. I have not had a return call. I called to request all pool files that you know about be made available to me. As you know, I designed the pool in 1970. One of several large pools that I designed. I quit small pool design in the early 1960’s.
I have been back to the pool. I find no evidence of a cracked beam. My intermediate conclusions are that the workmanship by the contractor who re-did the pool tile work, etc., was inferior and will need to be re-done. (My estimate for that work is $50.000. ) I do not know the extent of his contract or what professional observed the work and approved the work. Hopefully, the City’s files will contain good information.
I found nothing to support any conclusion that the pool, after 40 years, has settled. I do recommend that the City hire Dennis Painter, surveyor with A &B Engineering to take some elevations. This information will assist in the evaluation of possible settlement. I’ll be happy to select the locations for the elevations.
Let me know when and where the files will be made available to me.

Everyone is invited to a fundraiser for the Lake Worth Library Friday, October 26, in the Cultural Plaza from 6 - 9 PM.
Admission is free. Money is raised through donations and by vendors who will be there. Rock Band Love Handles will play live on stage. There will be a mini book sale and entertainment. Buy some food and soft drinks from our vendors. I hope we see you there supporting our library! We are looking for a few volunteers to sell books at this event. Let Vicky Joslyn at the library or e-mail me if you are interested in volunteering that night.
It's Lake Worth Library's 100th Anniversary. Join in the fun and celebrate with us at a Centennial Party in the plaza on Friday night, November 16. Tickets, at $10, include food, birthday cake, entertainment and much more... All proceeds from our events, parties and book sales are used for library projects, events and children's programs.
Our next official Friends of the Library Book Sale takes place Saturday, November 17, in the plaza. It will be held rain or shine. If it rains, the sale will be inside the City Hall Annex. Lies our Mothers never warned us about
It seems as if most politicians lie or don't tell us the whole truth. Democrats seems to be the worst offenders. They also get smug, disrespectful and condescending when they have a different opinion...take Joe Biden and the President during Monday's debate. The bullies of the liberal left world loved it and had both of them winning those debates.
Most of the media seem to lie also and the worst part of that is, the media are left and liberal and Obama supporters. They don't want to acknowledge any conservative view at least in an unbiased way. They love to focus on one gaffe and beat it to death.
The more immediate the news media, the more likely they are to lie. Think local. They have their own political agendas. Here's a hint--Suzanne Mulvehill was behind the casino rehabilitation and constructing a building that everyone had complained about for decades and ensuring it stayed at the same location it has been since 1922. Christopher McVoy was not in office when that vote was taken. Suzanne Mulvehill is not responsible for inferior products that were used to construct it no matter how politically twisted the media message.
You've heard the expression that" nice guys finish last." Well, Perkle on Politics says that the reasons politicians lie are because the public doesn't want to hear the truth. People want to hear what they want to hear. The one who says what the public wants to hear wins the election. In Lake Worth it is the high cost of electric and everyone has been screaming about it. Two candidates are running and one of them tells the truth and the other says what the public wants to hear. Thus, and there are exceptions to this, if you want to win an election, you better start lying or exaggerating because the guy who's telling you the truth doesn't have a chance. Think District 2 candidates and the PB Post's total lack of knowledge on the electric utility and its endorsement today.
Hopefully we're too smart for that in Lake Worth and Perkle on Politics is wrong even if some candidates, their supporters and the media lie to us especially about selling the electric utility with NO analysis or data of any kind, no vote from the dais to even explore it, no offer on the table from any company and using a high rate as a bogus reason why businesses are not locating here--just emotions over any common sense.

Well, if the Palm Beach Post can't figure out who is the best candidate and refuses to take a stand on an endorsement for District 22, we will--
Also, no surprise that they did not endorse Allen West for district 18, a patriot who exposes Obama's dangerous foreign policy and failed domestic policy. Why would a Democratic liberal newspaper endorse a Republican?

Last Night's Lake Worth Debate

The Post article pretty much sums it up other than Stafford's forceful, accusatory and aggressive manner which came out in this debate. Some people like this style and they were all there last night. Obsessed with the electric utility, Stafford wants to reduce our revenues even further by having all consumers pay the exact same rate. Conservation or the idea that those who consume more should pay more is not in his radar. Selling the electric utility is his platform without one bit of knowledge of what it is worth or what we owe..."put it on the March election," he says. He does not want to wait for the new energy provider where rates are expected/could be decreased by 25%...he's not interested in making our asset better.

Nothing controversial this year. Mr. Paxman only asked predetermined questions from neighborhood association members. One humorous question to the candidates was, "Do you have a job and will you reveal your tax returns?"
John Szerdi, new commissioner for District 4. After his speech, it is obvious where his politics lie. Perhaps all 1,719 people who signed the height limitation petition can contact Mr. Szerdi and let your feelings be known...if he cares. He volunteered to help Respectful Planning PAC but now we know why he only got two signed petitions during the petition drive.
Dustin Zacks on right, who turned the tide of last year's mayoral election by personally attacking Rachel Waterman allowing Pam Triolo to win by 220 votes. The mayor said that Zacks really had nothing to do with her win.
