My sister is a teacher. Her salary is tied to the rock -headed little idiots that she is supposed to teach. Never mind that half of them can't even speak English and the other half belong in a mental institution. Maybe it's time that police officers get assigned to specific zones. And their salaries are tied to how much crime happens in that particular zone.
