Regarding the Fence-- 23.21.07.02. Residential uses.
A. Height limitations.

(1)On the front property line and on that portion of the side property line from the front property line to the front building setback line, a fence or wall shall have a maximum height of four (4) feet from the natural grade of the lot.
2)On the rear property line and on that portion of the side property line from the rear property line to the front building setback line, a fence or wall shall have a maximum height of eight (8) feet from the natural grade of the lot.
(3)Along side and rear property lines adjacent to roadways (except alleys) a fence shall have a maximum height of six feet and must be set back a minimum of thirty (30) inches from the property line providing a landscape screen (see definitions). Walls along side and rear property lines adjacent to roadways (except alleys) shall have a maximum height of six feet and must be set back a minimum of five (5) feet from the property line providing a landscape screen.

Yeah. I saw this fence today. It's not set back 30 inches from the property line. But because the buildings are almost right on the sidewalk, there was no way to provide for the 30-inch setback. But she should have gotten a permit. Why should anyone have to get a permit for a fence if others just skip it, skip paying the fee and just throw up a fence? The city has to enforce the law. Or scrap it.

But I do like what this woman is doing with the property, overall. The colors are great. Much better than the flipper guys who are uglifying houses all over our town with their "renovations."

I AM SURE MANY CITY EMPLOYEES HAVE SEEN THIS BUT COULD CARE LESS ABOUT ANYTHING BUT TO GET A PAYCHECK--THEY SIMPLY HAVE PROVED FOR A LONG TIME OUR CITY IS IN A STATE OF EMERGENCY---GET IT PEOPLE WE HAVE A VERY HUGE PROBLEM FOR A VERY LONG TIME AND NO ONE REALLY KNOWS WHAT TO DO,BUT SEE WHAT IS GOING TO HAPPEN--THE STSTE MIGHT HAVE TO TAKE OVER,SOON

The fence could have been installed with out the gate at one end so that it was flush with the two buildings. A gate could still have been put on Lucerne.
This would make it feel like it was not 'in your face' as it does now.
I hope it will be painted white.
