I own a two bedroom/ one bathroom house. It has always been a two bedroom house. I am a single person. I share this space with another single person who contributes to the monthly expenses of the house.
I have not modified the layout of the house. It remains a two bedroom one bathroom house.
Roughly two weeks ago I received a certified letter from code compliance indicating three violations on my home: two pertaining to my need for a business license and one pertaining to the need for a work permit.
I set up a meeting with William Waters. In that meeting he indicated that the citations were not evidence-based, rather based solely on the claim of a woman name Jessica Teutsch. According to Waters, Teutsch claimed to be my neighbor. I do not recognize her as a neighbor. I do recognize her as a strong and active supporter of my political opposition. As she is a regular attendee at commission meetings, I can see far more connections between Ms. Teutsch and my recent opponent's campaign team than between Ms. Teutsch and me, my neighborhood, and certainly she has never been inside my home.
My interpretation of the doctrine that governs our code department here in Lake Worth is that code violations can only be filed by code enforcement officers (not by residents, commissioners, etc.) and only if said officer witnesses a violation. According to staff, no violation has been witnessed.
>> So, why is the issue still current? Because Ms. Teutsch doesn't accept the fact that code enforcement is not a weapon to be used against people that you don't agree with? If reported accurately, why would William Waters be exploring "other options" with the City Attorney? Again, if no violation was witnessed... Does the department intend to overstep its own regulations to selectively enforce other regulations?
I would frankly expect the other Commissioners and the Mayor to appreciate my position. If this is truly the standard by which the Lake Worth Code Department operates, then anyone who opposes our elected officials could file baseless code complaints against them, forcing them to open their homes to investigation and threatening them with legal prosecution through the special magistrate. In fact, any resident would be open to that level of harassment.
Past commissioners have experienced similar abuses of the Code Department, namely Jennings and Waterman. While some would indicate that the those two women and I have shared similar support, I see another connection: we are/were low wage earners. Like many young people my concept of financial success is in my ability to provide for myself and survive; having all of my needs met and thriving is a goal for the future. I suggest that my opposition is banking on that. They expect that I have and older home that needs repair, that I live on a budget, and that the expense to defend myself against their baseless claims would hinder my ability to be an effective public servant.
Commissioner Scott Maxwell ( who recently stated that slightly more than half of the voting population of the City is "racist", who recently called for staff's disuse of the phrase "affordable housing") has now called for me to be tried in an open commission meeting. I say that this is a violation of my civil rights. I am a commissioner and have taken an oath to govern in the spirit of transparency. But above all I am a human being and I am not obligated to forfeit my right to privacy because someone gets belligerent and demands it. Let me not forget that I am also an American, and not obligated to disprove my guilt.
This situation has shed light on the potential for a city department to be used as a weapon. I hope that can be corrected through this process.

i voted for Ryan, i liked that he was a regular guy
so all he has to do is open his door to code and be "transparent"
Ryan really is making this hard on himself, strange for a guy who has nothing to hide!
You wanna win? let them in!
You did NOT take the time to read and digest what he wrote. He does not have to let a gestapo into his home.
And guess what? he already won--trounced Szerdi as I recall.
I knew it was come down to this theotherside is picking on me. I am just an average Joe. He isn't he Is an Elected Official. You are always saying the Commision works for the people, let see how many people want him to open His Door.
You really want to play the "open the door because we think you have something to hide" game, anon at 9:38? What would we find if Andy Amoroso (or should I say ANDRES ) "opened" his doors, (A lot of porn, we know that, but what else)? What would the ADA say about his shop ? Nobody in a wheelchair could get around, that's for sure. But wait, lets stick strictly to first name only fictitious "neighbors" of Andy/Andres.It has been reported by a "neighbor" of Andy/Andres that he has taken sacks of money into city hall. That the owner of the Kava bar paid him(Andy/Andres) off to keep the cops away from his(the owner of the Kava Bar) drug dens. And that's only the tip of the rumor iceberg with Andy/Andres.He also seems to like to steal other people's boyfriends. Now lets visit the Fictitious "neighbor" of Hamburger boy.Rumor has it that Maxwell was fired from his managers job at Burger King for theft-LOTS of theft! What about the missing computer and cell phone when he left city hall after a past stint as Commissioner??And why is Maxwell's wife not very happy about his many late nights with his "good friend" M.F.?? We could go on and on with rumors, (BTW-does anybody think that Jeff Clemens has about as much use for a wife as Charlie Crist does )?? The rumors are only rumors. Until Kevin from the Post prints them as fact.
Let Maxwell "let them in" Let Maxwell show everybody his employment records at Burger King. Did he have them sealed? UNSEAL THEM !!! BE HONEST, Maxwell !!!!

Is that her child skateboarding alone in the street?
Is she barefoot as well.
Child protective services should be called on this woman. Have the cops already been called to her place last May??? I guess she's too busy hanging with the NAPC's political hit squad to properly take care of her kids. It's really sad the way some kids have to suffer.
You don't have to let code into your home if you don't want to. Take it to a hearing and present your side and have the other person present their side and have a master rule. Ryan is wrong though, anyone can file a complaint with code. Used to be you couldn't file an anonymous complaint, but that doesn't seem to be true anymore.
I seems likely that this complaint is politically motivated, politics in LW is not for the faint of heart. Both sides have engaged in complaints with code, ethics, etc. over the years.
Hopefully Ryan is following the rules.
What does Jessica do for a living? Drink coffee and smoke outside Starbucks? How can I get that job??? No, seriously..what does she do for a living? What is her job? What about Karla Engel?? Let's investigate that.
Hopefully Maxwell, Triolo and Amoroso are following the rules. That's just too stupid for words to hope for that !
Hi Lynn, I am a little confused about your position on this one. Normally I respect your perspective, but this seems off. You regularly complain about property owners who don't maintain their property and that code enforcement doesn't do their job. And you are eternally the watchdog of anyone breaking any rules. But in this case, you call code enforcement the gestapo, which seems contrary to other cases where you say they should do more to enforce the rules. And you regular complain about elected officials not being transparent, but here you seem to support an elected official (who by the way ran on a campaign of transparency) who is refusing to allow the City to investigate a claim against him. If the claim is false, then wouldn't he just say "hey c'mon in and see for yourself..."? Isn't that what an innocent person would do or at least an elected commissioner who is supposed be a model citizen. Innocent people have nothing to hide, but guilty people like to mount a defense through public opinion rather than show the facts. Wouldn't it just be really easy for him to just let them in and look around the house? Isn't every landlord in LW required to have a rental inspection? Mr. Maiyer admits to having a tenant, so this is now a rental property, which requires a rental inspection. That should apply to everyone equally.
Sorry, just trying to understand your difference of position on this one.
As Ryan stated: My interpretation of the doctrine that governs our code department here in Lake Worth is that code violations can only be filed by code enforcement officers (not by residents, commissioners, etc.) and only if said officer witnesses a violation. According to staff, no violation has been witnessed.
This was all POLITICS. According to you, anyone can file a complaint against anyone, true or false, and expect code to then follow-through, walk on their property and be invited into their home. This is against your civil rights and the Constitution of the U.S.
You are innocent until proven guilty. To conjure up a code case towards anyone that is not obvious to the human eye, is malicious and dangerous. I happen to know someone who years ago allowed code officers to enter her home...they even went through her lingerie. She let them in. Her thinking was, well I have nothing to hide. It was an invasion of her rights.
To put it simply, you have rights in this country whether your political opponents want to crush you and take them away from you. People need to be protected, if not, it will happen to you.
If you go to the City web site its obvious that anyone can file a code complaint. Not sure how Ryan interprets this to mean something else. Back a few years ago, people were using code complaints against people they didn't like so the rules were changed so you couldn't make an anonymous complaint but again anyone could file a complaint. It seems like anonymous complaints are now permitted again.
But, back to code. One can be for sound and consistent code enforcement and also be against code being used for political purposes. Our code department is so understaffed it really should be focused on dealing with the very worst properties in the City (and there are plenty so its not like they will run out of things to do). Code should try and stay out of political complaints on both sides, i.e. common ground and now maier and focus on the real code and blight issues we have in this City.
The allegation, as I heard it, was that he divided the house into two apartments and added a bathroom illegally to rent it out. If he is indeed renting it out, he should follow our code and get a rental license. In doing so, he must open the part he is renting up for inspection to make sure it meets minimum housing standards for his renter.
As you can see from the comments above about Andy, Jeff and Scott, as a public official, you are fair game. You should be very transparent.
Ryan chose to run on a platform of truthfulness and transparency. When a citizen reports a code violation and doesn't hide behind anonymity, the code department is obligated to investigate the complaint. And let's not act as if this is a minor violation. Converting a single family residence into a duplex illegally is one BIG reason our city is in the slum and blight business; and it is BIG business. Is the neighborhood zoned for multi residential dwellings? Is there enough parking? Did he install an illegal kitchen also? Enquiring minds want to know.
Like the commenter above at 1:23 pm, it appears to me too that your indignation is somewhat hypocritical. You normally opine that elected officials should be held to a higher standard. Not be above the law, etc. You give Maier a pass. Why?
Ryan's interpretation of the doctrine that governs our code department is wrong. Anyone can file a complaint. If he refuses to let his own code department investigate the complaint, how can he claim to be any better that the worst offenders in the city?
Jessica Douchbag LIED! She does NOT know Ryan, she is NOT his neighbor or even a resident of Lake Worth.Karla Engel was willing to do ANYTHING to discredit RYAN,including talking Jessica Douchbag into filing a false report.Jessica Douchbag has plenty of her own problems. She needs to start looking after her own kid. Douchbag , how many times do your neighbors have to call the cops? Lets ALL go out and file trumped up charges against the Mayor, Maxwell and Andy/Andres Amoroso. Then lets all scream COVER UP if they don't let code onto their properties and into their homes. Lets make sure that channel 12 and channel 5 are there with cameras as the code goes through their properties. Lets make Maxwell show everyone the records from his Burger King job.BTW- does Blackman have a rental license for his roommate???
Geez that Szerdi is a dirty birdie: he got this clueless woman to do his dirty work. He must really be ate up with losing big time! Possibly a desperate vindictive soul.
sorry to go all constitution on ya but the oath they swear BEFORE anyone can make law protects ALL PROPERTY RIGHTS! Ryan is dead on and if anyone wants to abuse another's rights (Nothing to hide BS story) get a judge to issue a warrant!
Here's Szerdi's "Intent" plea
