Yes, when done right... These people are foing to continue to migrate north and because we have a heavy Hispanic population, they can assimilate easily.. So we have to deal with it... We do have positive success stories... Like up in Jupiter with their El Sol Center, which is amongst other things a job center where both workers and people who want to hire day laborers are vetted and registered.
I have used them many times and I have never had a problem. They are hard-working people and grateful for the work that they get. In fact they are often preyed upon by legit us citizens because these people typically don't trust the banking system, and thus handle their affairs in cash. And because I don't want to call attention to their "status", they are very often model citizens of the communities where they live. Why don't you ask Jupiter, if you inquire you will find that they have little problem with this community.
