Under New York City’s public campaign-finance system, that qualifying contribution is matched by the taxpayers at a rate of 8 to 1 on the first $250. A $250 donation can become $2,250 when taxpayers are forced to multiply it eight-to-one.
That is not merely campaign reform. It is ideological leverage. The Regular Democrats thought they built a system they could manage.
