10 Million 2022 California Ballots Unaccounted For, Report Finds
California may have disenfranchised millions of voters in the 2022 primary and general elections, according to a new report from the Public Interest Legal Foundation, an election integrity watchdog group.The report found that 226,250 mail ballots were rejected for various reasons, while election officials failed to account for millions more.
The 2022 midterms marked the first election held since the California Legislature passed and Gov. Gavin Newsom signed AB 37, which required automatically mailing ballots to all active registered voters in the nation’s most populous state.

Sometimes people who get mail-in ballots don't use them or they decide to vote in person.
This isn't a mystery.

I would ask the point of a state sending mail-in ballots to every resident in that state. What is the purpose? If someone requests an absentee ballot, that is a different thing.
I think that they could use a mail-in ballot as well as voting in person. The records are not trusted especially in a state such as California. 226k rejects is a significant amount.
