Nothing surprises me about Lois Frankel and the Democratic Party with their false narrative about the Republican War on Women. It is a degrading insult to women and a ploy by Democrats to get the woman vote.

He made a big to do on his blog using arrows and pointers, etc. and declaring how stupid I am when I wrote that the Beach Fund was NOT an Enterprise Fund after I pointed out his Hudson Holdings friend, John Szerdi's mistake calling it as such at the Hudson Holdings presentation at the Lake Worth Casino Ballroom. He too works for Hudson.
If he were to go to the 2015 Budget, the one in which we are still operating, and go to page 65, it explains our Enterprise funds and what exactly are included there.
According to our financial director, the following explains what is included in our Enterprise funds that are used to account for operations that are financed and operated in a manner similar to a commercial enterprise, where the intent of the Commission is that the costs of providing goods or services to the general public on a continuing basis be financed or recovered primarily through user charges. The City operates the following enterprise funds:

The East Central Regional Water Reclamation Facility (ECRWRF) is funded and governed by a board comprised of the representatives of the entities served by that facility:

Burton and Associates that did the projections says that the five-year rate adjustments proposed by the FY 2015 RSA have been reduced in the FY 2016 RSA because the City was able to secure SRF funding for the 2” water main replacement projects rather than rely on funding from a revenue bond, which had been the assumed strategy in the FY 2015 RSA.
If you recall we were going to spend $14 million to replace all the 2 inch water pipes if the general obligation bond had passed. The SRF loan offered a 30 year financing with substantially lower interest rates. As a result, total debt service expenses of the system decreased, allowing for a reduction to rate adjustments.
The five-year rate adjustment plan developed in the FY 2016 RSA is as follows:

Of course, he was all gung ho in getting all the property owners in debt on their ad valorem for 34 years. He also said that the loan term to ourselves for the casino was changed to 17 year from 13. (We buy our water from West Palm Beach at the beach). NO one on the dais corrected these huge mistakes. Perhaps it's easier to ignore gaffes (there are many from a few on the dais) but unfortunately some in the public will believe them.

Leading with half a brain
Is it possible that most politicians have half a brain? And I am talking about politicians in both Parties. Now we have some governors allowing Muslim refugees to settle in their states believing that they will be vetted properly before their feet touch their soil and that no terrorists will be among them. Nothing worse than a bleeding heart progressive neo-puritan for putting American citizens at risk.
Trump is right when he says that we are being lead by stupid people. This is an Obama program that is being targeted by Islamic terrorists and we are allowing these "refugees" to settle in carefully chosen American communities where they can get the largest amount of U.S. hand-outs. We all know that Obama has more up his sleeve to ruin this country before he leaves office. We have seen him in action over the years by ignoring Congress and just doing what in the hell he wants. Is it possible he could be opening the flood gates to 80,000 Syrians, Pakistanis and Somalians some of whom will most assuredly be terrorists?
Muslim immigration is swelling to 6.2 million according to Breitbart. WND says at least 72 cases have been documented in just the past year of refugees becoming involved in terrorist activity after being brought to the U.S. A Muslim teen was just sentenced to 11 years for supporting and recruiting for ISIS and finding ways for them to fund their activities.

Last night, Commissioner Ryan Maier read an e-mail from Mario E. Motta, M.D. regarding the Siemens contract sent to the local chapter of Dark Skys.
Mario E. Motta, MD is past President of the Massachusetts Medical Society, which publishes the New England Journal of Medicine, (the world's most prestigious medical journal). Dr. Motta currently serves on the American Medical Association's Council of Sciences and Public Health. He is a cardiologist at the North Shore Medical Center in Salem, Massachusetts, and a recent President of the Massachusetts Medical Society (2010). He was elected to serve on the Council of Science and Public health of the AMA, serving in his forth year. Also, he is currently serving as president of the American Association of Variable Star Observers. (AAVSO). He has been very active in the battle on light pollution for many years, and currently a board member of the IDA (International Dark Sky Association)

Last night, the commission was sitting on the dais with a big S (stupid and sold) on their foreheads. To the city administration and four commissioners who voted for it, it was as easy as spending someone else's buck at the Dollar Store.
I still have a million questions that were never brought up nor answered. The city, essentially, will be in a break-even situation. Siemens? Who knows--they're not talking about the millions they will be making off our city. I would think that in any contract, you would know all the details and let the public know what the monetary details are.
With rebates and tax breaks that Siemens will get and the steady climb of electric rates, more and more people believe that Solar is the answer. Even Maxwell, after knowing the electric rates would go up, voted for the Siemens contract. We were sold by a smooth salesman. And we have no idea what's in store for us as Siemens will use sub-contractors--we could have shoddy installation, poor customer service, hidden fees and cost over-runs, a possibility that was brought up by one resident last night.
Once again, this is all about getting pesky issues off the city manager's plate, a commission that is paranoid that we can't progress because of lack of money and a sales pitch that is probably too good to be true. Time will tell. Now we can go on to the next contrived crisis and farm out our casino complex.

Actually Hudson Holdings plays the game better than Peter Willard of Greater Bay. We have always known that Hudson Holdings is heavily into acquisitions--that they saw an historic building right across from the Intracoastal Waterway with a view of the ocean from the top floors and got what they thought was a steal from the bank. John Szerdi is the one who directed them to the property.
Steven Michael [Hudson Holdings principal] said that the company is in negotiations with Curio, a collection of high-end hotels run by Hilton. Curio has the Diplomat Resort & Spa in Hollywood, FL. Who knows what Hudson is really up to. It could have been one "feeler" letter. Even a resident on Facebook said "don't screw this up." People tend to believe anything and that is why they all come to Lake Worth and it all ends up costing us millions.
They haven't started doing anything to the Gulfstream Hotel "because it takes time." A year ago they told us work would begin in 9 months. Now they are saying it will be a year to 18 months. They did finally cut down some shrubs and pruned some trees and picked up trash because of code violations.
Now they want a major zoning change to downtown mixed-use for the parcels as half of the site is now zoned multi-family residential. And as everyone knows, zoning changes are always political. Plus, they want to build to five stories, originally it was six, against the referendum that was won at the polls. It's no skin off their back if the city gets into a lawsuit. And they want control of our casino complex on a long-term lease with development rights. They want all of this to make their package more valuable to them as well as to a possible buyer.
This zoning change request for the Gulfstream Hotel will come before the Historic Resources Planning Board next month. As Wes Blackman recently resigned as chair of this board (now we know why), don't think for a second he has no influence on how this Board will vote for his employer.

Smart Meters, Smart Grid Solutions and the $23 million dollar price tag

First introduced to us on February 10, 2015, Hector Samario told us that he wants a lot of money from the City of Lake Worth. Everyone heads to Lake Worth when they want to save us from ourselves. Is there some list being passed around directing people to come here?
The city manager has been working with Siemens behind the scenes like they are the 2nd coming of Christ, no kidding, and now has them on tonight's agenda under New Business J. City Manager Bornstein has a dream to take Lake Worth into the 21st Century.
The total cost of the project to the City is projected to be $32.5M and the city has to get the approval and closing of a Bank of America equipment lease loan to pay for the equipment and installation costs of $23M. Once funded, the monies will be deposited into an escrow account from which the City will make draws to pay Siemens and make the direct equipment purchases. It seems that the city will be spending nearly $3 million on over 4,000 LED streetlights, $5.5 million on solar panels at our landfill, close to a million on new a/c units, etc. and hold on to your chair, they will be spending right under $13 million for advanced metering infrastructure that includes new smart meters, meters they say aren't really smart meters (that was for the Mayor's benefit) but they are. We just replaced meters.
Siemens wants us to know that the contract does not constitute a debt, liability or obligation?? With Siemens' implementations, such as vending machine sensors at 3 buildings, no kidding, they say we will save money. If the agreed upon energy goals are not met, Siemens pays the shortfall that now will be a 15 year contract. We will have an annual cash flow of $210,666 a year for 15 years on a debt that isn't a debt of $23 million depending on the street light contingency. Wow!
*The City must reasonably permit SIEMENS to control and/or operate all building controls, systems, apparatus, equipment and machinery necessary to perform the Work, subject to CITY operational requirements. In other words, Bornstein wants to turn over the whole enchilada.
This city administration, once again, is going around the people. This time it is $23 million dollars. Have you ever heard of anything quite like it? The city commission can vote you, the taxpayer, into 15 years of commitment by simply voting yea and something that the city manager wants them to do. If they can't get it from a referendum, they will get some of it by at least a 3/2 vote perhaps more. Think about all that power they have over your money on improvements that will be outdated in five years and need constant care and maintenance. We have a big problem just thinking about the word "maintenance."
We have attorneys who really should be advising the city commission on things that could go wrong but the city attorney who is appointed by the commission does what the city manager wants him to do. Do we really need all these "improvements" and spending millions? If anyone on the dais has the slightest doubt tonight, please vote it down. If not, should they all be recalled?

If the agreed upon energy goals are not met, Siemens pays the shortfall that now will be a 15 year contract. We will have an annual cash flow of $210,666 a year for 15 years on a debt that isn't a debt of $23 million depending on the street light contingency. Wow!
*The City must reasonably permit SIEMENS to control and/or operate all building controls, systems, apparatus, equipment and machinery necessary to perform the Work, subject to CITY operational requirements. In other words, Bornstein wants to turn over the whole enchilada.
This city administration, once again, is going around the people. This time it is $23 million dollars. Have you ever heard of anything quite like it? The city commission can vote you, the taxpayer, into 15 years of commitment by simply voting yea and something that the city manager wants them to do. If they can't get it from a referendum, they will get some of it by at least a 3/2 vote perhaps more. Think about all that power they have over your money on improvements that will be outdated in five years and need constant care and maintenance. We have a big problem just thinking about the word "maintenance."
We have attorneys who really should be advising the city commission on things that could go wrong but the city attorney who is appointed by the commission does what the city manager wants him to do. Do we really need all these "improvements" and spending millions? If anyone on the dais has the slightest doubt tonight, please vote it down. If not, should they all be recalled?
