TITLE:
Twelfth Addendum to the Law Enforcement Service Agreement (LESA)

SUMMARY:

The Addendum to the Palm Beach County Sheriff’s office LESA extends our law enforcement services through September 30, 2024. The cost will be $14,386,738.00 with monthly payments of $1,198,894.87 for Fiscal Year 2023 and the cost will be $14,602,539.00 with monthly payments of $1,216,878.25 in Fiscal Year 2024.

BACKGROUND AND JUSTIFICATION:
In FY 2008, the City of Lake Worth Beach (“City”) and the Palm Beach County Sheriff’s Office (“PBSO”) entered into a contract entitled “Agreement for Law Enforcement Services by and between the Palm Beach County Sheriff’s Office and the City of Lake Worth Beach (“LESA”) which provides for all the City’s law enforcement services. The original Agreement has been amended many times allowing for annual increases, as well as additional personnel requested by the City.

In preparation for the PBSO contract renewal consideration, staff met with PBSO officials to discuss the law enforcement services provided by PBSO. PBSO is committed to working with the City to enhance its law enforcement services for the residents that results into a positive impact on the community.

As they have gone up on their contract through 2024, will someone ask them why they won't police our panhandling laws? We will have 82 sworn deputies for Lake Worth and 6 non-sworn.

If our ordinance is in Place it needs to be enforced.

Enforcement is what is lacking. Not only in Lake Worth.

We should have kept our own police department in 2008. Just another big mistake.

There is nothing wrong with PBSO. There is something wrong with society. I was at the gas station at Federal and Lake around 7 PM It's like the Wild West

Any type of civilized society has almost disappeared. Only Martial Law can control this population now.

As Livy said in the First Century AD. "Democracy turns to Anarchy".

The two-party system is largely responsible for this.

I wonder how much it would cost to bring lake Worth Beach Police department back

More than the city could afford to pay, and that is not feasible in any case.

PBSO has the equipment of a small army. What would Lake Worth do? Borrow it from them?

It would be super expensive to convert over...no police cars...no equipment. We do pay for a lot of PBSO services on our county taxes, however. We pay for the police station and all its improvements here in Lake Worth. PBSO charges a small fortune. Still, to this day, I seldom see a patrol car on Lake Osborne Drive. Since 6th Avenue overpass construction has blocked through traffic on Lake Osborne, we will probably never see one down at my end for a few years.

When I drive down Lake Osborne Drive, I don't see much going on, except, I did see a huge number of very large ducks walking toward the lake.

The police can't be expected to get rid of the ducks, but somebody should work on that. I know what kind of a mess they can make.

Ducks are nice around the lake, but not around your house. Unless you have a farmhouse, that is.

A local police force cannot control the crime in this town with it’s growth and changing demographics, we’d be overun with Top 6, Latin Kings and sur13 all over.
We have to pay big dollars because we are a sanctuary city, homeless encampment and fentanyl factory.
We need the experience and facilities PBSO provides, simple.

Actually, I think they were geese, not ducks. They were very large, with long necks. We are overrun with all types of animals because they have no predators.

Only humans have predators these days, and fentanyl is probably the most ferocious.

I completely agree with 8:08. Gone are the days when we could have our local Police Force, and whomever made the decision to contract with PBSO, seems like a visionary now.

I disagree with the "visionary" description. It has cost us a small fortune, over half of our budget and we have zero control on anything.
