According to the Mineral Leasing Act (MLA) and Outer Continental Shelf Lands Act, Joe Biden “lacked any authority” to enact the moratorium on federal oil and gas leasing, according to US District Court for the Western District of Louisiana Judge Terry Doughty, a Trump appointee (OCSLA)."
