The Drama Queen and her Court
The mayor was out of sorts at times, lost her temper and needed nicotine to calm her jumbled nerves...in essence, she had no patience. She had difficulty throughout the meeting getting seconds on motions. I honestly believe it was because of the process before we got to the First Public Hearings...all workshops where there was little discussion other than staff telling the commission what they wanted as well as no public input.
The most important item was the budget and she asked Commissioner McVoy to "enlighten" them on it when he had some questions when the motion failed to get a second. McVoy was extremely concerned about the Self-Insurance Fund Balance and where the money came from, where it was moved from and wants a better explanation when funds are moved. Moving money around should not just be a city manger or finance decision...the commission needs to weigh in and the money trail needs to be followed and documented. This is how we "lost" $12 million dollars during the Paul Boyer city manager days. Maxwell and Triolo tried to shut McVoy down. Financial numbers keep changing, not only on the beach but the electric utility, McVoy charged, and he cannot depend on the numbers coming out of city hall. City Manager Bornstein's explanation was that the "budget is a living document."
Free speech doesn't exist unless you want to put up with abuse. The mayor needs to be cordial to other elected officials. Maier wanted to workshop the LDR ordinance as agreed to by the entire commission in the past. His motion was defeated on a 2/3. Commissioner Maier had to insist that he be heard as his hand was raised to speak before the next motion to accept on the LDR's. She didn't even take the comment card from Jo-Ann Golden on the LDR's and figuratively (a methphor that hopefully she understands and doesn't go ballistic as she did with a photo burning) put her fingers in her ears when she reluctantly allowed our elected commissioner to speak.
I NEVER HEARD THE VOTE TO APPROVE ACCEPTING THE RESOLUTION because - IT DID NOT HAPPEN. McVoy and Maier did not open their mouths as the other three rushed it through. The "visionaries" in their haste to adjourn, wanted to get this over with and the mayor never allowed McVoy and Maier to vote. Therefore, is Ordinance 2015-12 legal?
Triolo had to insist on a second to adjourn the meeting. "Do I have to beg for a 2nd for the motion to adjourn?"

City Manager , Mike Bornstein's fault as he doesn't know how to manager (what qualifications does he have?) and thinks he has to
operate in SECRET
I wasn't there, but it sounds like the youknowwhat is finally hitting the fan. I have felt for a long time that we really need a thorough investigation by an outside party into all our "funny finances" that keep changing on a developers whim and government out of the sunshine. Bornstein is a clear and present danger to representative honest government open to scrutiny. It simply does not stand the light of day that $12 million "disappeared" and now they don't follow proper procedure in a "vote" on the budget. The gang of 3 and Bornstein simply can't be trusted and have their hands on huge amounts of our money with no oversight. Can't we begin a recall for fiduciary recklessness?? I wish we had an Inspector General who was a help to us instead of a rubber stamp for Bornstein's government in the dark.
The Mayor depends entirely what Bornstein (CM) says, that's why the City is failing
.Maxwell, Amoroso, and Triolo spend so much time following the lead of the CM, Bornstein who thinks his job is "Secret Service"
The Mayor needs to resign, she clearly cannot handle the stress. How many times is she going to act like a big baby and storm out or threaten to storm out?
Pam and Scott are both bullies. I don't know why more people don't speak up about their obnoxious and rude behavior. Sometimes I think Scott has lost his mind.
Just because they had the three votes to pass the ldr's,they needed the entire commission to vote.I would say that this should be challenged.
Watch the video - do not believe us - you must see this for yourself! At 4:19:30 the ordinance is read, Ryan makes a motion to workshop (mentions it was unanimous vote prior meeting to do that) and asks why that didn't happen and who brought it back to the agenda w/o a workshop? His motion is seconded by McVoy but motion fails (3/2).
The Mayor continues looking for a motion & 2nd (Andy/Maxwell) and had she looked or even asked our reps for comments BEFORE THE VOTE she would've seen Ryan's hand was up (after Andy made the motion BEFORE Scott 2nd it). Like a Menopausal Bull in a china shop she ignores all to get what she wants - a vote she knows will go her (Hudson Holdings?) way and you can hear Ryan (over the vote being illegally taken) say he wanted to comment and his hand was up to do so. Instead of seeing her mistake in not following the rules to allow our reps to comment she declares the vote has been taken but has it? The Yea's were there, she asked for the opposed but I didn't hear any or see Ryan or Christopher's lips move...She's taken the oath of office 2x now - did she forget what she SWORE TO DO & what Rules she'd Obey?
The Law of the Land - The Constitution (ARTICLE IV Section 4) CLEARLY SAYS:
"The United States shall guarantee to every State in this Union a republican form of government"...republican means 'representative' and she's rolling like a TYRANT!

It isn't cheap or easy but I will donate if you will do it.
Ryan has a bad habit of not being timely with his opprtunity to comment, and when he uses this tactic of a very pregnant pause for dramatic effect he risks missing his window to vote or comment...
He did not utter his 'nay' vote and as such it's just like he abstained or was absent...
Instead of the grandstanding and making an unpleasant face like he either swallow a bug or has to fart he would be better served, as we would be, if he chimed in more quickly.
As far as the Mayor goes, heck I was frustrated by all 4 boys on the Dais... (And I'm not condoning her brief departure for a pee break or to smoke) with Maxwell not wanting to increase parking rates at the beach nor raising electric rates, Amoroso not wanting to rate electric but reminding the commission of the consensus they reached and the need to raise beach parking rates by a quarter to help cover the added expense of more life guards, etc; then McVoy wanting to insert a (previously unheard by the public) rate hike in electric rates... And Maier following McVo s lead like they talked about it before the commission meeting (can you say Florida Sunshine Law violation).
For those who left early...State law requires all municipalities to pass a balanced budget before the end of September or risk getting cut off from state and county money as well as not being able to levy taxes.
McVoy just couldn't get it that LW has a law on the books that did not allow for his last minute attempt to raise electric rates on us, and to add insult to injury, he tried to skirt around the publics ability to be informed about his boondoggle idea to raise rates. ITS THE LAW McVoy !!!
As much as some complain about City Manager Borenztein, at least he was able to get the parties to negotiate a revisit in 6 months to the electric and beach parking rate issue... And finally get to a place where they could vote.. 3-2 for the budget around 11pm.
So I guess the 2 nays (McVoy & Maier) will now have to explain why they want to raise our electric rates without giving me or you the opportunity or courtesy of proper notice as required!
1. Ryan doesn't have ANY bad habits. The mayor has a bad habit at not looking around to see whose hand is up to speak.
2. You can't abstain. The mayor did not ask for any NAYS. ryan interjected that he had his hand up to speak.
3. He is not the one who makes unpleasant faces. In fact, he is very pleasant and always smiling. You have unpleasant faces confused with Maxwell and Triolo.
4. The rate hikes were presented at one of the workshops. Where were you? This commission knew damn well that this was going to cost the city money.
5. We know about the importance of passing budgets.
6. The electric rates were already presented by the electric utility department, the city manager and Burton & Associates. This was not at the last minute. Let's get more meetings during the budget process where the public can speak.
7. You are wrong about revisiting the beach and electric rates in 6 months. The final motion on this was to revisit the parking in 6 months ONLY. Bornstein did try to get them (the visionaries) to their senses.
8. The proper notice, as you put it, was this first public hearing. Were you there? Did you know about it? If not, why not? What does Maier and Mcvoy have to explain to you other than what I have already written about? We are going to lose tons of money for what this commission did and Maier and Mcvoy had nothing to do with that.
And please don't come over here and be crude by using ugly descriptions to make your point. If you do it again, I will not post it.
