As Commissioner cara Jennings insisted on being responsible for the final Site Plan negotiations with Palm Beach County fot the County grant, I don't understand Ms Mcnamara's vitrol directed toward Commissioner Maxwell.
Also, didn't mayor Drautz and Commissioner Jennings vote to award the RFP to Greater Bay?
As previously stated, it was NOT a Grant. It was bond money that the taxpayers of LW have been paying for since 2004.
Secondly, NO you are wrong again. Jennings and Drautz did NOT vote for Greater Bay. It was Lowe, Burns and Vespo. Only two responded to the ad regarding our beach with Peter Willard getting the vote.

Either there is a communications problem or we have different definitions.
The RFP that Mayor Drautz initiated for the Casino Project had only 1 reponse that offered to take Financial Responsibility for the Development, Construction, leasing and management of the Casino. The RFP response by GB was approved unanimously by the Commission in 2006, including Mayor Drautz and Commissioner Jennings.
The Grant from PBC came from a Bond issue, but was awarded to municipalities in grant Form so that certain restrictions could follow the use of the funds. If LW didn't meet certain requirements of PBC, the money could have been given to other municipalities who had applied for it.
Take financial responsibility--ok. GB was the only company considered by the commission.
On July 27, 2006, the entire commission approved on the agreed terms of the GB beach redevelopment and they directed staff to prepare a development agreement and land lease. It also directed staff to negotiate an interlocal agreement with PB County for the beach project funds.
It was after all of these agreements were drawn up that problems were identified and got the people up in arms. The people, you know, the guys who pay the taxes and whose beach it is, have a right to bring up issues. When ther4e are no responses or it becomes a political football, sometimes they take action. We did.
You are correct on the bond money although I don't know what you mean about in the "form of a grant." I spoke in front of the PB County Commission on the bond and the extension. it was always use it or lose it.
Prior to July 27, 2006, I believe the Commission directed that Staff procure from Greater Bay the RFP required information that was not in their original RFP response.
I further believe that Staff submitted the add’l info received from GB and then received the unanimous Commission direction to negotiate the contracts.
Do you know if the due diligence was performed by Staff or was it part of the Contract with the City hired Consultant, Cory Gorman?

On July 24, there was a meeting in the conference room with Wes Blackman as moderator. Paul Boyer was present as were Willard, Steele, and Toner of Greater Bay. Modifications were made based on their discussions of May 24 and 25th. A final set of business terms were agreed to on July 25th immediately after the lunch break. this is when we LOST the pool to Willard as Boyer negotiated it away. Casey, Ciklin Attorneys, Bruce Alexander and Robert Crane waited for the commission vote on the 27th in order to finalize the legal documents. the commissioners agreed to them. We all know what happened next.
