We need to designate a couple of parking spaces for motorcycles

Why should motorcycles get special treatment? They are a vehicle same as a car.If they can find an open space they should park in it,same as a car. The city and PBSO need to boot and haul away the Kava bar advertising vehicles constantly taking up parking spaces on Lake Ave.

I don't get the motorcycle regulation. Why two to a spot? You can often park many more and why limit it, seems like by parking more than two to a spot they free up spots for cars.

If you have to park adjacent (running with the curb) to the curb, only two motorcycles will fit back to back. I would suspect that this is the rationale otherwise you have motorcycles parking in any manner they choose like the photo above.
