“One City”
Aside from the Mayor and Commissioners, I am the only other person in our community who is immersed on a daily basis in all the difficult problems we face as a City. While we live in paradise, there are many issues and most times we creatively come up with an effective, efficient and legal way to deal with them. However, sometimes we fail to get beyond the legal authority granted to us by state law and/or our limited resources due to our financial condition.
As City Manager, I also get to fully appreciate the tremendous value of what we are and what we have as a community. Lake Worth citizens: the friends, families, neighbors, business owners and visitors who inhabit and enjoy the many wonderful places, buildings and shared spaces each day are what really make Lake Worth that special place. It is truly a place to call home and unlike any other in the county.
The City employees who serve the citizens are also special. I have often said that the City staff is like a crew in a lifeboat. They are so busy rowing to keep things moving each day you sometimes do not realize that they are also very busy patching holes in the hull and fixing the rudder as they row. Some days are better than others, but every day is a blessing and I am deeply honored to work for and with people who are dedicated to doing their best for this community.
I regularly receive questions and comments about issues ranging from potholes to sober houses. In most cases our issues are not unique to Lake Worth as cities across the state are dealing with the same ones. We share our ideas through organizations such as the League of Cities and from working with them it becomes evident that all cities must consider two important factors. The first is the limits set by external entities such as the federal or state laws, and, secondly, the resources necessary to pay for a solution if one is possible.
For example, in dealing with sober homes, cities are prohibited by the Federal Americans with Disabilities Act (ADA) and the Fair Housing Act from enacting laws that treat them differently than any other type of rental. Thinking with common sense may lead you to believe that these are businesses operating in residential areas with potential negative impacts when operated by unscrupulous owners. You may ask, “Why doesn’t the City require a special license or prohibit them altogether?” The simple answer is that as long as Congress considers a person with an addiction as protected under law, the City is greatly limited in our response. Instead, we must work with our state and federal leaders to figure out how to creatively and legally mitigate the impacts while also working for changes to the laws.
As for problems like potholes and the poor condition of our streets throughout the City, the fact is that there is not enough money to cover the costs. The money currently available for streets just pays to patch potholes, make small repairs, and do an occasional project in coordination with a utility project that must be done under the pavement. Citizens ask about grant money and there is only one source for residential streets called a Community Development Block Grant (CDBG). It is based on our poverty rate, which is around 30%. The Commission has been investing this money into Greenway and roadway projects such as 10th Avenue South and the upcoming Barton Road and Tropical Drive project. Again, we are coordinating with a much needed water line replacement project there. The CDBG grant is approximately $250,000 a year, so it is nowhere enough to solve the problem citywide which would require well over $50 million just to catch up.
These two examples demonstrate that the issues you see are much more involved and complicated than a simple answer will address. As the representatives of the City Organization, we are problem solvers by nature and we much prefer to be a part of the solution instead of being seen as unhelpful or unwilling. Many times when I get a chance to sit and discuss the details of an issue, residents start to understand a more comprehensive approach is required. To this point, the City needs to do a better job of getting important information into your hands. As Citizens, you have a much greater ability to engage other levels of government, to help make decisions on how to fund needed improvements, and to find creative solutions beyond the City’s capability to address.
In the past couple of years we have developed a new website, created a newsletter insert in the utility bill, set up a Twitter account, and most recently started an email newsletter and an online electric utility map to check outages. In the coming year we will be working to open more lines of communication by creating a Facebook page. We are also exploring specialized online engagement for people who do not attend meetings, improved surveys, and more traditional town hall meetings across the City. Solutions to the issues that concern you start with you getting involved. We are committed to doing a better job of giving you all the information you need to understand the issues and to provide input.
Lake Worth is known for how passionate the citizens are about our City. As City Manager, I believe that what joins us is greater than anything that separates us. While sometimes extreme points of view dominate the discussion, most everyone I see genuinely cares about our City, its future, and wants the best for all. We face many challenges in the coming years and the only way we will be able to meet them is by seeking out the points where we agree and working through those areas where we do not agree as a community.
We are well on our way of being the best version of ourselves – One City.

This is too little, too late, CM. You cut off communication with the public/residents/voters the moment you took the job. No more monthly CM updates, lots of secret meetings with commissioners, more "consent agenda" less public comments at meetings, etc, etc.
After writing this carefully worded memo about how great you are... staff & employees are ok (the ones still remaining) --thanks to your fabulous guidance! No doubt PBPost will print your opinion as fact. What else is new?
Meanwhile, assume your next step is to polish your resume. In March the people will vote & current majority commission will change & you'll get the boot (not if, but when...) and you'll get a golden parachute, so congrats!
LW residents need a change at City Hall & that includes you, dear Mike, a self-proclaimed PIRATE, who has lived up to that ugly & brutal image by ripping off our city for your own profit!

Stop all these stupid memberships where you pay thousands of dollars. The League of Cities is a joke in some ways. Stop putting money into a big piece of dirt, the POC. Take care of basics instead of what you're doing. Get people to show up for work occasionally and do their jobs.
You are doing things to get citizens more involved? When we do get involved, like asking a simple question, we don't get answers or returned calls, or anything from you. You really want us to go away. What happened to the heights vote?
Folks- there is no need for ANY candidate forums. Mr. Bornstein answered many of the questions on the minds of the voters and why this commission is not responsible for any of it and why they are not responsible for the state of the city. Of course, the commission blames all past commissions for the present condition of the city but they themselves are 100% absolved. Good going, City mgr.
To the ill-informed anonymous poster at 9:44 AM who made among other rants; “Stop putting money into a piece of dirt, the POC.”
Do you have the slightest idea about the investment activity that is going on in the Park of Commerce, (POC).?Obviously not. A developer in July of this year from Sacramento, CA bought 18 acres of that “dirt” for over $4,800,000.00 and are going to build 250,000 square feet of industrial warehouse space. In September this year a developer paid $1,392,000.00 for 5.4 acres of POC “dirt”. Last year a business bought a 1 acre piece of “dirt” in the POC and built a 5,000 square foot distribution warehouse that in 2014 was on the tax roll for $71,000.00 and today is on the tax roll for over $680,000.00. Why has that piece of “dirt” that was annexed into the city years ago and sat vacant and under-valued all those years and now is being bought and developed and added to the tax rolls at almost 7 times the former assessed value? The answer is, for the first time in years LW has shown some consistency, predictability and stability at city hall. I know some anonymous posters don’t want to hear this or see LW start to see progress and development happening here. That’s why at every opportunity comments will be made about how they don’t approve of the work our mayor, commission and city management are doing, but many in this town are glad to see it. Look at all the positive comments on the city managers message on most of the LW FB pages made by people with their picture and name attached have said on this same posting from city hall.

"Questions for the forum will be formulated and finalized by delegated members of the NAPC, who may solicit proposed questions from their Neighborhood Association membership prior to the forum in any way they choose, i.e. via their email distribution lists, at a neighborhood meeting, via committee formed for that purpose, etc. Questions will not be taken from the audience at the forum. The NAPC is deeply committed to presenting an informative and fair opportunity for our neighbors to hear from our candidates on relevant issues before the City. Under no circumstances will the NAPC provide candidates or anyone else with a list of finalized questions prior to the event."
They announced this at the 12.8.15 at LW City Commission meeting.
Which NA's have asked for questions and why are the questions secret?

I do not/would not participate in the local NA - personal choice but I
am a registered voter and would like to know who are the 'delegated' ones

For a non-political group who states:

Mike is long winded and talks in circles so your eyes roll back in your head and you wish he'd just shut up. It's as if he knows this and does it on purpose.
The plan is to spend $15 million improving the POC in three phases. As I recall, the bond information provided to us had (upon voter approval) an immediate spend of $11 million.
Let's do a rough ROI calculation, since the city has never provided any calculation of ROI on our investment and please correct me if I'm wrong.
Let's conservatively imagine that our new POC parcel owner improves the property to $10,000,000 value. Not likely, unless they're building luxury townhomes, but we're being conservative here.
(10,000,000/1000) X 5.4945 = 54,945
A property valued at $10M will generate $54,945 in tax revenue to the city annually.
$11,000,000/$54,945 = 200
It will take 200 years for a property of that value to generate enough revenue for the city to break even on its $11M investment. Or, 200 properties valued at $10M for one year. Or, 20 properties valued at $10M for 10 years. You get the idea, right?
And that's at present value. So the adjusted time will be longer, right? I'm curious to know what people think about that calculation and timeline.

Suzanne, why don't you put on your own candidate forum so you can ask the questions YOU want answered. You have displayed and reiterate that you don't play well with others and so wanting to put your two cents into a forum put on by people you don't want to associate with is not going to happen.
This is the NAPC's forum and they should run it as they wish. Without YOUR opinion of what is word salads or your impression of what should or should not be asked. I can assure you that the board of the NAPC takes this very seriously and wants put on a very informative forum.
If you don't want to get involved in your own neighborhood association, maybe you should review your own mindset. These ARE your neighbors after all.
The County and other entities take approximately 35% of that projected return, leaving Lake Worth with considerably less than the projected ROI.
300 years may be a more accurate forecast.
Laurel, there must be other contributing factors that go into whether a ROI is worth it. If you are to only look at the increase in property tax revenue, you fail to take into consideration a multitude of ancillary revenue to the city from increased property values of nearby properties, employment opportunities, the value of the "commerce" that will be taking place within our borders and not some other forward thinking community. Everything from restaurants and sandwich shops where new employees will buy their lunches.
Leave it to you and your buddies to turn a positive into a negative all because you don't want ANY development. Maybe the whole park of commerce should have become a big chicken farm like Cara suggested.

The local agenda is just that - an agenda with unchallenged

The NAPC said it would be doing NO MORE DEBATES after they REFUSED to have a debate about the 63 million cash grab "bond issue".
The NAPC is suppose to be be representing the people of Lake Worth.
Ms. Squires has a right to ask how the questions will be formulated.

I didn't turn it into a positive or a negative. I simply presented a calculation and asked for people's opinions. Sounds like you think the financial ROI aspect is a negative. Maybe that's why the city hasn't given us any numbers other than what we're going to spend.
The "multitude of ancillary revenue to the city" has to be the weakest argument I've heard so far. Sandwich shops? Really? Since when does an industrial park next door increase property values? I personally don't consider investing $11 million into an industrial park where we own not one property to be forward thinking. Can't blame you for not wanting to put your name on *that* bunch of tripe. Happy New Year!!
So it sure sounds like the bond issue will be a favorite project again. Seeing as how we are too broke to even fix potholes and presently contribute one third of our city income to POC; Oh my--this must be a necessity. And I presume our favorite "conduit", CM will not be including his secret meetings with the gang of 3 under his interpretation of the Sunshine Law. Oh dear me, I might be sounding like one of those terrible "small but vocal" minorities they talk about. What's a citizen to do??
How many potholes could have been filled with all the money wasted by Mayor Triolo, Vice-Mayor Maxwell and Cmr. Amoroso going on trips at taxpayer expense. Airfares, hotels, food and drink for this unholy trios' vacations amount to a figure near $100,000.
It's time for a clean sweep of this arrogant, irresponsible, mis-representative group.
