Hi Commissioner McVoy,
Happy New Year to you as well! I apologize for the delay in getting back to you; we have been incredibly busy with the audit, new ERP implementation, and budget preparations, to say the least. I was able to gather the information you requested from our financial advisors in a draft form (please see the attached document).
I'm pleased to report that we are definitely better off compared to prior years. Using your rating scale, I would say the City is able to pay its bills, provided that property taxes and transfers/franchise fees from utilities are not adversely affected by upcoming legislation bills. It’s also important to note that the penny sales tax ended in December 2025, which impacts future CIP projects that would have to rely on other funding sources.
Thanks,
Yannick Ngendahayo
