The Supreme Court may have clipped one branch of President Trump’s tariff authority, but it did not uproot the tree.

In Learning Resources, Inc. v. Trump, the justices ruled that IEEPA cannot be used as a shortcut to impose tariffs overnight.

That is a procedural slowdown, not a policy surrender. The Court did not strike down Section 232, Section 301, Section 122, or any of the trade statutes that presidents have used for decades.

The headlines screamed “limits.” The reality is that leverage remains. Trump still has tools, timelines, and negotiating power—just routed through different statutory lanes.
