The duties of such Board are spelled out and can be adhered to by culturally evolved persons,i.e, with good upbringing background and socially evolved behaviour.

A well mannered person (not with manners acquired in the streets)
will have no difficulty,behaving accordingly.
Is there a problem with a certain element which forced their own equal in charge of their local Board?
It does not pay our taxes, nor does it have any significance to the highest tax payers of Lake Worth, especially with common street element's type behaviour and actions! That element creates a social dam.
