I think the whole policy was ill-advised. Anyone who was against the stay at home orders, was seen as an ogre. But, in hindsight, it is painfully obvious that the outbreaks came from travel from China. The quarantines should have been strategic to the affected areas.
Now, however, you have this situation in the NY Subways, for which somebody should hang.
Likewise, the nursing homes, who always get the worst of it, once again, nobody will be charged with negligence, which it clearly is, and they will just dance away from it as though the older people just brought the virus in with them, in their pockets.
