Guam is an island in Micronesia in the Pacific Ocean that is part of the United States. It is a territory and not one of the 50 U.S. States. So, under the above scenario by China, if Kim launches missiles that surround Guam but are in international waters, it is not an attack!?!?

Certainly, China would not allow South Korea to send missiles its way along with promises of nuking Beijing while the U.S. kept still about the provocation.
