Discrimination at some California schools?

Black males in some of the California school districts are being punished with suspensions at rates that are unacceptable, says the NAAPC. 20% of the black male population in Sacramento has been suspended.

In the most liberal state in the country, this is difficult to imagine that anyone is discriminating against Blacks. The article does not mention how a student deserves suspension.

This issue is the same as many of the other social injustice issues here. it is like the babies in the river, why are people throwing so many babies in the river? Can we save them? Should we go upstream to find out the root to all of this? There is a reason for it all, we need to find out why. Will we ever do anything about it all? or just keep wondering why there are so many babies thrown in the river? Will we ever go upstream to investigate what is causing this? There is a reason for all of this. Our society has so much injustice. So much discrimination. It is hard to break this cycle and it started so many years ago.
