Florida's environment under attack from GOP

Gov. Scott, the Legislature and House Republicans in Washington are taking direct aim at Florida's environment.

The Sierra Club and other groups sued the Environmental Protection Agency to enforce the Clean Water Act in Florida. This lawsuit resulted in the establishment of numeric standards ­­- a verifiable standard that can be monitored and met to improve and maintain water quality.

The governor and the U.S. House are moving in the opposite direction. The House, through an amendment proposed by Rep. Tom Rooney, R-Tequesta, would end funding for the EPA's establishment of the nutrient standards. The Legislature seeks to repeal requirements to verify that septic tanks work properly, to repeal the law to abolish ocean outfalls and to reduce environmental planning by cutting funding for the Department of Community Affairs. It plans to reduce impact fees that prevent taxpayers from being charged for the costs of development, such as new roads. Further, the Legislature would do away with regulations that protect us from over-development.

Florida does not have too little development; it has too much. Last year, more land was approved for development than the size of Everglades National Park, even though Florida still has 80,000 vacant houses due to foreclosure. The best way to improve property values is to reduce development and to rehab vacant houses. This would increase employment and improve the real estate market. Let's get the governor to move in the right direction. Protect the environment and create jobs.

Tonight's Moon


The average distance between the Earth and the moon is about 238,000 miles. While looking at the Moon, it seems like you could almost touch it.

If you think tonight's Moon is spectacular, tomorrow night will be even better, brighter and orange.

Sarah Watson, of PressOfAtlanticCity.com writes, If you're out along the Boardwalk, or anywhere else along the coast, at 7:28 p.m. Saturday, the rising full moon may seem like it's been polished a little brighter and grown a bit.

That's because the moon will be closer to the Earth than it typically is during a full moon. It's an unusual lunar event in which the moon is full just as it comes closest to the Earth in its orbit.

Public Corruption Case in Palm Beach County

Public corruption in Palm Beach County nets thirteen in a case called "Dirty Water."

"Operation "Dirty Water" found that an engineering contractor supplied municipal and county employees with Caribbean cruises, hunting trips to Michigan, expensive jewelry and $500 Home Depot gift cards, among other things, in exchange for water and sewer contracts."

One of the 13 mentioned is Danny Derringer. The article describes him as a former employee of West Palm Beach. As I understand it, he was fired from WPB for taking bribes. After that, the investigation started. He is a graduate of Lake Worth High School, class of 1979, and I have been told that he receives a pension from the City of Lake Worth after 20 years of employment here.

Greater Lake Worth Chamber of Commerce


At Tuesday's meeting, the question was asked--"What is our relationship with the Chamber?" No one quite knew how to answer it. We know that they are political and I personally object that they get any tax dollars or services derived from tax dollars from the City of Lake Worth. We also know that both the Chamber and the City have a common interest in attracting businesses here.

The Chamber, however, must think that they have a cozy relationship and are in bed with us. It seems that the Chamber is in arrears and owes the City unpaid invoices of approximately $4,000. They want the City to settle with them for $1,000... 25 cents on the $1.00! It will come back at a regularly scheduled Agenda item for discussion and a vote.

If it is determined at a meeting that our relationship is at arm's length and that we have no intimate relationship and that the City is not a charity, and that people who engage us to provide a service must pay for that service, then there is no option for the city commission but to demand payment. Did Beth Johnston take lessons from her predecessor? The City is a pushover and all you need to do is ask and you will receive?

I used to love California. I lived there at one time. It was progressive and exciting. Now it has nothing but problems and illegals are free to cross over its borders and thanks to the liberals, they enjoy the same privileges as citizens.

The politicians ruined this beautiful State. It thought they needed the illegals to do all the farm labor (something Florida's new Agriculture Commissioner, Adam H. Putnam, believes too) and consequently looked the other way. Look what has happened. California has been run over and it is bankrupt and it's no wonder. Now its Higher Education Committee approved two bills on Tuesday allowing college students who are in the state illegally to receive financial aid.

Even though Arnold Schwarzenegger, former Republican Governor, had vetoed the Dream Act three times, the politicians and the college students, most of whom have never held a job, know better I guess. There was even on-line voting and they went wild.

Dubbed the California Dream Act, AB130 , it allows illegal immigrants to receive privately funded college scholarships. AB131 allows them to receive taxpayer-funded financial aid such as Cal Grants. Read about it here.

Allen West at Forum Club

At Noon today, Rep. Allen West will appear before the Forum Club of the Palm Beaches. The meeting will be held at the Cohen Pavilion at the Kravis Center, 701 Okeechobee Blvd., West Palm Beach. It has been reported that the event is a sell-out with over 600 tickets sold @ $50 a ticket for non-members.

Retired Congressman, Clay Shaw, will be honored for his 25 years of service. Shaw represented the same district as does West.

Casino and the City Manager's Report

"The date of May 7th has been set for the Beach/Casino Project Groundbreaking. The event will consist of the traditional groundbreaking ceremony and fun filled community activities to commemorate this momentous occasion."

The City Commission has one heck of a nerve approving Staff's proposal of spending money on a ground-breaking event. This is a ridiculous waste of taxpayer money. Grrr@#$%^

The Casino tenants have been informed that the final move out date prior to the commencement of construction will be May 31st as they had requested to stay in place for Memorial Day weekend. The Casino Dairy Store has fallen behind in it’s rent. The City delivered a letter to the store indicating that unless the deficiency is corrected by the end of the month that further legal action will be taken. Amount due $4,716.59. Do you think we will get the rent? Lots of luck.

This information came from the City Manager's Report. On Tuesday night, she asked the Commission if they thought it was necessary to continue her weekly report that she implemented soon after her job began...it took a lot of work...wondered if people even read it. Staff has always complained about "work" and they want all of us to provide generous retirement benefits and wages. Just another thing the City wants to eliminate to keep the public totally uninformed.

Merit Pay Bill passes in State House

The Florida House has approved SB 736 with a vote of 80 to 39. The vote went according to Party Lines with only one Democrat voting for the Bill. It was NOT Jeff Clemens. He must believe that lousy teachers should get the same raise as an excellent teacher.

The controversial bill approves a merit pay plan for teachers and ends tenure for new hires. Gov. Rick Scott says that he will sign the Bill.

Well now, your attitude while speaking at the lectern in front of the city commission must be more reserved and respectful. You will be able to say essentially the same things if you speak softly. I have never heard anyone use profanity while addressing the Dais unless it was James Addison when he said "shit" when referring to the finished CRA product on 6th Avenue South for $5.8 million. I am surprised that he didn't expand the expletive.

The other two occasions were when a former city commissioner, Bo Allen, spoke when Mark Drautz was Mayor. He was just plain UGLY as well as very threatening and the other was when socialist Ana Rodriguez stormed the lectern calling Commissioner Maxwell a racist and every ugly threatening word in the book. Those two were the scariest and the most repulsive in my memory. These situations are extremely rare.

So, I don't really understand why this was passed last night on a 4/0 vote (Commissioner Maxwell was in Washington, DC spending taxpayer money at The League of Cities Conference, the group that shows cities how to sue its citizens) unless it is the fact that the commission just plain does not want to hear ANYTHING that conflicts with their thinking or they just do what they are told to do by the city manager. They don't want any negative remarks directed to them personally. It is difficult to take sometimes when people don't see or understand your point. That happens to all of us at times. It can be frustrating and not all of us can sound off and write blogs. Speaking at the dais is sometimes the only way to get a face-to-face meeting.

We now have to be careful in the way in which we speak; our comments are NOT even in the Minutes because the City Clerk just does not have the time anymore; and, are you ready for this?????????... A good source told me that the city now has installed security cameras filming us as we enter the building and while we are speaking in front of the Commission. The City didn't get its way on red-light cameras at intersections so I guess this is the next best thing without the revenue, only an expense.

BIG SISTER is not only limiting our free speech but watching our every move.

So, we will now be more "civil" and that, of course, will still be subjective. No one really knows what "fighting" words mean. One example is the following court case--

Chaplinsky, a Jehovah's Witness, had purportedly told a New Hampshire town marshal who was attempting to prevent him from preaching "You are a God-damned racketeer" and "a damned fascist and was arrested. The court upheld the arrest. Now I am not sure if it was the use of the word "damn" or calling someone a racketeer or a Fascist. (Source--Wikipedia)

You can still burn the U.S. Flag, however. Which is more offensive? The public stating its beliefs and being animated from time to time or burning the U.S. flag? I think we know the answer.

Lake Worth gets demand from FEMA for Payment

The most shocking statement from the city commission meeting was made at the end by the city manager.

Hurricane Frances destroyed the Lake Worth Pier. It remained damaged for approximately 4 years. If you recall, years later we eventually got things cleared with FEMA and began to rebuild. We received funds from FEMA (Federal Emergency Management Agency) for the hurricane damage to our Pier during the time when Paul Boyer was the city manager. Back then, the current year's expenditures included $487,000 in FEMA related costs which had occurred in the prior year. The accountants stated then that the amount recorded was incorrect--that the revenue recorded did not correlate to the expenditures incurred.

Also $250,000 received was recorded in the general fund rather than in the electric and water funds where the related expense occurred. This entire topic was dropped from discussion by Staff and by the then city commission and all subsequent city commissions. Dropped and discarded.

The City was put on notice by our external auditors that there were accounting errors with the FEMA money. One of the things you must do is back up the receivables from FEMA with receipts. Guess what? The city manager now says that the city can not produce the receipts and FEMA wants us to reimburse them $1.2 million.

There were a few things of interest at last night's city commission meeting and surprisingly, it was the answers from the commissioners that were derived from the public speaking. I will touch on one for the moment.

Everyone who was here in October 2005 remembers Wilma. The eye actually went over Lake Worth. It caused a lot of damage. Our electric was out for 12.5 days. "Luckily" we had a contract with Utility Lines Construction Services, Inc. and Rayco Industries, Inc. for emergency line restoration services. We contract with them every year for which I am aware...maybe still do.

That leads into this--when I was talking about the budget and asking the commission to be cognizant of the small expenditures (something Jessica Plotkin had told them at the FAB joint meeting) as well as all of the expenditures, I specifically mentioned the $34,000 membership to FMEA, (Florida Municipal Electric Association and the lobbying arm of FMPA). Not to get into specifics, the jist was to knock off the unnecessary spending and to question everything that came before them--was it necessary and if so, was it necessary THIS YEAR, a year that has been declared a financial urgency.

I got a reply about the membership--"We needed it and it sends us emergency crew in time of a hurricane."

When asking the past Utility Task Force Chairman, Bill Coakley, this is what he had to say--

We still pay for housing for seminars like the twelve thousand we spent a few years ago in addition to the $35,000. It's a waste of money that we can't afford any more. It's a private country club jamboree with the same information presented to the same folks. And as far as hurricane relief goes, if FMEA was so great... why did Stanley hire 29 people (who had never seen our system) to come in and do an evaluation of it after Francis or Wilma? Why was all or nearly all of the hurricane work previously done by contractors who are always available like Rayco and Utility Lines as we saw in the last group of hurricanes. They come from all over.

It's just another pleasant waste of money that indulges utility staff that at this point doesn't need indulgence. FMEA does help with legal issues affecting FMPA and municipal power companies but how many of those have there been during the past X number of years we've been paying hundreds of thousands of dollars. See, if they are going to lower utility rates they have to draw the line here. They can develop a hurricane plan. They don't need FMEA for that. errrrrr(&^%$##@

Brad and Emily, The Bachelor Final


It was a special final. Emily was my choice from the start. She was the perfect, or so it seemed, match for Brad Womack--quiet and sweet and knock out gorgeous. She won the final rose but she can't get over that Brad was making out with all the other girls during the show up until the final elimination. (It's just a show Emily!) She also needs grief counseling for the loss of her boyfriend of 6 years ago who died in a plane crash and is the father of her daughter. Until she does these two things and can move forward with her life with a guy who loves her, it's all over...splitsville for Brad and Emily.

If were Brad, I would be mad too. You have to wonder why she came on the show.
