The United States Senate passed a resolution Thursday by unanimous consent to dock senators' pay during any future government shutdown, a move that came only after two record-setting funding lapses left federal workers scrambling and Americans fuming at a Congress that kept cashing its own checks.

The measure, sponsored by Louisiana Republican Sen. John Kennedy, advanced Wednesday with a 99-0 vote before final adoption the following day. Under the resolution, senators' salaries will be held in escrow whenever a shutdown affects one or more federal agencies. The money gets released only after funding is restored.

It is a narrow fix to a broad problem. But for the first time, senators will face at least a taste of the financial disruption they have inflicted on millions of government employees through repeated failures to fund the agencies they oversee.

Kennedy, speaking on the Senate floor, did not mince words. As the Daily Mail reported, the Louisiana senator laid out the record bluntly:

"We ought to hide our heads in a bag. It's got to stop. Shutting down government, it should not be our default solution to our refusal to work out our issues and our differences."

"This is about shared sacrifice. If senators are going to vote to shut down the government and prevent millions of federal workers from getting paid, they ought to have the same skin in the game."

Trump spoke while flying from Palm Beach International Airport back to Washington, framing the shutdown as a consequence of Democratic obstruction on voter ID, proof-of-citizenship requirements, and immigration enforcement.

He also claimed a string of economic and public safety wins for his administration, pointing to low inflation and falling fuel costs.

The Department of Homeland Security shut down at midnight Friday after Congress failed to pass either a full-year funding bill or even a two-week temporary extension. And where were your elected representatives when the lights went out?

Fox News reported that eleven senators were on their way to Germany for the Munich Security Conference — a beer-friendly gathering about European defense — while the actual defense of the United States went unfunded.

The optics alone would be devastating for any institution that still cared about optics. But Congress long ago stopped pretending.

At least a handful of House Democrats, including Rep. Alexandria Ocasio-Cortez, also made the trip. House rules technically prohibit official congressional delegations during a shutdown — a detail that apparently troubled no one enough to stay home.

House Appropriations Committee Chair Tom Cole didn't mince words during a hearing on the shutdown's impact:

"I'm sure Munich is a great place. I've been there many times. The beer is outstanding. But we don't need to go to a defense conference someplace in Europe when we're not taking care of the defense of the United States of America."

"This bill is a great victory for the American people," he said at the White House signing ceremony.

"Instead of a bloated and wasteful omnibus monstrosity full of special interest handouts, we've succeeded in passing a fiscally responsible package that actually cuts wasteful federal spending while supporting critical programs for the safety, security and prosperity of the American people," he added.

The legislation will fully fund five sectors of the federal government through the end of the fiscal year while extending funding for the Department of Homeland Security (DHS) until Feb. 13. Despite its advancement, the bill faced significant Democratic opposition, including from party leadership.

House Speaker Mike Johnson (R-Louisiana) said Sunday that he is “confident” he will have enough support from Republicans in the House conference to end the partial government shutdown by Tuesday.

In an interview with NBC News’s “Meet the Press,” Johnson said the House will vote to reopen the government “at least by Tuesday.”

“We have a logistical challenge of getting everyone in town, and because of the conversation I had with Hakeem Jeffries, I know that we’ve got to pass a rule and probably do this mostly on our own,” Johnson said, referring to the minority leader as he looked to blame Democrats for the second shutdown of President Donald Trump’s second administration, which began early Saturday.

Democrats have a problem with Trump administration’s immigration policies, including the Department of Homeland Security. The department houses U.S. Customs and Border Protection, Immigration and Customs Enforcement, and the Federal Emergency Management Agency.

US Economy Created 119,000 New Jobs in September, Topping Market Estimates

The latest nonfarm payrolls report is the first monthly jobs data since August

“As a result, the establishment survey collection rate (80.2 percent) for this initial release of September 2025 data is higher than usual,” the BLS stated.

Health care led payroll gains, adding 43,000 jobs in September, and was followed by food services and drinking places (37,000) and social assistance (14,000), according to the Nov. 20 report.

Federal government employment maintained its downward trend, sliding by 3,000 jobs. In total, federal payrolls are down by 97,000 jobs this year.

Wage growth was mixed in September, with average hourly earnings rising by 0.2 percent and remaining unchanged year over year at 3.8 percent, according to the BLS report.

The labor force participation rate edged up to 62.4 percent, with average weekly hours remaining flat at 34.2. Full-time employment perked up in September, surging by 673,000. Conversely, part-time work in September declined by 573,000.

Stocks rocketed following the September jobs report. The blue-chip Dow Jones Industrial Average and the tech-driven Nasdaq Composite Index surged by about 400 points. The broader S&P 500 climbed by almost 100 points, or 1.5 percent.

The government shutdown—the longest on record—prevented federal agencies from collecting and reporting key economic data, including the employment situation.

Yesterday, President Trump signed a government funding bill to officially end the (Schumer Shutdown), the longest shutdown in history after 43 days.

Trump signed legislation in the Oval Office, where he placed blame for the shutdown on Democrats while surrounded by Republicans lawmakers and other GOP officials.

“Today we are sending a clear message that we will never give in to extortion, because that’s what it was,” Trump said.

Speaker Mike Johnson (R-La.), House Majority Leader Steve Scalise (R-La.), House Republican Conference Chair Lisa McClain (R-Mich.) and other lawmakers joined Trump in the Oval Office. Republican megadonor Ken Griffin and former New Hampshire Gov. Chris Sununu (R) , who now leads an airline lobbying group, were also in the room.

The Senate voted earlier this week, 60-40, to pass a bill to fund military construction, veterans’ affairs, the Department of Agriculture and the legislative branch through Sept. 30, and the rest of government through Jan. 30. Eight Democrats joined with 52 Republicans to meet the 60-vote threshold and send the bill to the House.

The House passed the bill on Wednesday in its first chamber-wide vote in nearly two months. The vote in the lower chamber was 222-209, with six Democrats joining all but two Republicans to support the measure.

The bill reverses widespread layoffs of federal employees the White House sought to carry out during the shutdown, and it includes protections to prevent future layoffs until early next year, at the earliest.
