Vote NO on Lake Worth's General Obligation Bond

No New Property Taxes!
Vote No on Bonds

Citizen’s Against Unfair Taxation (CAUT) supports neighborhood road repair, but opposes the Nov. 8th bond measure.

City leaders insist the only way to pay for road repair is to increase property taxes by issuing $40 million in general obligation bonds. CAUT disagrees. Saddling property owners with $69 million in bond repayments over the next thirty years is overly burdensome. Establishing a “pavement preservation” program to extend the life of streets in good condition and seeking grants for road reconstruction is a strategy CAUT supports.

Vote against the November 8th road bonds

Here’s why:
  • If voters approve the bond measure, Lake Worth property owners will repay the bonds through adjustable ad valorem taxes. Lake Worth already has the 5th highest property tax rate of 38 cities in Palm Beach County; if the bond measure passes, Lake Worth will have the dubious distinction of being number one.
  • The city’s tax calculation estimator assumes yearly property value increases. A real estate bust cycle puts your property at risk, as every property in the city is offered as collateral to secure bonds.
  • Higher property taxes discourage business investment.
  • There is a disturbing lack of information as to what type of neighborhood roads the city envisions. The city makes no commitments to preserve existing neighborhood bike lanes, enhance traffic calming, or prioritize the safety of vulnerable users on our neighborhood streets.
  • Don’t assume that your neighborhood road will be repaired if the bond passes. City officials state that only 29.72 percent of neighborhood roads will be repaired with $40 million!
  • Taxpayers are obligated to repay $69 million for the $40 million bond package. That’s a 72 percent penalty for paying for roads through bonds.
  • While the city directs bond money at “worst first” streets, city officials make no commitment to invest in inexpensive “pavement preservation” repairs, such as crack sealing and chip sealing, to ensure “smoother, longer lasting pavements.” *
  • The city’s “worst first” bond measure strategy is inherently flawed simply because for every dollar spent on pavement preservation, the city would “save six to ten dollars” that would otherwise be spent on future road “rehabilitation, or reconstruction.” ** This by itself is reason enough to vote AGAINST the 2016 road bond measure.

Why the General Obligation Bond Failed in Lake Worth

Comment Up

The blog below by Katie Mcgiveron, Chair of the C.A.U.T Pac that helped defeat the General Obligation bond in 2014, is in response to the Wes Blackman opinion as stated on his blog: Unfortunately for the public, what's missing in the article [PBPost] is the reason why we're in this predicament in the first place. And that's all thanks to a bond vote that failed in 2014. The reporter briefly mentions the failed bond vote but not the reason it failed by just 25 votes. He goes on to say it was the PAC and hypocrites and offers that as the reason why we have potholes.

Katie Mcgiveron

Why was the 20/20 bond of 2014 such a bad idea for Lake Worth? Let me count the ways. Setting the Record Straight

This was an initial $63.5 million dollar cash grab that by the end of thirty years would have cost taxpayers in Lake Worth over $131 million dollars. Even the best made road has a life span of about fifteen years--So thirty years of debt to pay off roads that might, on a good day, last half of that time.

This bond was pushed as a “Don’t you want your potholes fixed?” necessity. When, in fact, only 30% of the existing roads in Lake Worth would have been resurfaced. Maybe. There were absolutely NO guarantees on how ANY of this bond money would REALLY have been spent.(FEMA,anyone)?

$9,600,000 was earmarked for the Park of Commerce, privately owned land that the city does not even own. Citizens asked for a 'smaller roads only bond' but they were ignored.

$2,075,000 would have gone to pay for a project manager. And, shockingly, each Commissioner would have been given $800,000 to hand out at their own discretion on “neighborhood enhancements”. Hmmmm, really?

$18,510,000 would have been taken from the city reserves, and another 2 million would have been grabbed from the Electric Utility Bond.

These figures came from the CITY’S OWN LITERATURE. Somebody in charge was very unhappy that the public was being told of the REAL cost of this bond. (As opposed to the ridiculous cup of coffee and a burger comparison that Commissioner Maxwell was pushing). For telling the truth, the finance director at the time was fired.

The bond was a thirty year UNCAPPED tax lien on every residence and business in the city. The Commission had already voted to increase both the water and sewer rates. The UNCAPPED bond lien would have been added on top of these increased rates. Lake Worth could have become the highest taxed city, by far, in all of Palm Beach County. As fed up residents and businesses moved out of Lake Worth, the 20/20 bond noose would have gotten tighter and tighter around the necks of the remaining residents and businesses.

With this kind of a pay day at stake, it was no surprise that the City Commission would go to almost any lengths to get the 20/20 bond passed. There were supposed to be two city wide workshops on this issue. The city only held one. From July 1st 2014 until August 19th 2014, OVER A MONTH right before the election, there were NO CITY COMMISSION MEETINGS. This was so that the residents had no chance to speak publicly on the issue and the press had no chance to publish those comments.

A one sided propaganda fest was held at the Lake Worth Playhouse. Citizens against the bond were not invited or allowed to speak. The election was to be held August 26th during the summer to ensure a low voter turnout. The city stole $50,000 of tax payer money to pay for campaign propaganda pushing this cash grab. The Lake Worth Yes Pac was formed to help the city in their efforts. It raised $20,000. My Citizens Against Unfair Taxation PAC was formed to get the real truth about this bond fiasco out to the residents of Lake Worth. We had a total of about $6,000 to fight with. Not much when you’re fighting $70,000 worth of misinformation. And by the way, on the behalf of the people of Lake Worth, give us our $50,000 back!

Even the Palm Beach Post knew what a disaster this would have been for Lake Worth. From an article on 8/12/14- “Under the plan, property tax rates could rise by 35%, making Lake Worth’s rate by far the county’s highest. The resulting jolt to the city’s economy will likely drive up rents for businesses and renters, which could lead to some businesses closing or looking elsewhere to open up.”

Also from the Post 8/12/14-“The $63 million loan would be more than twice the city’s annual operating budget, and repaying it would require huge property tax increases on its residents.”

The city stuck their hands down our pants and stole $50,000 from us to convince us that they were broke and needed $63,000,000 [MILLION], because they were broke. There was no plan “B” in place to fix our roads in case the bond did fail. Why not? Because this was about fixing things, MANY things in Lake Worth, but our roads were not one of them.

They're Baaaaaaack!

Comment Up

Around Summer of 2014 when this PAC was stumping for the City of Lake Worth including (Scott Maxwell, Pam Triolo and Andy Amoroso), they raised over $19,950 to get the General Obligation Bond passed, part of Lake Worth 2020.  Money helps but it isn't everything--Lake Worth YES Pac thinks it is. $50,000 wasn't enough for this group back then, money used by the City to "educate" the voters on why we needed to vote ourselves into debt.  The PAC raised $19,950,00 more.  It has to make everyone sit up and take notice--spending $70,000 to win an election is not about potholes. It's too bad that at the time every voter did not know about this obscene amount of money to put the property owners in debt for 34 years. But all we needed was one vote to defeat them and we got 25.

Then on top of the insult, the City made a big deal out of the vote trying every attempt they could muster to dishonor it.  This commission, to this day, says we lied. We beat them on principle with little money.

Some of their contributors back then were:
  • $5,000: Marty Welfeld, Parrot Cove resident. He and his wife, still in the game, have given to all three incumbents for the March 15, 2016 election of $2,000 each.
  • $1,000: Friends of Mark Foley, former Congressman who sent suggestive emails and sexually explicit instant messages to teenage boys who had formerly served and were at that time serving as Congressional pages. He's still in the game too and the last I heard, trying to reinvent himself...he has given $500 each to all three incumbents running in March, Maxwell, Triolo and Amoroso.
  • $2,000: Southern Waste Systems, the company that dumped all sorts of questionable stuff on our landfill and was involved in suspicious campaign contributions to a resident who was fined by the elections commission for accepting them. Still in the game--Mayor Pam Triolo accepted a $500 contribution from one of their companies for her March re-election.
  • $1,000: Weiner, Lynn and Thompson LLC in Delray, municipal and county land development zoning regulation lawyers. Who knows what their claim to fame is but they are from DELRAY, that should tell us something.
  • $1,500: Hudson Holdings Lake Worth LLC, an investment holding and development company in DELRAY that had recently bought The Gulfstream Hotel at that time. We know that they're still in the game, waiting in the wings to see what happens on March 15. They still want our beach complex and this trio of Maxwell, Triolo and Amoroso want to give it to them.
  • $1,400: In-kind contribution from a community affairs manager for printing.
  • $2,000: Committee for a Prosperous Florida PAC--Jeff Clemens...who the heck knows what he's doing.
Back in 2014 when this PAC was formed the following were the members:
  1. Chair Herman Robinson who is also a political appointee by the Mayor to the Historic Resource Preservation Board and acts as Chair
  2. Treasurer Nadine Burns
  3. Greg Rice, Public Relations for the PAC and a political appointee and now Chair to the Planning & Zoning Board.
The interest of this PAC at that time was "Advocacy for passage of the Lake Worth Ballot Question of 08/26/14." Don't know what it is now but I am sure it fits their bill like getting these incumbents re-elected.

Today, the Chair and Treasurer is Peggy Fisher, the always serious looking woman who usually sits in the back row at city commission meetings and screamed in my ear one evening at city hall. She too is a political appointee of Scott Maxwell's to the Electric Utility Advisory Board. At the time of the bond election, Ms. Fisher filed a complaint with Tallahassee against the opposing PAC, Citizens Against Unfair Taxation because it did not have a registered agent. Of course, the Palm Beach County Supervisor's office never told them that they needed one.

Quote of the Day - Serge Jerome

Comment Up
"We have to raise the tax base.  We need to bring more revenue into the city.  Every time the city tries to do something like bring in more revenue, we have some people that are completely against it; they are against anything that will increase any property value...they are always going to find some reason to say is isn't going to happen and they don't want to increase our tax base in any way. But then, when code enforcement comes up or infrastructure comes up, they are going to be the first ones to raise their hands about all the issues we have."

~ Serge Jerome, Candidate for District 2

The question that was posed to the candidates at South Palm Park was, "What is your opinion of our current code enforcement and what would you do differently?" The candidates need to listen to the question and answer it.

Mr. Jerome did say that we needed to raise the tax base but gave no solutions.  His remarks were right out of the Scott Maxwell playbill.  This present commission, that never listens to the people, has been attempting to grab your cash. Mr. Jerome should be talking to the PAC Chair of Citizens Against Unfair Taxation and get the other side of the story if he really wants to represent all of the people as he says he does.

Street Financing Meeting Lake Worth

Comment Up
Katie McGiveron
Chair of Citizens Against Unfair Taxation
"The length of the bond will last longer than the roads."

The bond financing meeting was held last night at Compass and the turn-out was fair considering that very few voters among the 15,000 ever turn out for anything. Then again, it was not advertised well and should have been included in the electric bill where it would have reached everyone in the city. The only reporter there was Margaret Menge of the Lake Worth Tribune along with two local bloggers. It has to make me wonder if this too was planned by the city.

Lake Worth finally admitted that they could ask the voters to approve smaller bond increments, something they would not do the first time around as they knew it would be much more difficult asking for the cash for  subsequent bond approvals. They tried to tell us that they can't be specific as to where this money will be allocated.

Ginny Powell said that there are grants that will take care of road repairs and that Lake Worth should apply. Another resident, Michael Fox, suggested a Citizens Review board to give oversight.  Sounds good in theory but it would end up political like everything else. Peter Timm was still sticking to his point of assessing everyone the same within the city. Bill Hoffman asked how the city could equitably apply the debt. Businessman John Rinaldi asked, "What do you really need and how badly do you need it?" Elise Latorre stated that the city should get its house in order--"cleanup your own house first before you ask me for more money."

One of the ideas that was presented by resident Marcas Kelly was to sell off our golf course.  People have been suggesting this for years (developer oriented interests) but thank God that the course is deed restricted. All money in the capital improvement that was allocated for new greens was stopped in 2011. The course was in an Enterprise Fund and there were so many charges against the golf course that there was no way it could climb out of the hole. They love to always say that our golf course is not making money. Back in 2011, Staff took the golf course out of the Enterprise Fund and moved it to a Revenue Fund giving it a chance to survive. This was a great decision made by our former Finance Director, Steve Carr. At one of our commission meetings it was reported by Juan Ruiz that the golf course is just about breaking even.

As resident Tammy Panza said, "We are in agreement--we need to fix the roads."  But I ask, why then did the city reduce the roads maintenance line item by cutting it in half. The Public Works Director recently stated the budget is around $500,000 with $200,00 a year going to roads maintenance and $300,000 to lighting.

So, the conclusion of the night was:
City still wants to grab the cash
The cash grab could be in smaller increments
Everyone wants the city to fix the potholes
People are not willing to turn over any amount of cash to this commission until they have assurances how and where the money will be spent.  There was a half-hearted acceptance of a smaller bond that could/might be approved by the voters.

Click here... talking about potholes and the fact that the bond lost only by 25 votes.  What he failed to mention was that the city had $50,000 of taxpayer money to use on their campaign plus another PAC with $20,000 in its coffers whereas the Citizens Against Unfair Taxation had about $6,000 with only a handful of people walking door to door.  Let's get an even playing field.

"The $60 million dollar bond to fix the roads failed by just 25 votes in the recent election. The city takes that close count as a good sign.

Now, officials are using that virtually split vote as a springboard and asking for help, looking to those who live there to offer ideas on how to pay for improvements."

All the city needs to do is 2 percent better than its last effort.

They failed to mention David and Goliath

Comment Up

I would suppose that 'they" have to blame it on something for losing the general obligation bond referendum.  Today it is voter apathy.

The Palm Beach Post editorials (that no longer have a name attached to their opinion), are nothing more than anonymous commentary and sometimes just take potshots as is the case of today's editorial.  They blamed the low turnout in the Primary election to voter apathy.  Perhaps that is exactly what it was...what it always is especially in Primary elections.  But the month of August had a lot to do with low turnout.  Snowbirds are still in the north and people who live here year-round just are not in residence. I would suppose that this was a city strategy.

It bemoaned the fact that we voted down the need to fix our roads and infrastructure by basically putting 1/3rd of the property owners in debt for 34 years on road repairs that would last less than half that time. They failed to mention the multi-millions going into private property to attract development that might never occur. Do they have any conception of how much money $63,500,000.00 is? They never once mentioned the bad timing of this bond, the rate of poverty, unemployment and a city struggling to rise from the ashes of a terrible recession. Never once did they, just like the City of Lake Worth, listen or even seek the other side of the argument which might have explained why this was defeated last Tuesday.

They said that by not voting we ceded our "basic democratic responsibility to those able to move voting blocks: Big-money donors, clandestine political operatives, unions."  Let me be clear about this--It was not Citizens Against Unfair Taxation that had big money donors, political operatives or union money. But the City, with all its clout, had all of these things. They never mentioned the humongous and expensive campaign put on by the city using taxpayer money to win this which divided resident against resident. They never once mentioned David and Goliath.

Quotes of the Day - The General Obligation Bond was Not Meant to Be

Comment Up
"I think they played a dangerous game of Russian Roulette with every business and property owner."
~ Katie McGiveron, Chair Citizens Against Unfair Taxation PAC

"Those people would have voted 'no' .  They're just against everything. I'm emotional on the issue because it would have been  a step forward for the people who need it the most. Some people voted selfishly."
~ Herman Robinson, Chair Lake Worth YES PAC

"This city has been more about politics than about progress.  My job just got harder because I don't have the money for the roads and infrastructure."
~ Mayor Pam Triolo

Commissioner Amoroso said that the city has some big problems and I agree. Amoroso was just asking for the basics to be done.  If just getting the "basics done" is going to cost $131 million, a figure that the city failed to reveal,  then we DO have a problem. When you can have 30 public meetings to push forth an agenda to re-do roads and infrastructure in our poverty ridden city that is crawling out of a major recession with high unemployment, then it was not meant to be.  Taking $50,000 of taxpayer money to push your message forward, collude with a PAC formed to help you along to ensure a vote FOR, the tax was not meant to be. When you can produce document after document supporting your greedy agenda, have meeting after meeting, and spend hundreds upon hundreds of dollars as well as thousands of dollars on staff time to push this forward on the property owners for 34 years, it was not meant to be.

Those who believe that some group was behind the AGAINST vote just to be against something is sadly mistaken. The group was a handful of people (the majority of whom were senior citizens) with little money and resources that brought the message to the people by walking door to door and giving them the facts of the matter, something the city failed to do.

Personally I do not believe there was any lesson to be learned here by the city.  They will  continue to trample on the residents in order to get their way.

Foes blame Lake Worth for over-reaching with $63.5 million bond issue.

Lake Worth Bond Referendum

Comment Up

Winning at any cost sometimes backfires. And sometimes there is a small group of volunteers who can make a difference and overcome insurmountable odds.

The Palm Beach Post reported that Lake Worth bond appears to be rejected, pending provisional votes. But as we all know, the Bullies in this city want and expect to get their way. They don't take "no" for an answer. But one thing of which I am certain, the city is divided. The other thing that I know, without any doubt, if CAUT had more volunteers and more money, this election would not have been close. Volunteers did what they could whereas the city blitzed the electorate over and over again.

The money difference was mind blowing:

The city in all its desperation voted itself $50,000 of taxpayer money to campaign. Along with a PAC that was formed to help them out in advocacy, the total was $69,950.00 with $1,650.49 in In-Kind contributions.  They spent $45.36 per voter to capture 49.58%.

Citizens Against Unfair taxation had a total of $6,230.42 of which $1,007.13 was In-Kind contributions that covered paper, ink and graphic design. It spent $3.97 per voter to win 50.42%. In my precinct, 3078, the AGAINST vote won by 67%.

Now there will be screaming and shouting and people demanding a re-count and camping out at the Supervisor of Elections door, scrutinizing the provisional ballots looking for any little thing that could turn this election in their favor. More city taxpayer money will be invested in its legal team to see just what in heck they can do to reverse this shocking end.

It just proves that every vote does count and the message needs to be heard, not just one side of it.  To all of those with whom we spoke one-on-one during the hottest weather in years, we are forever grateful for understanding the facts and can only hope that the city will now listen to the people.  And just think, Scott Maxwell won't have to leave meetings early to walk the streets and knock on doors of those with AGAINST signs, undermining our effort with his political clout and power.

The outcome of this election gives a message to the city that it screwed up and should have given the voters a more reasonable plan with a shorter term and it should have been open and honest, but it wanted to win and it came close. And just think what CAUT could have done by the city allowing debate and on an even playing field.

Lake Worth Herald

Comment Up

Maybe Mark Easton, third generation publisher of the Lake Worth Herald, must have read the Palm Beach Post wherein it stated:

"Under the plan, (Lake Worth 2020) property taxes rates could rise by 35 percent, making Lake Worth's rate by far the county's highest. The resulting jolt to the city's economy will likely drive up rents for businesses and renters, which could lead to some businesses closing or looking elsewhere to open up." Palm Beach Post, August 12, 2014

"...Underneath that surface, the flaws aren’t hard to find: high taxes, high crime, high poverty, low education, low city employee morale...just to start the list." Palm Beach Post, June 26, 2013

It is too bad that a newspaper, so biased as the Lake Worth Herald, can with a straight face, accuse those against the general obligation bond of lying and "scaring the hell out of unsuspecting voters" never giving one example to support the outrageous allegations.

Easton came down unfairly hard with his snide Pelican Pete statement (without mentioning his name mind you but everyone involved in the bond issue knows who he was speaking about) on successful businessman Dennis Dorsey, a Lake Worth High School graduate, who has done so much for this city and who is Treasurer of Citizens Against Unfair Taxation PAC.  Easton has even gone so far as to tell those who are opposing this huge money-grab to either "love it (Lake Worth)  or leave it."  I have been in Lake Worth since 7th grade...I do love it and do not want to see debt that is so exhorbitant that could very possibly put us in a precarious and dangerous situation, not only for our city but residents and businesses alike. A smaller amount of money was asked for (about 1/3rd the existing bond amount) but the city wouldn't hear of it.

Political "Street Walker"

Comment Up

Walking the streets--knocking on doors--in order to educate the voters on this tax increase. We ran into one woman who voted early and she voted for the bonds. Her explanation: "I'm 72 so what the hell." This is the type of voter the city is seeking. This is why they hired Information Alliance in order to steer their campaign to the low information voters or those who don't give a squat because of age or property value or because they are renters who do not pay tax. That's basically their base along with a few of those "deserving to be admired" stormtroopers, so I don't know why the city had to hire a firm out of Utah to tell them that.

Vote AGAINST bonds

Urgente!
Estimado vecino,

¡Gracias!

To our Finnish Friends - Vote Against Bonds in Lake Worth

Comment Up

TÄRKEÄÄ!!!!

Rakas Naapuri!

  1. Lake Worthin asukkaat voivat päätyä maksamaan korkeimmat verot koko Palm Beach Piirikunnassa.
  2. Tiekunnostuksia ja infrastruktuuria KAIKILLE? Totuus näkyy Lake Worthin Kaupungin Internet sivustolta. Siellä sanotaan selvästi, että ainoastaan 30% teistä korjataan bondeista saatavalla rahoituksella.
  3. 63.5 miljoonaa, korot ja lainanhoitokulut mukaanluettuina tulevat maksamaan Lake Worthin asukkaille 131 miljoonaa 30 vuoden takaisinmaksun aikana.

ELOKUUN 26. PÄIVÄNÄ ÄÄNESTYSPAIKAT OVAT AUKEAVAT KELLO SEITSEMÄN AAMULLA, JA OVAT AVOINNA ILTASEITSEMÄÄN.

ÄÄNESTÄ BONDIESITYSTÄ VASTAAN!

KIITOS

Sunday's Rainbow

A single ray of light contains the seven colors of the rainbow and so does the human spirit, which reveals itself through seven degrees of consciousness according to this post on Facebook.Sounds good to me!

As Citizens Against Unfair Taxation started its campaign on Sunday to enlighten all of those who will be voting on the General Obligation bond that will put a stronghold on all property owners for over 30 years, this rainbow was a telltale sign of the reward that awaits at the end of the rainbow on August 26th--NO new taxes..
