Zemel, Pell and Houchins support limits on information gathering and special press access. The question of whether a president may revoke existing White House credentials brings another precedent directly into play: Sherrill v. Knight. The D.C. Circuit held that established White House press access cannot be denied ARBITRARILY or through content-based criteria, and required procedural protections.
