America’s oil supply depends on what happens after crude leaves the ground. Refining is a national-security issue, connecting fuel production with financing, equipment, storage, and transportation.

The historical distinction matters: EIA identifies Garyville, opened in 1977, as America’s newest refinery with significant downstream processing capacity. Smaller refineries have opened since, and existing facilities have expanded.
