Trump makes Rubio's national security adviser role permanent, formalizing historic dual appointment

President Trump signed a commission permanently installing Marco Rubio as national security adviser while Rubio keeps his post as Secretary of State, making him only the second person in American history to hold both jobs at once.

A White House official confirmed the signing, which The Hill reported on Monday. Rubio had been serving in the national security adviser role on an acting basis since May 2025, when Trump tapped him to replace Mike Waltz.

President Donald Trump replaced Mike Waltz as National Security Adviser in May 2025 following a high-profile messaging scandal, political pressure from conservative activists, and internal West Wing friction, as reported by outlets like the BBC. Trump subsequently nominated Waltz to serve as the U.S. Ambassador to the United Nations and appointed Secretary of State Marco Rubio as the interim national security adviser.

The formal commission ends more than sixteen months of interim status and cements a consolidation of foreign-policy authority that has no modern precedent outside the Nixon era.

The last person to serve simultaneously as Secretary of State and national security adviser was Henry Kissinger, who held both titles from 1973 to 1975 under President Nixon. Rubio now joins that short list of one.
