HB 59 – Growth Management

All counties and municipalities in Florida must adopt local government comprehensive plans that guide future growth and development.
 
Comprehensive plans contain chapters or “elements” that address topics to be considered when enacting changes to the plan. Absent from the list of mandated elements is an element that would require that private property rights be considered.
 
HB 59 would require all counties and municipalities to adopt a property rights element in their comprehensive plans. As strong defenders of private property rights, the Republican Liberty Caucus of Florida supports HB 59.
 
This bill will be heard in the House State Affairs Committee on Wednesday, March 10th at 3:15 PM.

I never do well with adobe.

My concern is that these bills always have two sides to them. If you read one paragraph, they give you something, and in the next paragraph, they take it away.

How do you interpret it?
