Lake Worth Beach

It doesn't yet look like $11 or is it 13 million bucks but then we're not finished. The Gateways never looked like $15 million bucks even to this day.

This spot will house a series of canopies in case you get
 "hot" at the beach.

This will be all grass. Will we have an irrigation system at the beach?
With the saltwater air and the wind, this will be interesting.

The John Szerdi designed bathroom pavilion. Will they be re-doing the old bathrooms near the new Casino? It's unbelievable that these bathrooms got dropped from the beach renovations. And just think, something that was not going to cost the taxpayers one dime, will cost nearly $2 million more.

Citizen volunteers and qualified candidates are getting harder to find

Comment Up

I would imagine that serving on a volunteer board can be a rewarding experience or the biggest frustration of one's life.

It seems that Boynton Beach has similar problems to Lake Worth when it comes to even finding volunteers for city boards.  What do you expect when you volunteer your time to help your city?  Cooperation from staff, as a starter. Respect from the city commission for another. And of course, appreciation. Often times you get none of these.

Certain boards need information in order to make judgment calls and give recommendations to the commission they serve. Time and time again as a spectator, I had to witness the Finance Advisory Board going round and round and trying to jump through hoops, getting no where slow. Seldom were they given any information needed to make the call. It became a joke of the first order. Good people resigned, one stating she had better things to do with her time. Mary Lindsey, Chair of the Electrical Utility Advisory board, recently resigned citing no reasons. Sometimes reasons are best left unsaid or way too complicated for explanation.

Certain boards are hard to fill. With others, there is a mile long waiting line for appointment, such as the PZ and the CRA. These boards wield the power or the money or both and they are highly political. The CRA does not have to answer to the City Commission. They can virtually do what they want and generally have control over a lot of money.

We had an excellent Planning/Zoning board until this trio commission of Maxwell, Triolo and Amoroso decided they wanted to stop this board in its tracks as it, as well as the community  sustainability director, recommended low heights in the city. The former Planning/Zoning board also valued the single family neighborhoods. The board members were all removed to allow the trio city commission to proceed with its agenda of 65 feet in the downtown and the up-zoning of the Pinecrest single family neighborhood as examples of the commission's Mack truck and disrespectful approach.

Who wants to volunteer for any city board when the city you are volunteering for is so dysfunctional and treats volunteers or its entire citizenry, for that matter, with no respect? It is no wonder that we have a difficult time finding qualified candidates to serve or run for office.

The one thing where Boynton Beach is ahead of Lake Worth--they can't hire or fire a city manager without a supermajority vote. Lake Worth needs to take the politics out of this decision.

Liberals picking on Paul Ryan's age?

Comment Up
The Democrats are always looking to divert from the real issues facing our country. Our economy is down the tubes and they bring up Paul Ryan's age?

Now they are talking about whether or not Paul Ryan, 42, is too young to be Vice President of the United States.  Click here for President qualifications.

Following are past Presidents of the United States all elected while in their 40's:

John F. Kennedy (age 43 years, 236 days).
Ulysses Grant was 46.
James Polk, 49
Franklin Pierce, 48
James Garfield, 49
Grover Cleveland, 47
Theodore Roosevelt, 42
Bill Clinton, 46
Barack Obama, 47

What will the liberals be harping on next?  Is Paul Ryan too smart?  Too conservative?  Too fiscally responsible?  Is he too buff?

Artur Davis to speak tonight at the RNC

Comment Up

Scotty Starnes says,
The racist, and separatist, Congressional Black Caucus will not tolerate someone with the same skin tone of Obama to criticize him. This group is the most racist and corrupt inside of Congress. Numerous members have been brought up on ethics charges (Rangel, Waters, Hastings, Richardson) and openly admit their racism. The head of the CBC, Emanuel Clevers (D-Mo), stated the CBC would be marching on the White House if not for the fact that Obama was African-American. Black unemployment is only a problem for white presidents, according to the CBC. The CBC can not stand when one of their own sees the light and open racism that embraces the group."

Tune in to the RNC tonight during the 9pm hour and listen to former Representative Artur Davis, an American politician and attorney who changed his party affiliation from the Democratic to the Republican Party in 2012. Davis served in the United States House of Representatives representing Alabama's 7th congressional district from 2003 to 2011. He was also a candidate for governor of Alabama in the 2010 Democratic Gubernatorial Primary.

Davis was an early supporter of Barack Obama's 2008 bid for the presidency, and one of the national co-chairs for Obama's 2008 campaign. Known for his oratorical skills, Davis made one of the nominating speeches for Obama at the 2008 Democratic National Convention. Tonight you will find out why he no longer supports Obama.

Anarchist Cara Jennings at the Republican National Convention

Comment Up
UPDATE BELOW

Cara Jennings, anarchist from Lake Worth and Allen West's nemesis and one who loves to harass anyone who is not a liberal or a socialist, is in Tampa attempting to disrupt the Republican National Convention with protests against fiscal conservatives. She obviously wants bigger government and to be cared for from cradle to grave. She is a voter outreach organizer for Palm Beach County. Now she is getting paid to do what she used to do for free...socialism at its hypocrisy.

The protesters expected 5,000 to show up but here Jennings gives the weather as an excuse for the few hundred who actually arrived in Tampa to cause havoc at a peaceful Republican convention. "Cara Jennings, of Lake Worth, said the massive police presence had scared away some demonstrators. They’ve militarized Tampa. The chilling effect has succeeded, said Jennings, a voter outreach organizer in Palm Beach County."

Well good. If protecting innocent citizens from anarchists, one of whom was found armed yesterday, is "chilling," then we are really in a topsy turvy country.

On Abandoned Houses and Open-Ended Contracts

Comment Up

The ugly view of abandoned homes is really getting worse by the day. More and more homes fall in disrepair -- and nobody seems to care. And despite the attempts of code enforcement to fight these ugly land marks, it is like fighting windmills.

Second only to Detroit in the number of vacant homes, 6.7%, it's been a year since Palm Beach County began requiring banks to pay $150 to register their foreclosures. Nearly $1.4 million has been collected, and officers slogging through foreclosure inventory are happy to now know who to contact when a property sours.

This article describes another attempt of code enforcement to solve this problem.Source:  Cyber Citizens for Justice

Foreclosure registry aids code enforcement, but can't overcome all obstacles

And we certainly agree that we need to "clean up this mess." However, this is not the fault of any city commissioner nor is it the fault of any commission. It is also not the fault of staff (because of open-ended contracts) as the local newspaper wants to suggest.

Open ended contracts were given to some employees which means that the City Manager can fire at will without cause, and there is no waiting until a contract expires to rid the city of a non-union worker. At-will means that an employer can terminate an employee at any time for any reason, except an illegal one, or for no reason without incurring legal liability.  Likewise, an employee is free to leave a job at any time for any or no reason with no adverse legal consequences.

Let's start putting the blame where it belongs in this city instead of constantly playing bad politics to make bogus points that are often laughable at best or just made to sensationalize or sell newspapers.

Lake Worth's Surplus Properties

Comment Up
When you drive down some of our city streets, half of what you see appears to be surplus. Many houses are vacant and abandoned.

Building affordable housing in Lake Worth started in the late 1990's.  Why this was so important then, or now, is a mystery. There are some people who want to put the blame on a few people within our city or a recent former commission for attracting the poor that resulted in big time slum and blight. This all started way before they were on the scene. It is time to stop the blame game;  it is now time to stop the madness of building more affordable housing and solve the problem.

But having so many years to build this housing in order to attract the poor, ended up eventually creating the perfect storm. Nearly every residential property is affordable, or a great portion of our inventory within our city. Over one-half of our housing stock are rentals.

Our affordable housing attracted speculators and investors some of whom became absentee or slum landlords.  They charged outrageous rental amounts that made the properties unaffordable. Renters started cramming 20 people into the rental units. It got totally out of control. With the recession and housing bubble that burst  resulting in foreclosures galore, this caused the biggest slum and blight this city has ever seen or ever imagined. Coupled with the illegal immigration problem, it was exacerbated even further. We were all left with an untenable situation. The result of all of this affected all property values within our city. Our homes' value, in many cases investments for our future, got wiped away over night, never to return.

We now have excess surplus properties and the City owns 131 properties with 25 of them up for consideration. The city commission now needs to decide what is the best way of handling this inventory. One suggestion was to sell the properties and have them owner-occupied with owners contributing to the tax base. Not sure about the legality of placing a deed restriction on the property to not  allow rentals as the Vice Mayor suggested, but at least we are finally talking about this serious problem that started over 20 years ago.

It is too bad we start talking when an issue is totally out-of-hand but at least we are talking.

"Earlier this week the non-partisan Congressional Budget Office (CBO) reminded us of what lies ahead fiscally for America. The possibility of a full 1% growth in the already high unemployment rate come January 2013 is real.

We are currently operating under the Bush-Obama tax rates and six different tax brackets, which at this time are10%, 15%, 25%, 28%, 33%, and 35%. As of December 31, 2012 if no action is taken, these current tax brackets will jump to 15%, 15%, 28%, 31%, 36%, and 39.6%. A July 2012 study by the accounting firm Ernst and Young estimated this would result in nearly 710,000 jobs lost because of the net effect on close to two million small business owners."

Lake Worth Beach progress

A tropical storm warning was issued for most of South Florida — including the entire east coast, south of the Jupiter Inlet yesterday afternoon. Drove over to the beach late yesterday as the Pier was closed--Public Services was on top of it. Benny's was opened as usual til 5pm. Not many on the beach as it was windy but beautiful in spite of the construction. The waves were not that high..no surfers while I was there. One lady's reaction who happened to park next to me--"This is terrible what they're doing to the parking." Yup. I agree. My passenger had to exit my car to help me as I backed out as I had a van next to me. Backing out is a trick as you have vehicles coming in two directions plus cars backing out on you from the other side. The shrubs were cut down near A1A so it is not dangerous exiting the beach now.

Message from Michael Bornstein on the Lake Worth beach redevelopment

The letter below is to a private citizen concerned  about the beach project and all the politics that went into its final design, which is dysfunctional I might add. It is not in response to the worry warts about our seawall or about building over the coastal construction line or to the few who constantly complain that we built the casino in the first place. However, it probably is an answer to their concerns as well:

Dear  _______________:

Thank you for your e-mail regarding the Beach project.  Unfortunately, as the new person in charge, I really am not interested nor do I have the resources and time to focus on all the political intrigue and controversy involved in any of the issues on my plate, especially this one.  However, if you are attempting to convey your support of getting this project opened and all the outstanding issues resolved so the public can begin to enjoy this incredible facility, then we are in agreement. It is my intent to continue to push hard for completion.

While there are many little issues here and there with the design, I have not come across anything at this point that cannot be creatively resolved and improved with some time and effort.  The Lake Worth Beach is the envy of our sister cities and it is the jewel in our parks system.  As such, I am obligated and committed  to deliver the best outcome possible.  Furthermore, I am trusting that the dialogue in this City starts to transform into one focused on a bright and successful future without the baggage of the past.

Undemocratic Delay on Referendum in Lake Worth

Comment Up
Palm Beach Post
August 22, 2012

Letters to the Editor
Lake Worth disregards voters' interest with March referendum

Regarding the letter “March date works better for referendum,” the newest triumvirate on the Lake Worth City Commission wants a March vote on the height referendum because it believes the issue will lose then. The delay is undemocratic.

The main reason given for the delay is that November is a confusing time for voters, and three months is inadequate to educate voters on the issue. But when will there be a more alert and educable electorate? The letter-writer explains the delay under the justification of educating voters, but also notes that those “who care” will come out, clarifying that low turnout is the goal.

Defenders of a March vote also make strange contortions to justify the $20,000 expense of the extra election. To say the cost is unimportant because money has been wasted on worse things is a stupid argument. This is especially offensive coming from people who campaigned on being fiscally responsible. I remember Mayor Pam Triolo promising that every paper clip would be accounted for. Talk is cheap, but a March election will not be.

Another trio of commissioners has learned disrespect for the voters with alacrity. They don’t want to know what voters think, and when they chose to spend extra it’s necessary, not wasteful. Don’t they see that they are following in the footsteps of the predecessors they love to demonize?

Obama supporter playing both sides

A big-time donor to President Barack Obama is also a financial supporter of Paul Ryan. Marc Benioff, a national campaign co-chair for President Obama's reelection campaign, donated $10,000 to Ryan's political action committee earlier this summer, in June, according to CNN.

What's so attractive about Ryan, Benioff said, is his focus on deficit and budget issues. The nation's fiscal difficulties must be addressed, the CEO said, and Ryan's ideas offer "a lot of the right long-term thinking for the country."

Lake Worth Couple thieves?

The Sun Sentinel is naming Lake Worth as a place of habitat for this alleged criminal couple for stealing $200,000 worth of jewelry from the father of the male charged in the crime. No where on the PBSO Booking Blotter does it say either one of them live in Lake Worth. What do they know that they haven't told us?

Lake Worth's budget

West Palm Beach had their budget workshop on Tuesday. One of the big suggestions that came out of it was--reduce top paid employee salaries and even reduce one of the benefits they get as city commissioners. Their commissioners make $30,000 a year and get $5,000 for secretarial help as well as $5,000 for a car allowance. They opted to get rid of their secretarial help. It pays to be a city commissioner in West Palm Beach.

Commissioner Materio said that both she and her husband took a 50% cut in their pay and they reduced all their employees salaries by 10%. “The differences between the salaries here and in the private sector are huge,” Materio said.

Next month there will be two special meetings to finally set the Budget for 2012/2013 in Lake Worth. As far as I recall, there has not been any mention of reducing executive personnel salaries here. Stanton had mentioned it during her tenure but nothing came of it. Benefits for our under paid commission have gone up 64.49%, from $19,269 to $31,695. Travel and Training is at $30,000 for the new year.  That is something they can and should eliminate.

It is really the union salaries and benefits, of which we have no control, that are killing this city.

Poor and getting Poorer

It's pretty scary when a terrorist nation such as Iran is predicting our demise, not by nuclear weapons but from our currency and our policies.

The only engine of growth in the United States is the stimulus package. The bankers have finally gotten their day. They have removed all competitors to their fiat currencies that surround the world. As the US prints more, so will other countries. Other countries are forced to devalue their currencies in order to compete with our cheap currency, goods, and services. It’s a race to the bottom, so says Hamsayeh.Net, Iran's international news on-line.

It quotes Glen Beck when he said, "The current stalled global economy is nothing short of a global depression and the sovereign debt defaults in Europe are only the first dominoes to fall and will eventually spread to Japan, China, and eventually the UK and the United States.

Many economists predict a coming depression and analysts say things will be a whole lot worse in one year's time. Today middle class Americans wonder if there is such a thing as the American Dream. They live paycheck to paycheck and are deeper in debt. Corporations continue to outsource millions of jobs and manufacturing plants and we, as a country, are drowning in debt and pumped up by printed money and loans from China.

There are more working poor today. Social scientists argue that changes in the American economy, especially the shift from a manufacturing-based to a service-based economy, have resulted in the polarization of the labor market. "This means that there are more jobs at the top and the bottom of the income spectrum, but fewer jobs in the middle," says Wikipedia. Obamas' solution?  Tax the one  percenters more.

Obama believes that increasing the welfare state generosity is the most effective way to reduce poverty and working poverty. What happens when all those dominoes start to fall?

Read about the Anarchists and Marxists at The Villages.

A few days ago we talked about an activist who gets involved for the greater good. There is no such thing as money changing hands to keep her motivated. Today, it is about an entirely different group whose sole purpose is to interrupt democracy.

We have learned that this disruptive group of Anarchists and Occupiers is being paid.  I used to believe that is was idealism that motivated them. Now we know better. It has nothing to do with the First Amendment. They are protesting for money to thwart free speech and to denigrate and personally attack candidates who are not Democrats and who have no socialistic leanings. One of their permanent paid jobs is to target Allen West and they have added Paul Ryan and Mitt Romney to their target list recruiting a few other sheep into their fold.

At The Villages, ranked as the No. 1 fastest growing micropolitan area in the United States by a 2008 Census Buerau report, one spectator said, "There was a ground of about ten protesters (I'm surprised that one wasn't on stilts) that wound their way around the crowd with signs that read "Hands off my Medicare" and a plane constantly buzzed over the crowd with a banner that read: Paul Ryan: Hands off our Medicare. The plane occasionally made it hard to hear the speakers but I just reminded myself that rude people will be rude and "progressives" have rudeness down to a science".

Allen West's Argument on Medicare

Comment Up

Greetings to our constituents, fellow Floridians, and indeed all Americans, it is time to prepare our weekly update for dissemination.

Let’s get right to the point, there has been an enormous amount of fear-mongering and scare tactics emanating from President Barack Obama and the liberal left on the issue of Medicare. We have a responsibility to our seniors and we shall keep it. We shall also ensure we preserve and protect not just Medicare but also the commitment to future generations of Americans, our children and grandchildren, not to bankrupt their hopes and dreams.

The Fiscal Year 2012 Social Security and Medicare Boards of Trustees report on Medicare and Social Security has these programs respectively going “belly up” in 2024 and 2033. That is unacceptable to me and should be to everyone.

Medicare as we know is doomed to fail and collapse unless courageous men and women take action -- doing nothing but complaining and demonizing is the folly of incompetents. Lying to the American people and our seniors is unacceptable.

Here is the truth. As per a report issued by the non-partisan Congressional Budget Office (CBO) and the Joint Committee on Taxation (JCT) in July of this year, there are $716 billon of cuts to Medicare as part of the Patient Protection and Affordable Care Act (PPACA) in Fiscal Year 2013-2022.

These cuts to Medicare cannot be disputed and show that President Obama and the Democrats see Medicare as a “slush fund” to pay for their massive government expansion into the healthcare industry, creating 159 new government agencies and bureaucracies and further exacerbating the demise of this vital program.

These cuts include $517 billion to Part A (Medicare Hospital Insurance Trust Fund) and $247 billion to Part B (Supplemental Medicare Insurance Trust Fund) as follows:

- $294 billion payment cuts to hospitals
 - $156 billion cuts to Medicare Advantage affecting 25% of seniors nationwide
 - $39 billion cuts to skilled nursing
 - $17 billion cuts to hospice care
 - $66 billion cuts to home healthcare
 - $33 billion cuts to other providers
 - $11 billion cuts resulting from the Independent Payment Advisory Board (IPAB, 15-member panel of unelected government bureaucrats making Medicare price control decisions).

The plan I voted for that passed in the United States House of Representatives is something completely opposite to this horrific plan. First of all, it actually spends more on Medicare in the next 10 years.

The House of Representatives-passed budget -- and remember the Democrat-controlled the United States Senate has not passed a budget in over 1200 days -- would repeal the IPAB which is empowered to cut Medicare in ways that would jeopardize seniors’ access to care.

The House of Representatives-passed budget saves Medicare for current and future seniors. In other words, there is no change for anyone 55 years of age and older.

For those younger, when they become eligible, Medicare will provide a premium-support payment and a list of guaranteed coverage options -- including a traditional fee-for-service option -– from which recipients can choose a plan that best suits THEIR needs.

Understand that currently on average Americans are paying $110,000-$115,000 into Medicare but receive closer to $300,000 in benefits…not to mention the widespread fraud which must be tackled.

This option-based program reforms Medicare and would be determined by a competitive bidding process which doesn’t take a brain surgeon to understand will help drive down price and improve the quality of care for our future seniors. As well, premium support, competitive bidding, and more assistance for lower income seniors, or those with greater healthcare needs ensures guaranteed affordability.

These are not talking points, but truth, objective assessment and analysis. The question is very simple, whom shall you trust in the debate about Medicare, and the larger debate about how best to get our nation back on track?

The people who stated, “we must pass the bill in order to know what is in the bill?”

The people who said the healthcare bill will only cost the American taxpayer $940 billion only to find out that it now costs closer to $1.7 TRILLION?

The people who told you the individual mandate was not a tax, only to find out that the only way Obamacare can be declared constitutional is for the individual mandate deemed to be a tax? And as a result you have a healthcare law that entails 20 new taxes and funding for 16,000 new IRS agents.

Are you really going to trust the ideas of the President of the United States who said he would cut the deficit in half in his first term, only to have four straight years of trillion-dollar-plus deficits (the previous high was $468 billion)? The fellow who has added more debt, over $5 trillion in less than four years…more than the previous 42 Presidents combined?br />
Are you really going to trust the recommended approach of a fellow who said that if his trillion-dollar stimulus were passed, unemployment would never go above 8%... and that at this time it would be 5.6%?

>Are you really going to trust the policies of the fellow who presented a budget that raises $1.9 trillion in new taxes in order to increase the size of the Federal Government by 53% and the budget never, ever, balances?

Lastly, are you going to trust that the affable gent who stated if he could not turn this around would have a one-term presidency -- but now demands a second term -- will stick to his word?

>I have provided you the truth, now make your decision…whose ideas will you trust to protect, preserve, and honor the commitment of Medicare?

In closing, my prayers go to the families of the warriors who have recently lost their lives in Afghanistan. It is quite obvious that the Taliban tactic is to infiltrate the Afghan National Security Forces (ANSF) and create an environment of distrust by attacking our men and women operating as trainers

As a Member of the House Armed Services Committee I will personally look into the security situation for our trainers. We should not be handing out loaded weapons to recent Afghan graduates who have not been fully vetted, if possible to vet at all.

What disturbs me greatly is that we have someone occupying the title of Commander-in-Chief who does not even mention this issue at all, nor feels it is important enough for him to go to Afghanistan and confront it head on.
So, whose ideas do you believe will lead our country back to prosperity, restoring our Republic’s honor and founding principles?

Lake Worth Utility - The Black Hole

Comment Up

The City continues to put costly items on Consent Agenda for immediate approval by the city commission. It continues to send out RFP's on various purchases, sometimes without the commission's knowledge such as the RFP for an exclusive caterer at our Casino.

Tonight it is for the purchase of various three-phase pad mount transformers, single-phase pad mount distribution transformers, and overhead distribution transformers for a whopping total of $307,247 for Lake Worth Utilities.

The Motion:
1) I move to approve/disapprove the purchase from HD Supply Corporation in an amount not to exceed $151,790 for three-phase pad mount transformers, the purchase from Howard Industries in an
amount not to exceed $46,479 for pad mount distribution transformers and the purchase from HD Supply Corporation in an amount not to exceed $108,978 for overhead distribution transformers.

As the commission is ultimately responsible and is supposedly a watchdog of our money, is it not reasonable to have any expenditure over $15,000 under New Business so that there can be discussion and explanation of the expenditure?  We couldn't even hire an Internal Auditor, Robert Marksmeier, whose focus was going to be on our Utility.

It's still a black hole.

An extraordinary woman - Alexandria Larson

Alexandria Larson

If you attend Palm Beach County Commission meetings, you will see Alexandria Larson giving them hell. She is fearless and afraid of no one-- she is committed. I saw her stand up to Tony Masilotti and crusty Burt Aaronson, defending causes and issues detrimental to the County and its citizens. She has been involved in various legal suits in the last decade since she has become a watchdog of the environment. Not only is she an environmentalist but she describes herself as a "preservationist" who cares about costs.

She is also a member of The Palm Beach County Environmental Coalition that opposed FPL's proposed $1.6 billion 280-mile fossil fuel (gas) pipeline across Florida, as well as the proposed $1.3 billion rate increase back in 2009-2010.  FPL was granted $75 million. The 2010 settlement that froze the base rate until 2013 has now expired. Therefore, FPL is looking for a huge rate increase once again. FPL's stock price continues to soar.

Today Alexandria is in the news again, this time as an Intervenor trying to block FPL's proposed rate hike of $690.4 million that she feels is excessive and bloated. She also accused the settlement agreement as a "backdoor" deal.

With 11,000 employees across the State, FPL promotes itself as committed to the communities they serve through United Way, their Care program that encourages their employees to volunteer in the community, home energy makeovers as well as energy education initiatives--it is a good partner they say.

It also generates enough renewable energy to serve a load equivalent to three cities of comparable size to Lake Worth and states it's the U.S. leader in renewable generation. It serves 9 million households in 35 counties and has a desire to tailor a "power supply arrangement that provides value and stability" to Lake Worth. They are asking for the equivalent of a $7.09 base rate monthly increase that would still be $27.16 less than what Lake Worth is now paying. But we still have to have $9 to 10 million from our utility revenues to operate our city.

And Alexandria Larson continues to hold FPL accountable for proposed hikes in utility rates for more fossil fuel infrastructure and high-level executive pay increases.

It's Obama's fault says U.S. Oil company

Another U.S. corporation hits the dust and this one got no stimulus from Obama--

Houston-based ATP Oil & Gas Corp. filed for Chapter 11 bankruptcy Friday, citing debt it said it incurred because of the five-month moratorium on much U.S. offshore drilling after the deadly 2010 Gulf of Mexico oil spill. And gas prices just keep going up.

The U.S. is relying more on oil from Saudi Arabia--Gulf oil now composes 23 percent of total U.S. imports, according to the Times, as opposed to 17 percent late last year.

A Slippery Slope

Without a doubt Syracuse, New York is headed for bankruptcy. Not only is there an "official denial" but the mayor of Syracuse is seeking legal guidance on municipal bankruptcy. Once again, public union wages and benefits, especially police and firefighters' pensions are smack in the midst of it.

Here in Lake Worth, our unfunded liability for Union pensions is around $60 million and growing. We have an outstanding debt of $67 million.

Overwhelmingly, Sheriff Ric Bradshaw was re-elected even though his budget soars and cities scramble to adjust their operating budgets to survive. He carries the big political stick as we all are concerned about escalating crime -- his PR department does a smash up job convincing all of us that we are actually safer. Every month, deputies are out in the community and attending neighborhood associations telling us that very same thing using your tax dollars to do it. The County, because of its expected $10 to 20 million budget shortfall asked him to reduce costs but Bradshaw says "you are getting a bargain" and the majority of the people believe it too.

To put that another way, in 2003 there was one PBSO employee for every 389 residents and PBSO charged an average of $195 per person for their service, while in 2011 there is one for every 320 residents, and the bill was $307 per resident (a 57% increase). Does that make us safer?"

The Secretary of State has just issued what is called an Order by Secretary of State on Conduct of Machine Recount. This means that the machine recount must begin asap and the recount filed with the Division of Elections (via the SOE-night program) no later than 3pm on Sunday, August 19, 2012.

From the 2nd unofficial machine returns, the Secretary of State will determine if a manual recount is warranted and, if so, will notify the Supervisor of Elections so that they can begin the recount. If this is ordered, the recount results are due at 5pm on Tuesday, August 21.

Bed and Breakfast Inns in Lake Worth

Comment Up

Terrific piece in today's Palm Beach Post on two of Lake Worth's bed and breakfast inns--the Sabal Palm and Mango Inn.

Both these inns are two story buildings adjacent to our Intracoastal Waterway and are an important part of what makes our small town charm so precious. Ironically, one of the owners is advocating for 6 story buildings in Lake Worth that would affect his area.

NextEra Energy - FPL

Comment Up
As Lake Worth contemplates choosing its new energy provider, FPL, founded in 1925 and located right up the street in Juno Beach and one of the big conglomerates that says it wants our business and perhaps the whole enchilada, is back in the news again.

As FPL is the largest employer in the State of Florida, it is not uncommon to read about them not only for humongous rate increase requests but for salaries of their top executives. Lewis Hay, chairman and chief executive of NextEra Energy, collected $22.6 million, up from $19.6 million in 2010.

FPL likes to brag that it gives safe and reliable service to its 4.6 million Florida customers and holds power generating assets in 20 states. Back in 2007, it wanted to build a coal burning power plant in Moore Haven near the western edge of Lake Okeechobee. That request was turned down because of the probability that it would emit toxic chemicals into the lake as well as into the Everglades.

It changed its name a few years back to NextEra Energy to highlight its commitment to renewable energy. It owns two nuclear facilities, one of which is St. Lucie where Lake Worth owns two shares.

Recently they requested a $690.4 million rate increase with a settlement offer of $548 million through 2013 stating that they would be able to continue their high reliability, excellent customer service and low emissions allowing them to have a 10% rate of return on equity. The maximum allowable is 11%. The settlement is giving them cost recovery for $3 billion worth of power plants and shifting the costs to residential ratepayers.

When FPL presented its proposal for our business at City Hall on August 14, 2012, I didn't get any sense that they were the least bit excited about our business. They have 4.6  million customer accounts, 42,588 MW in operation, $25.3 billion in operating revenues and $53 billion in total assets. It was the least interesting of all the presentations.

Allen West and Patrick Murphy

The liberal Huffington Post published an article on how 29 year old Patrick Murphy says he will beat Allen West; it will be Allen West himself.

He is offended by some of West's remarks that just so happen to be true. He believes his youth will win over experience.

'I'm so confused" says Lake Worth Resident

Comment Up

Touting the same old tired sound bites, a Lake Worth resident wrote a Letter to the Editor of the Palm Beach Post supporting the expense of a special election in March on the heights referendum rather than voting on it this November.  This is the very same resident who was an officer of the Lake Worth Democratic Club who supported a Republican for Commissioner in this city, going against a Democrat. Even though our races are non-partisan, officers of the Club as well as the Party are not allowed to endorse anyone not in the Party. That didn't bother her...did not phase her one bit.

She screwed up big time then and her arguments now on the heights referendum are false and based on fictional hysteria of developer backed supporters of taller buildings in our downtown. She thinks nothing of needlessly spending $21,000 for a special election and admits that she needs to be educated. She says people are confused.

There were no "wild stories of doom" as she suggests. It was simple. Do you want to remain a low-rise city with no more than 3 and 4 stories in our downtown ? Yes or No.

Education:  3 and 4 stories;  or 6 and 10 stories...take your pick. Nothing "confusing" about that.

Clemens/Bernard Re-Count

Comment Up

At the moment, the Supervisor of Elections office is counting the provisional ballots. They should have an answer tomorrow. I was told that it would not be up on their web site tonight as they close at 5pm.

The problem:  There was a change in the voting law.
Voters who move from one county to another must file a provisional ballot if they haven't already changed their address with the supervisor's office. Previously, Florida voters could change their address at the polls and fill out a regular ballot. This is one of the situations that we encountered when we were petitioning--voters had moved and not yet changed their address with the SOE.

Bucher said that Palm Beach County officials have to check with 11 other counties to make sure that the provisional voters did not vote in two places.

"Under state law, a margin less than a quarter percentage point requires a so-called "hand" recount. The 35 votes is less than a quarter percent. Provisional’s cast for example are when voters show up at the wrong polling location and all provisional’s have to be approved by the canvassing board. Both Mack and Bernard tell CBS12 reporter Chuck Weber they agree with the process and look forward to the final results. If a hand recount is required it would take place either Friday or Saturday."

Quote of the Day - Mitt Romney

"Mr. President, take your campaign of division and anger and hate back to Chicago.

This is an election in which we should be talking about the path ahead, but you don’t hear any answers coming from President Obama’s re-election campaign. That’s because he’s intellectually exhausted, out of ideas, and out of energy. And so his campaign has resorted to diversions and distractions, to demagoguing and defaming others. This is an old game in politics; what’s different this year is that the president is taking things to a new low.”

 ~ Mitt Romney

This is Romney's response to Joe Biden who suggested that the Republican Party's tickets on economic policies would “put y’all back in chains."

Covanta Energy

Comment Up

There were interesting presentations last night at city Hall in order for the city commission, staff and its advisers to eventually come to a conclusion as to whom will be our new energy provider beginning in January 2014.

There were a few that were outstanding but the most interesting presentation of the night, and the one that gave me a smile, was given by Covanta Energy. Its mission is to be the  world's leading Energy-from-Waste (EfW) company, with a complementary network of waste disposal and energy generation asset facilities that convert everyday trash into clean, renewable energy for communities around the world. All trash you discard is converted into energy--even those styrofoam cups you use for coffee. Covanta’s North American facilities supply electricity for  approximately 1 million homes and is headquartered in Doral, Florida.

The facility is the Miami-Dade County Resource recovery Facility and the seller is Miami-Dade County. On average, each ton of waste processed at Energy-from-Waste facilities yield approximately 550 kilowatt hours of electricity and approximately 50 pounds of recycled metal.

How Energy from Waste Works

1. Municipal waste is delivered to our facilities and stored in a bunker.
2. The waste is transferred to a combustion chamber where self-sustaining combustion is maintained at extremely high temperatures. We maintain the building around the tipping and bunker area under negative pressure and use this air in the combustion process to control odor.
3. The heat from the combustion process boils water.
4. & 5. The steam from the boiling water is used directly, or more frequently, the steam drives a turbine that generates electricity.
6. Electricity is distributed to the local grid.
7. Ash from combustion is processed to extract metal for recycling. It is then combined with residue from the air pollution control process (see items 9 and 10).
8. The combined ash is either disposed of in a monofill (where only ash is stored) that receives only that waste, used as cover material at a conventional landfill, or landfilled with other waste.
9. All gases are collected, filtered and cleaned before being emitted into the atmosphere. We manage gas from the combustion process with state-of-the-art air pollution control technology that operates to state and federal standards.
10. We control emissions of particulate matter primarily through a baghouse (fabric filter).
11. We monitor criteria and other pollutants and operating parameters to ensure compliance with permit conditions.

William Meredith, Business Manager Covanta Energy, said to give him a call if I wanted to take a tour of the facility. I would like to see our Commission take him up on that offer.

LW mayor insults city’s residents

The decision by Lake Worth Mayor Pam Triolo and two city commissioners to postpone an election about downtown building heights is a disservice to the residents they were elected to serve. The decision is fiscally irresponsible, insulting to voters and raises questions about their real motives.

According to the article “Lake Worth OKs taller buildings,” a special election in March will cost the already financially beleaguered town more than $20,000. According to The Post, the mayor’s reasoning for the delay is that residents need “time to learn about the issue.” Seven-and-a-half months? Either Mayor Triolo believes that Lake Worth residents are slow-witted or there are other, unstated reasons for the delay. Now residents can expect a second onslaught of condescending and spurious robo-calls and political handbills in the mail after the national election in November.

As for the mayor’s advocacy for taller buildings, I hope she and her allies on the city commission can muster a more coherent argument than the simplistic assertion that tall buildings attract businesses. Good luck with that! Look how well it’s worked with the beautiful, historic and ideally located Gulf Stream Hotel, which has been shuttered since 2005.
