Personally, I think the city has a lot of nerve placing many items that it does on Consent Agenda. This is one of them...it can't maintain one damn thing and their solution is to give all our buildings away to the CRA or to some non-profit and let the other guy maintain them and/or make the ad-valorem off of them and "scam" the government in the process. This commission says it is focused but their vacillation is costing you a lot of money.

What in the hell are we doing? This is all about obtaining grant money from the government which in this case is $500,000 max. When you're a poor city you make desperate decisions...this is just another one of them.  On top of that, the people have NO say on how our city should look even when they win an election. This was not my vision. And even if you speak to this item on Tuesday, it is a done deal...this commission does not care what you think.

Always talking about wasting money, even going so far as to vote nay on the Budget, Scott Maxwell, along with Triolo and Amoroso originally voted for the architectural and engineering work on our city owned building located at 110 North F Street formerly occupied by The Department of Health. We know of $40,000 that was 'burned" there, probably more. The goal was to use it for Utility Customer Service, Community Development, Code Enforcement, Planning & Zoning and Preservation Divisions.

In fact, it was Maxwell that made the motion back on June 21, 2011 --"I move to approve the transfer of $11,000 from the Project UT-EL 1112 to Project UT-EL 1010 and approve architectural/engineering services work order CPH Engineers, Inc. for design of Customer service and Building Department facilities at 110 North F street for an amount not to exceed $81,000," said Scott Maxwell. If there is anything good coming out of the city's "give-away" mentality, at least these buildings are three stories.
Concentrating on eradicating slum and blight should be the CRA's goal but not at the expense of turning over everything we own for development that no one has approved.

TITLE: Resolution No. 30-2014 – conditional conveyance of property located at 110 North F Street to CRA
SUMMARY:
This Resolution proposes to conditionally convey 110 N. F Street to the CRA for development of the “West Village”, a mixed-use redevelopment project.
BACKGROUND AND JUSTIFICATION:
Currently, the City owns the property at 110 N. F Street (PCN: 38-43-44-21-15-012-0260) (a.k.a. the old Health Department building). The Lake Worth Community Redevelopment Agency proposes to redevelop the property into the “West Village”, a mixed use redevelopment project which would include commercial, residential and office uses and a park area to be called “Luna Park”. Copies of the preliminary project drawings are attached.
The CRA is applying for a State of Florida Cultural Facilities Grant to assist with funding the project. The grant requires the CRA to own the underlying property. Pursuant to section 2-1(f) of the City’s code of ordinances, the City Commission at a scheduled public meeting by a simple majority vote, may waive the requirements regarding the minimum bid amount, method of sale and sale of surplus property and convey the property directly to the CRA. Since the CRA is still securing funding for the project, approval of this Resolution conditions the City’s conveyance of the property on the CRA securing sufficient funding to commence the project.

  2. Are there no 'Just Known and Predictable' LAWS we ALL follow! The LW Dais makes it up as they go along! There are NO rules for them! Read it for yourself.

  3. Buildings look more like Russian Design from Central Planning days of the USSR! I'll call it what it is - Stupid Growth! Looks like a lot of cement to me! (Storm water run off revenue generator?) It's artificial GOV insemination to falsely increase property values. It's ROI (Return on Investment) Run Wild! Organic IS FROM the PRIVATE SECTOR. Artificial is when the GOV FORCES IT!

    Does everyone realize this item should NEVER be placed on CONSENT AGENDA! That's a slap in the public's face to cry poverty, shove through a 60M + Bond and GIVE AWAY PROPERTY! How many fire hydrants would the sale of this property net?

  5. This item should not be on the consent agenda. If this city can give away property without public consent, then we might as well live in Russia. A "broke" city has NO BUSINESS giving away property, to anyone! Will this give good old Joan from the CRA another chance to give some work to her non local buddies from the south ?
    And since when can a city government waive requirements regarding minimum bid amounts ?!?

  7. It's surplus property and they say they can vote and change the rules - so I guess they can! UGH!

    Seems like there is a PLAN to bankrupt us and we'd be absorbed by the County or possibly the towns North, South & West of US.
    Scott will run for Vana's County Seat...

    Oh Scott gets it - he pretends he doesn't. Ask him about "UN Agenda 21" and watch his reaction. The CRA's are a huge part of the government artificial insemination. A study in CA calls it "Redevelopment: The Unknown Government" and ROI (Return on Investment) is not happening! They've failed to produce what they came in and promised. CRA's takes a HUGE amount of the TAX BASE INCREASE (that will pay for the roads...) AWAY and the city kisses butt and gives them whatever they want! These are nice BUT UNElected, UNAccountable Representatives w/their hands in the taxpayer's pocket.

    Unless they can put ROI on steroids, we need to close them down or at least move them OUT OF THE BUSINESS DISTRICT!

  8. Fhe CRA mission is to be placed in Cities' most blighted areas,to alleviate blight!.Lake Worth incompetent Commissions have been too cowardly to simply pass an ordinance redistricting it to the South of 6th Avenue South Lake Worth most blighted district.
    As is their mission.Joan OPliva is mistress at working the system, and showing incompetents up, as stupid,arrogant self aggrandizing stealing from the General Fund.
    Traveling first class of these third rate creatures, on City money, without benefit for the municipality.
    Taxpayers, wake up!
    This despicable ,irresponsible cowardice has cost Lake Worth Citizens millions of our Downtown,Lake Worth most lucrative District tax revenue.Does anyone care?L.W.Taxes are the highest in the County!Our most historic Downtown houses,tourism attractions, are being demolished,
    replaced by low income, future criminal housing, no tax paying occupants.
    Ignorant ,vulgar mobs elect Governments,of their own devious level.Tax payers are paying for not selecting a moral, honorable,City serving Candidate for their Commission seats.
