With an arrest record of 35 incidents, Mr. Brown was arrested again on December 4. We keep locking them up, they're out on bail (in this case NO bail was set) and then they do it again. This criminal knows exactly how much marijuana he should have in his possession so that serious jail time is avoided. That's the system and criminals understand it. This is an example of why criminal background checks are so important. Landlords in Lake Worth, for the most part, are not doing this basic step to ensure the safety of those living on and around their property. Can mandatory background checks be written in an Ordinance or is this in violation of someone's civil rights?
