Graffiti in Downtown Lake Worth


We used to have Laurence McNamara who would paint over graffiti as soon as he learned about it.  Porter Paint would contribute the paint or he would pay for it himself. Then, back in 2009, we had a graffiti unit with the PBSO that was responsible to paint over it within 24 hours. Now no one seems to know whose job it is to get rid of the graffiti that brings down our neighborhoods. The above graffiti has been on J Street in the heart of our downtown since April 2013 at least. It is NOT art.

In our code:

Defacement of property. No person shall willfully or wantonly damage, mutilate or deface any exterior surface of any structure or building on any private or public property by placing thereon any marking, carving or graffiti. It shall be the responsibility of the owner to restore said surface to an approved state of maintenance and repair.  


Abatement.
(1) It shall be unlawful for any person owning property, any person acting as manager or agent for the property owner, or for any person in possession or control of the property to fail to remove or effectively obscure graffiti upon any public or private building, structure, or any other real or personal property within ten (10) days of receipt of notice from the city to remove such graffiti. This notice may be given verbally or in writing by an enforcement officer. If the notice is given verbally, an information report shall be completed by the city, a case number assigned, and the report shall be filed with the records department of the police department.


Has the owner been notified?  If not, why not?
