President Trump has informed Congress he is canceling nearly $1 billion in federal spending on illegal immigrant services and related programs through a pocket rescission that senators on both sides call unlawful.

President Donald Trump told Congress on Friday that he has canceled almost $1 billion in federal funding without a full legislative green light, using a late-year “pocket rescission” to lock in the cuts before the fiscal year ends.

Most of the money comes out of Health and Human Services programs that serve refugees and unaccompanied minors in the country illegally. Another major slice hits a Department of Education program for migrant and foreign students. The action follows last year’s $9 billion rescission package that Congress backed.
