President Trump can build his Wall

DoD Official: Department Can Begin Wall Construction Without State of Emergency

Republican Rep. Mo Brooks of Alabama observed, “It seems to me that 10 U.S. Code 284 can be used by the president of the United States to direct the U.S. military to build a wall.”

    He can direct them but, ultimately, tt has to be approved by Congress.

    Nope,WRONG 11:04. NO CONGRESSIONAL APPROVAL NECESSARY. We have three DISTINCT branches of Govt. Founding fathers were very wise.
